The region’s political power in the Commonwealth has fallen precipitously over the past decade. The recent legislative redistricting process reduced the number of Hampton Roads delegates and sena-tors by about 15 percent, and the region has lost nearly all of its most senior and powerful legislators. We are at a low ebb in terms of political clout in Richmond, but brighter times may be on the horizon.

While the Dillon Rule does not explicitly appear in many Virginia statutes, it is the accepted legal and legislative standard in Virginia. In essence, it says no city, town, county or region may exercise any power not explicitly granted it by the General Assembly. We argue that the Dillon Rule, while not without points in its favor, has outlived its usefulness.

This year’s Report surveyed more than 1,100 Hampton Roads residents, about half of whom were African American. African Americans see several issues differently than other citizens do. Notably, they have a different perspective on the role and effectiveness of the policy of affirmative action. African Americans also are much more likely to vote Democratic and attend church than the region’s other citizens. This is the first significant public-opinion poll ever taken of African Americans in Hampton Roads.

The economic impact of the disappearance of the headquarters of large banks from the region, and from Virginia, has been quite negative. In this chapter we contrast Virginia and Hampton Roads to North Carolina, and demonstrate that the wave of banking mergers and consolidations that occurred over the past two decades, but particularly in the 1990s, has not been good for Hampton Roads.

Here we examine the nature of private and independent K-12 education in Hampton Roads. There is great diversity in private education in the region. Private institutions typically have lower average class sizes, but have fewer computers and offer lower teacher salaries than do public K-12 schools.

One of the many complexities of multinational coalition operations stems from differences in culture, military procedures, and command and control processes between the cooperating command centers. These differences can influence the interactions between decision makers of different command centers and can affect the outcome of the coalition operation. A coalition model, composed of individual models of the five-stage interacting decision maker model, was used in a virtual experiment. Systems of different command centers that are brought together in a coalition operation must have some level of interoperability in order to work together. Bares [2000] has introduced a formalism of three interoperability domains that describe the ability of the systems to define their own level of interoperability within the coalition by assessing their own and the other systems’ ability to interact on actions of the coalition. The present study examined the effects of organizational climate, feedback seeking environment and innovation characteristics on the implementation of a 360-degree feedback system within a large financial holdings company. The effect of user attitudes toward the 360-degree feedback system was also assessed. A sample of responses from 255 360-degree feedback system users was collected over a 14-month time period. LISREL was used to test the hypothesized structural model. Hydrogen peroxide was produced when samples of lake water were exposed to direct or filtered sunlight in which UV or UV(B+C) light was selectively removed. In all cases, the concentration of hydrogen peroxide increased linearly with time-integrated irradiance. While both visible and UV light can induce the formation of hydrogen peroxide, the contribution from the latter was disproportionately large as it was responsible for about two-thirds of the formation of hydrogen peroxide. Among the UV lights, the contributions from UV-A and UV-(B+C) light were 70% and 30% respectively. The contribution from UV-A light was equivalent to about one half of …

The discipline provisions of the IDEA place emphasis on gaining an understanding of why the student is motivated to engage in problem behavior and to consider, when appropriate, positive behavioral interventions, strategies, and supports to address the behavior. These legislative mandates bring center stage a range of new duties and responsibilities for the IEP team. This study analyzes the effectiveness of a network of five regional organizations to promote economic development in Hampton Roads, Virginia. Using a case study methodology, data collected from organizational documents, media reports, and personal interviews was categorized and triangulated to determine how many regional economic proposals were implemented from 1990 to 2000. This analysis created a regional timeline from which was produced a regional inventory of economic proposals. This study concluded that the regional economic development organizations in Hampton Roads have a fragmented network and their output has been influenced by regional factors.

With a sample of gay male print pornography my partner and I have collected, ranging from 1966 to 1970, this article will explore the differences proposed by Bronski and ultimately prove their truth. Several studies have demonstrated the advantages of using interactive voice response (IVR) technology to collect self-report data from research participants and recipients of psychological/medical services. IVR allows participants to phone a computer and respond to recorded questions by pressing the appropriate touch-tone keys on their telephone. Because this technology offers substantial benefits in terms of cost and efficiency, it is surprising that it has not been more widely utilized by researchers and practitioners. This investigation examined the conditional day-to-day relationship between alcohol use and workplace absenteeism among participants (N = 302) employed full-time in one of three large companies located in the northeastern U.S. Semi-structured interviews were used to gather information from employees on their daily use of alcohol and other drugs during a 1-month period. Employees' absenteeism and work injury data during the same target time period were gathered from personnel files residing in the companies' human resources departments. (First paragraph) This technical guidance document is based on the concept that bioassessment and biocriteria programs for estuaries and near coastal waters are interrelated and critical components of comprehensive water resource protection and management. Understanding how estuarine ecosystems function and respond to human activity requires a holistic approach to protection and management that integrates biological assessments into the more traditional chemical and physical evaluations. The purpose of this study was to determine if age, race, and gender were related to victim satisfaction during mediation while controlling for the type of offense. Satisfaction with the mediator's attitude, the session itself, the mediator, and the outcome were assessed to measure the victim's level of satisfaction with the various components of the mediation process. This research examines the correlation between delinquency and victimization. Consideration is given to the lifestyle influences including the routine activities and demographic factors. Data from the 1997 Monitoring the Future data set are analyzed in an attempt to understand the extent of the relationship as well as the impact of various lifestyle activities and demographic factors. This study investigated factors associated with the occurrence and cessation of pursuit after the termination of a romantic relationship. Participants were 384 undergraduate and graduate students at Old Dominion University and the University of Rhode Island. Questionnaires were completed by 219 female students (110 who had difficulty letting go of a relationship, 109 whose partner had difficulty letting go) and 161 male students (94 who had difficulty letting go, 67 whose partner had difficulty). Level of experience with the use of new technologies is also examined. This project utilizes a sample of 207 full-time faculty members employed at Old Dominion University during the Spring 2000 semester.

Currently, 43 states utilize magistrates in the criminal justice response to domestic violence. In Virginia, magistrates have the power to grant emergency protective orders and arrest warrants in domestic violence cases. In 1996, Virginia instituted a new mandatory arrest law. This study explores magistrates' attitudes toward the new law. It also examines their attitudes toward victims and offenders involved in domestic violence cases. The study utilizes data from Crossland's 1998 survey of Virginia magistrates (n=239). Hypotheses based on conflict theory and feminist theory lead to hypotheses that predict that magistrates' attitudes will vary depending on the race, educational level and …
