Whendo sanctions succeed in nuclear inhibition? Is there a generalizable frameworkto estimate sanction effectiveness against nuclear aspirants? Instead ofrelying on partial equilibrium analysis, we conceptualize sanctions as threesequential phases—imposition of economic pain, conversation to politicalpressure, and creation (or failure thereof) of zone of possible agreement(ZOPA). The effectiveness of each phase is subject to phase-specific contextualvariables, an aggregation of which helps measure individual sanction’s effectiveness,conduct cross-case comparison, and estimate one’s replicability in other cases.To illustrate its analytical utility, we analyze the divergent sanctionoutcomes between Iran in 2012-2015 and North Korea 2013-2017. In a commentary, SMU Associate Professor of Law Eugene Tan examined the significance of the bicentennial commemoration to mark the 200th anniversary of the arrival of Sir Stamford Raffles on January 29, 1819. He cautioned that such commemorations cannot be just about sentimentality, novelty or the feel-good factor of how far Singapore has come along but should instead encourage us to think and remember as well as to learn the invaluable lessons of our past.

The rhetoric of then U.S. President‐elect Donald Trump and Philippines' President Rodrigo Duterte had triggered a shift in global political discourse (Greene, 2016). This study examines their responses on three similar crises: disrespectful remarks towards women, associations with controversial political figures, and remarks threatening geopolitical relations. Data from prestige publications, Washington Post (U.S.) and the Philippine Daily Inquirer, were analyzed during the acute stage of each crisis. Findings showed that both men employed confusing strategy combinations in their crisis responses. Although personality is typically conceptualized in industrial, organizational, and vocational psychology as enduring and stable, an increasing volume of research now shows that personality changes throughout the lifespan, with work being a potentially important influence of trait development. This paper reviews and integrates the emergent literature in this area, and in doing so proposes a new Demands-Affordances TrAnsactional (DATA) model of personality development at work, against which research is evaluated. Singapore’s economic achievements have been widely applauded as a model worthy of emulation, particularly by authoritarian and rapidly industrialising economies. Yet, the city-state retains the dubious distinction of being one of the most inequitable countries in the world—in income inequality terms. Singapore is the only developed economy where workers are not entitled to a minimum wage or compulsory retrenchment benefits. Regional Prevalence Of Health Worker Absenteeism In Tanzania, Tomoki Fujii

Absenteeism of health workers in developing countries is common and can severely undermine the reliability of the health system. Therefore, it is important to understand where the prevalence of absenteeism is high. We develop a simple imputation method that combines a Service Delivery Indicators survey and a Service Provision Assessment survey to estimate the prevalence of absenteeism of health workers at the level of regions in Tanzania. The resulting estimates allow one to identify the regions in which the prevalence of absenteeism is significantly higher or lower than the national average and help policymakers determine priority areas for intervention.

Non-response is a commonly encountered problem in many population-based surveys. Broadly speaking, non-response can be due to refusal or failure to contact the sample units. Although both types of non-response may lead to bias, there is much evidence to indicate that it is much easier to reduce the proportion of non-contacts than to do the same with refusals. In this article, we use data collected from a nationally-representative survey under the Demographic and Health Surveys program to study non-response due to refusals to HIV testing in Malawi. We propose semiparametrically efficient estimators for general integrated volatility functionals of multivariate semimartingale processes. A plug-in method that uses nonparametric estimates of spot volatilities is known to induce high-order biases that need to be corrected to obey a central limit theorem. Such bias terms arise from boundary effects, the diffusive and jump movements of stochastic volatility and the sampling error from the nonparametric spot volatility estimation. We propose a novel jackknife method for bias correction. Winston Churchill once said, ‘it is better to jaw-jaw than to war-war.’ However, negotiations are particularly difficult when they are enmeshed in public opinion precommitments. The sharpest crisis between China and Vietnam in the last 30 years concerned the placement of a Chinese oil rig into contested waters in 2014. This study analyses the Chinese and Vietnamese propaganda efforts surrounding the crisis as examples of the instrumental use of propaganda in managing domestic public opinion on diplomatic crises. Asymptotic Theory For Estimating Drift Parameters In The Fractional Vasicek Model, Weilin Xiao, Jun Yu

This article develops an asymptotic theory for estimators of two parameters in the drift function in the fractional Vasicek model when a continuous record of observations is available. The fractional Vasicek model with long-range dependence is assumed to be driven by a fractional Brownian motion with the Hurst parameter greater than or equal to one half. It is shown that, when the Hurst parameter is known, the asymptotic theory for the persistence parameter depends critically on its sign, corresponding asymptotically to the stationary case, the explosive case, and the null recurrent case. Recommendations for communicators to make environmental issues more concrete in public align with the tenets of exemplification theory. Audiences may also engage with messages that they perceive as influencing them more than others, an outcome that aligns with the third-person effects framework. What is not well known is how these two areas of research intersect, namely, how exemplars about environmental issues may impact perceived message influence on the self-relative to others. Buildings are responsible for 30–40% of the anthropogenic greenhouse gas emissions and energy consumption worldwide. Thus, reducing the overall energy use and associated emissions in buildings is crucial for meeting sustainability goals for the future. In recent years, smart energy meters have been deployed to enable monitoring of energy use data with hourly or sub-hourly temporal resolution. Schedule Creep: In Search Of An Uncongested Baseline Block Time By Examining Scheduled Flight Block Times Worldwide 1986–2016, Terence P. C. Fan

Based on a stratified random sampling of airlines’ schedules for 200 heavily travelled directional nonstop airport pairs, this paper examines systematically how scheduled block times in non-stop flights have changed from 1986 to 2016. Three econometric analyses, by way of a 10th percentile quantile regression, 15th percentile quantile regression and ordinary least-squares regression, show that after accounting for the effects of air traffic growth, airport-specific congestion, flight delays, number of seat per flight, aircraft type, flight heading, airport slot policy, other airport-specific anomalies, airline-specific policies and changes in crude oil price, scheduled block times have been growing at a pace …

Corruption is a major threat faced by China and anyone who wants to do business in the country. In recent years, the Chinese government’s crackdowns in corruption has led to some success. In the Berlin-based non-profit Transparency International’s Corruption Perceptions Index 2017, China ranked 77th with a score of 41 out of 100, a slight improvement from the score of 36 in 2014. The index ranks 180 countries and territories by their perceived levels of public sector corruption according to experts and businesspeople with a scale of 0 to 100, where 0 is highly corrupt and 100 is very clean.

While there is evidence from the self-determination perspective for the positive impact of self-determination interventions on at-risk youth's transition outcomes, no research to date, has attempted to understand youth needs from both social service provider and youth client perspectives in the same study.
