This dissertation studies the interaction between international institutions and nation states. More specifically, it examines how the membership conditionality of the North Atlantic Treaty Organization (NATO) and the European Union (EU) was adopted by candidate states. It uses the Czech and Slovak accessions to NATO and the EU to argue that, in order to understand the external phenomenon of conditionality, we need to study its effects within states. Critical to this process is national leadership. National leaders determine whether and how conditionality is implemented. Furthermore, this dissertation asserts that successful compliance with NATO and EU conditionality is decisively determined by …

Democratic Failure: Tracking The Ebb Of Democracy's Flow, 1800–2006, Sanja E. Sray

Scant attention has focused on the systematic study of democratic failure. This dissertation partially corrects this oversight. Tracing the roots of antidemocratic sentiment across the centuries, it first argues that the advance of institutions, fueled by underlying shifts in values and innovation in political philosophy, was key to freeing democracy from its bondage as a most disparaged form of governance. Focusing on the measurable aspects of these institutions, the study focuses on describing patterns of behavior when democracies fail. Background: This study developed a multi-temporal analysis on the relationship between West Nile Virus (WNV) dissemination and environmental variables by using an integrated approach of remote sensing, GIS, and statistical techniques. WNV mosquito cases in seven months (April-October) of the six years (2002–2007) were collected in Indianapolis, USA. Epidemic curves were plotted to identify the temporal outbreaks of WNV. Spatial-temporal analysis and k-mean cluster analysis were further applied to determine the high-risk areas. Finally, the relationship between environmental variables and WNV outbreaks were examined by using Discriminant Analysis.

Background: A sharp rise in the malaria mortality rate has been observed recently in western Kenya. Malaria is transmitted by mosquito vectors. Malaria control strategies can be more successful if the distribution and abundance of mosquito vectors is predicted. However, how mosquito vectors are distributed in space remain poor understood, and this question is rarely studied using spatial methods. A hallmark of school library media best practice is for the library media center to be open and accessible to patron use before, during, and after the school day and throughout the entire school year. Anecdotal evidence and informal discussion among school library media specialists indicate that library media facilities are sometimes used for activities unrelated to the mission of the school library media program in the school. Academic libraries look for successful marketing strategies to promote positive perceptions among students. To do this, librarians need to find venues and partnerships outside the library. Florida State University Libraries discovered that participating in new student orientation networking sessions creates opportunities to generate lasting first impressions among incoming freshmen and their families. After analyzing three years of successive student and family evaluations, which measured presentation rankings and attendance, the library was able to determine the utility and effectiveness of participating in the orientation program. This article presents two experiments that used insight and mathematical problems to investigate whether different factors would affect hindsight bias on metacognitive and situational judgments. In both studies, participants initially rated their likelihood of solving each problem within a certain amount of time (metacognitive judgments) and rated the importance of each component of the problem for finding the solution (situational judgments). Next, participants attempted to solve each problem. In Experiment 1, all participants were given solution feedback information, but in Experiment 2, participants were not given any solution feedback. After 1 week, participants were asked to recall their original judgments. …

We examine whether abnormal analyst coverage influences the external financing and investment decisions of the firm. Controlling for self-selection bias in analysts' excessive coverage, we find that firms with high (low) analyst coverage consistently engage in higher (lower) external financing than do their industry peers of similar size. Our evidence also demonstrates that firms with excessive analyst coverage overinvest and realize lower future returns than do firms with low analyst coverage. Our findings are consistent with the hypothesis that analysts favor the coverage of firms that have the potential to engage in profitable investment-banking business.

Remote sensing techniques like NDVI (Normal Difference vegetative Index) when applied to phenological variations in aerial images, ascertained the seasonal rise and decline of photosynthetic activity in different seasons, resulting in different color tones of vegetation. The rise and fall of NDVI values decide the biological response, either the green up or brown down [1]. Vegetation in green up period appears with more vegetative vigor and during brown down period it has a dry appearance. Automatic vegetation identification plays an important role in many applications including remote sensing and high performance flight simulations. This paper presents a method to automatically identify vegetation based upon satellite imagery. First, we utilize the ISODATA algorithm to cluster pixels in the images where the number of clusters is determined by the algorithm. We then apply morphological operations to the clustered images to smooth the boundaries between clusters and to fill holes inside clusters. After that, we compute six features for each cluster. As our population ages, determining exogenous factors that may offset cognitive decline become increasingly important. The primary goal of the present study was to determine whether older individuals who engage in regular physical activity demonstrate superior working memory performance relative to older sedentary individuals. Forty young (20 active, 20 sedentary) and forty older (20 active, 20 sedentary) individuals engaged in cognitive measures of information processing speed, inhibitory function, and verbal and visuospatial working memory. Organizations face implementation challenges compounded by complex and interconnected public problems. In the environmental arena, the inabilities of individual organizations to resolve these problems independently are exacerbated by the scope, duration, and tremendous diversity of tasks coupled with a lack of funding. As a result, multiorganizational arrangements are created as public, private, and nonprofit organizations work together to implement policy. These relationships increase organizational capacities through the diversification of resources and expertise.

This dissertation explores the extent to which the perspective and practice of leadership by managers in the Virginia Department of Corrections (DOC) reflect the Leadership Perspectives Model (LPM), and the extent to which their perspective varies by level of management. The LPM is a model of leadership that consolidates leadership study into five distinct leadership perspectives that managers use in their understanding and practice of leadership. This study builds upon research in which the a LPM was tested and validated within a sample managers from municipal government agencies (M. R. Fairholm, 2004a, 2004b).

This study approaches topic from a functionalist standpoint. It uses definiteness, a feature of topics generally agreed upon by scholars, to investigate topic noun phrases (NPs) in the topic with a clausal comment construction in naturally occurring data in Thai. The purpose of this research was to study the leisure constraints and ethnic factors that affect recreational use among Latinos in the City of Manassas Park. Respondents were mailed a questionnaire to the City of Manassas Park. The questionnaires were composed of questions pertaining to acculturation, values, discrimination, subcultural identity, perceived recreation benefits, constraints to park use, constraints to desired leisure activities, socio-economic status, program usage, and park usage. Confirmatory factor analyses identified six factors for recreational use: acculturation, discrimination, subcultural identity, derived benefits, park use constraints, and individual activity constraints. In December 1942 the Army Air Forces created the Army Air Forces College Training Program (AAFTP) to reduce the backlog of aviation recruits. This program, designed to provide recruits with basic flight instruction and education, established 153 units known as College Training Detachments (CTD) on college campuses throughout the U.S. This thesis provides a history of the AAFTP and examines the wartime role of universities and the effect of military training on colleges in the American South. College drinking is widespread, and binge drinkers can experience serious consequences. The present study examined the effectiveness of two interventions, expressive writing and behavioral monitoring, as well a combined condition, in reducing drinking and negative consequences associated with drinking. Gender differences and differences in readiness to change binge drinking were also assessed. Participants (N = 97) completed a pretest, eight weekly intervention activities, and a posttest during their first semester of college. An ANOVA tested the hypothesis that individuals higher in readiness to change binge drinking participated in more of the weekly intervention activities; this hypothesis was not supported. A …

The purpose of this study was to design and empirically test a parsimonious integrative motivation theory. The theory integrates aspects of expectancy theory, social cognitive theory, goal-setting theory, and commitment theory. The theory was tested with 170 undergraduate, students in an introductory computer science (CS) course.

The study tested relationships among the following variables: CS self-efficacy, mathematics ability, affective commitment to the CS class, goal orientation, effort, and performance. This study will analyze the depiction of alcohol, tobacco, and other substances in G and PG-rated animated films from November 1, 2000 to December 31, 2005. These films will include those released in theaters and video in English, at least 60 minutes in length, and of the animated genre during this five-year window. There is evidence that due to recent societal pressures facing the Motion Picture Association of America and their rating guidelines, the presence of alcohol and tobacco in children's animated Grated films has lessened. Using data collected from the Chicago Women's Health Risk Study (Block 2000), this study looked at female perpetrated intimate partner homicide. The purpose of this study was to identify what factors, if any, differentiate between abused women who kill versus abused women who do not kill their intimate partners. Through conducting this study, several factors such as substance abuse, support networks and severe violence were compared between abused women who kill their intimate partner versus those who were abused women but did not kill.
