This exploratory article reflects on the teaching experiences for a course on “Entrepreneurial Leadership in Ethnic Chinese Business” at the Singapore Management University (SMU). It was categorised as a mobile learning course with reference to the flipped classroom model, learner mobility, and user-generated content outside the classroom. We examine three examples of mobile learning projects which were assigned to students so that they would be able to internalise key course objectives such as gaining an appreciation of the structure, functions, and cultural uniqueness of traditional small Chinese business organisations in Singapore. Promulgated in 2007, the Charter of the Association of Southeast Asian Nations (ASEAN) reaffirms ASEAN’s longstanding policy of non-interference in member-states’ internal affairs and the retention of consultation and consensus as fundamental tenets of decision-making in ASEAN. This essay considers the role of soft law in the interpretation and development of the ASEAN Charter. It also considers whether the Charter will help ASEAN achieve integration as well as promote democracy, human rights and development in an immensely diverse region comprising half a billion people. A woefully underinvestigated area of the law is the management of property rights of persons with special needs. In this chapter, the term ‘special needs’ is defined widely to include people who are incapable of managing their daily financial affairs. The scope of people within this group may include persons with dementia, schizophrenia and intellectual disability as well as vulnerable elders. It should be noted that persons with special needs may have accumulated substantial property before becoming incapable of managing their financial affairs by reason of illness, old age or dementia. This article seeks to understand the rationale for and potential implications of the introduction of dual class shares (DCS) in Singapore. It does so by first considering the theoretical as well as evidential arguments for and against the use of DCS, followed by a survey on the reception (or otherwise) of such structures in four common law jurisdictions with vibrant capital markets, viz., Canada, the United States, United Kingdom and Hong Kong. Reliefs from stamp dutyIn certain circumstances, stamp duty reliefs may be applicable to instruments that would otherwise be dutia-ble, provided that the reliefs are claimed within specified statutory time limits. Such reliefs are distinct from stamp duty remissions, which may be granted by the Minister through the exercise of his powers under Sec-tion 74 of the Stamp Duties Act (Cap 312, 2006 Ed.). Under Section 74 of the Stamp Duties Act, the Minister has the discretion to prospectively or retrospectively reduce or remit duties subject to such conditions as he may impose. As a landmark achievement in the development of the China-Australia bilateral economic relations, the China-Australia Free Trade Agreement (“ChAFTA”) achieves a higher level of liberalisation in education services compared with China's commitments under the World Trade Organisation and its other free trade agreements. However, the ChAFTA fails to relax the major regulatory barriers in China, which will remain the key obstacles to Australia's education services exports to China. We model the nonresponse probabilities as logistic functions ofthe outcome variable and other covariates in the survey sampling study withcallback. The identification aspect of this callback model is investigated. Semiparametricmaximum likelihood estimators of the parameters in the responseprobabilities are proposed and studied. As a result, an efficient estimator ofthe mean of the outcome variable is constructed using the estimated responseprobabilities. Moreover, if a regression model for conditional mean of the outcomevariable given some covariate is available, then we can obtain an evenmore efficient estimate of the mean of the outcome variable by fitting the regressionmodel using an adjusted least squares …

This paper firstly extends the results of Phillips and Magdalinos (2007a) by allowing for anti-persistent errors in mildly explosive autoregressive models. It is shown that the Cauchy asymptotic theory remains valid for the least squares (LS) estimator. The paper then extends the results of Phillips, Magdalinos and Giraitis (2010) by allowing for serially correlated errors of various forms in local-to-mild-explosive autoregressive models. It is shown that the result of smooth transition in the limit theory between local-to-unity and mild-explosiveness remains valid for the LS estimator. Finally, the limit theory for autoregression with intercept is developed.

We identify necessary and sufficient conditions under which a coarse data set canbe coarsely rationalized by a linear order (or weak order). The conditions are easy tocheck, and efficient algorithms are provided. We apply our theory to investigate theobservable restrictions of several economic models including (1) rational choice withimperfect observation; (2) multiple preferences; (3) monotone multiple preferences; and(4) minimax regret.

This study examined the degree to which the predictive validity of personality declines in job applicant settings. Participants completed the 200-item HEXACO Personality Inventory-Revised, either as part of confidential research (347 non-applicants) or an actual job application (260 job applicants). Approximately 18-months later, participants completed a confidential survey measuring organizational citizenship behavior (OCB) and counterproductive work behavior (CWB). There was evidence for a small drop in predictive validity among job applicants, however honesty-humility, extraversion, agreeableness, and conscientiousness predicted lower levels of CWB and higher levels of OCB in both job applicants and non -applicants. This paper centres around China’s Belt and Road Initiative (BRI) and makes a case for further examining the possible effects of the complementary ‘Maritime Silk Road’ on Southeast Asia’s maritime clusters with reference to Singapore, Malaysia and Indonesia. Port development with “Chinese engagement” from Port Klang in Malaysia to Sri Lanka to Gwadar in Pakistan to some Gulf state ports to Piraeus in Greece provides a string of valuable pearls in the form of harbours from which adjoining areas can be serviced through feeder vessels or railway lines by Chinese government-linked companies. Overconfident CEOs/senior executives tend to have excessively positive views of their own skills and their company’s future performance. We hypothesize that overconfident managers are more likely to engage in reckless or intentional actions/disclosures that give rise to securities class actions (SCAs). Empirical evidence is supportive: Overconfident CEOs/senior executives increase SCA likelihood, though litigation risk is ameliorated through improved governance, such as following the Sarbanes–Oxley Act of 2002. Post-SCA, companies are less likely to hire an overconfident CEO. Following an SCA, overconfident CEOs appear to moderate behavior and to reduce their litigation risk.

The intercept of the binary response model is irregularly identified when the supports of both the special regressor V and the error term ε are the whole real line. This leads to the estimator of the intercept having potentially a slower than √n convergence rate, which can result in a large estimation error in practice. This paper imposes addition tail restrictions which guarantee the regular identification of the intercept and thus the √n-consistency of its estimator. We then propose an estimator that achieves the √n rate. Finally, we extend our tail restrictions to a full-blown model with endogenous regressors.

We study the differential impacts of public and private sources of health spending on health outcomes using a triple difference approach. We find that private health spending has on average a higher health-promoting effect than public health spending. This result is robust with respect to the choice of outcome measure and covariates in the regression and driven primarily by the countries with ineffective governments. Once we restrict our sample to countries with effective governments, private health spending is no better than public health spending for improving the health outcome.

We propose a factor correlation matrix approach to forecast large covariance matrix of asset returns using high-frequency data. We apply shrinkage method to estimate large correlation matrix and adopt principal component method to model the underlying latent factors. A vector autoregressive model is used to forecast the latent factors and hence the large correlation matrix. The realized variances are separately forecasted using the Heterogeneous Autoregressive model. The forecasted variances and correlations are then combined to forecast large covariance matrix. This paper studies the estimation and inference of the quantile treatment effect under covariate-adaptive randomization. We propose three estimation methods: (1) the simple quantile regression (QR), (2) the QR with strata fixed effects, and (3) the inverse propensity score weighted QR. For the three estimators, we derive their asymptotic distributions uniformly over a set of quantile indexes and show that the estimator obtained from inverse propensity score weighted QR weakly dominates the other two in terms of efficiency, for a wide range of randomization schemes. Singapore’s smart nation journey began when the drive was officially announced by the country’s Prime Minister Lee Hsien Loong in November 2014 (Lee, 2014). The vision is to improve people’s lives and create more opportunities through information and communications technology (ICT). The smart nation drive is an effort by the government to co-create innovative, people-centric solutions with citizens and businesses. The three priority areas, underpinned by cyber security, are elderly, transportation and data. Since then, various digital strategies and policies have been further articulated, and digital programmes and projects implemented in the country.
