In this study we analyze the impact of the urban growth boundary on rural landscape change in Portland, Oregon, and Clark County, Washington,and assess the importance of rural and agricultural landscapes to residents of the rural-urban fringe. We selected five, 4-square mile areas in the greater Portland metropolitan area for the study. Four are in Oregon and cover the transition area from urban to rural land uses under different levels of pressure along the state-mandated and Metrodel ineated urban growth boundary. A native of Egypt, Nohad Toulan has been a faculty member at Portland State University since 1972 when he founded the Urban Studies Program at Portland State University. This issue's atlas compares the metroscape with four other metropolitan areas (San Antonio, Columbus, Charlotte, and Orlando). Using 1990 and 2000 census block group data, density classifications were used to show patterns of urban (3 ,000+ persons/ sq.mi .), suburban (1 ,000 to 3,000 persons/sq.mi .), exurban (300 to 1,000 persons/sq .mi.) , and rural (/sq.mi.) growth. While the metroscape experienced significant population growth from 1990 to 2000, compared to the other four, it realized the smallest loss of rural lands and significantly less suburban and exurban style development as well. Later this year the Metro Council will face a decision about expansion of the urban growth boundary (UGB). Reaching a verdict on that question will require negotiating the conflicts between the long term regional vision described in Metro's 2040 Plan, short-term economic fluctuations, and specific local concerns. Regarding the regional employment rate: is the glass half full or half empty? While the question isn't really that simple, due to the methodology of calculating unemployment rates, it illustrates the classic quandary of ambiguous news. Oregon, like much of the country, has experienced a recent sharp increase in unemployment and the state's jobless rate was declared to be higher than the national average. While this news may appear alarming, in historical context, Oregon's November unemployment rate of 6.4% was not exceptionally high (the rate has since climbed higher). A review of Oregon's Measure 7 ballot initiative, its history, and future impacts. The measure, which was on the state ballot in 2000, was the most sweeping property rights measure ever seen in this country's history.
