In a commentary, SMU Associate Professor of Law Eugene Tan shared his views on the proposed Protection from Online Falsehoods and Manipulation Bill (POFMB). He surmised that POFMB is “a necessary but insufficient tool” against the scourge of “fake news” and that it must be applied sensitively in order not to undermine but enhance Singaporeans’ resilience and bottom-up drive to fight deliberate harmful falsehoods.

A new posterior odds analysis is developed to test for a unit root in volatilitydynamics in the context of stochastic volatility models. Our analysis extendsthe Bayesian unit root test of So and Li (1999) in two important ways. First,a mixed informative prior distribution with a random weight is introducedfor the Bayesian unit root testing in volatility. Second, a numerically morestable algorithm is introduced to compute Bayes factor, taking into accountthe special structure of the competing models. The study estimates the extent of spillover effects that India's real per capita gross domestic product (GDP) growth rate has on the growth rates of other countries in the South Asian Association for Regional Cooperation (SAARC) region for the period 2003–2016. It also identifies whether the conventional trade channel is the means through which growth is transmitted from India to her neighboring countries. Using a random effects model, we conclude that on average, a 1 percentage point increase in India's real per capita GDP growth rate results in 0.46 percentage point increase in the per capita GDP growth rates of …

This paper studies a directed search model of the labour market, which is standard in all aspects except two. First, we allow firms to post wage–vacancy contracts advertising the number of workers they would pay as well as the payment all will receive. Second, we consider two cases: one where workers are risk neutral and one where workers are risk averse, both in finite and large economies. Housing Equity And Household Consumption In Retirement: Evidence From The Singapore Life Panel, Lipeng Chen, Liang Jiang, Sock Yong Phang, Jun Yu

We utilize data from the Singapore Life Panel© survey to empirically investigate the impact of housing equity on consumption of elderly households. Based on panel analysis, we find housing equity value has no significant impact on non-durable consumption for elderly people. The conclusion holds for a battery of robustness check. Moreover, heterogeneity analyses based on subsamples by age of household head, house type, and number of property possessed also show no significant impact of housing equity on consumption in general. A group of agents have uncertain needs on a resource, and the resource has to be divided before uncertainty resolves. We propose a class of division rules we call equal-quantile rules, parameterized by λ ∈ (0, 1]. The parameter λ is a common maximal probability of satisfaction — the probability that an agent’s realized need is no more than his assignment — imposed on all agents. Thus, the maximal assignment of each agent is his λ-quantile assignment. We develop tests for deciding whether a large cross-section of asset prices obey an exact factor structure at the times of factor jumps. Such jump dependence is implied by standard linear factor models. Our inference is based on a panel of asset returns with asymptotically increasing cross-sectional dimension and sampling frequency, and essentially no restriction on the relative magnitude of these two dimensions of the panel. How can ethnic tourism alleviate rural poverty? Due to the difficulty of simultaneously expanding tourism while promoting pro-poor tourism, most villages traverse one of two developmental pathways: 1) ensuring an inclusive structure before expanding, or 2) expanding before building an inclusive structure. This study compares four comparable cases in Southwestern China to understand the politics behind the decision to choose different pathways, and the impact each pathways has on local residents. Essentialism, a fundamental belief of the fixedness of social group essences, is often associated with negative intergroup outcomes. However, research is yet to explore the role of essentialism in intergroup conflicts, despite their prevalence. To address this gap, we conducted the first direct examination on how essentialism influences conflict management toward out-group members. Moreover, we examined perspective-taking as a positive factor in improving conflict management among essentialist individuals relative to their non-essentialist counterparts in intergroup contexts. Results across three experiments provided little support to the negative effect of essentialism on intergroup (vs. intragroup) conflict management. Yet, we found that perspective-taking …

Commentators and some political scholars claim to have observed a “dumbing down” in the level of sophistication of political language, leading to anxiety over the quality of democratic deliberation, knowledge, policy design, and implementation. This work typically focuses on the president’s State of the Union addresses. Using quantitative indicators of textual complexity, we measure trends since 1790 in that and other key political corpora, including rulings of the Supreme Court, the Congressional Record, and presidential executive orders. Heterogeneous data co-clustering is a commonly used technique for tapping the rich meta-information of multimedia web documents, including category, annotation, and description, for associative discovery. However, most co-clustering methods proposed for heterogeneous data do not consider the representation problem of short and noisy text and their performance is limited by the empirical weighting of the multimodal features. We introduce Project Sidewalk, a new web-based tool that enables online crowdworkers to remotely label pedestrian-related accessibility problems by virtually walking through city streets in Google Street View. To train, engage, and sustain users, we apply basic game design principles such as interactive onboarding, mission-based tasks, and progress dashboards. In an 18-month deployment study, 797 online users contributed 205,385 labels and audited 2,941 miles of Washington DC streets. We compare behavioral and labeling quality differences between paid crowdworkers and volunteers, investigate the effects of label type, label severity, and majority vote on accuracy, and analyze common labeling errors. In this Cities viewpoint forum, we argue that there is a need to rethink U.S./U.K.-centric approaches to the urban university in policy and practice.
