Policy-Making Under Evo Morales: Explaining Ethnopopulist Redistributive Measures In Bolivia, Luis Ferreira

The Evo Morales administration has radically transformed the Bolivian state since his election in 2005. As a result of Morales' indigenous identity and overt ethnic tensions in this state, there is a perception that this factor plays a decisive role in Bolivia's policymaking. However, as the 'renegotiation' of the hydrocarbon industry in 2006 demonstrates, ethnopopulism and political survival provide the most comprehensive approach to predicting the policies of the current Bolivian government.

Objective: Pregnant women often report a lack of knowledge concerning the safety of exercising during pregnancy. Healthcare providers play an integral role in providing pregnant women with the necessary knowledge to promote antenatal physical activity. Thus, the objective of this study was to assess healthcare providers’ beliefs, attitudes, knowledge and practices related to antenatal physical activity counseling.

Study Design: 188 Providers (i.e. obstetricians, midwives, and family medicine physicians) completed a 39 closed-item survey. Characteristics among healthcare providers’ physical activity counseling practices as well as belief, attitudes and knowledge were explored.

Previous studies have shown that sexual minority women (SMW) report more binge-eating behaviors than heterosexual women. Explanations for this differentiation have not been researched adequately. SMW also experience unique stressors related to minority sexual orientation. These minority stressors include both distal stressors (e.g. discrimination) and proximal stressors (e.g. expectations of rejection). Both types of stressors have been found to be integral in the development of negative mental and physical health outcomes in SMW. GASB Statement No. 45 addresses how governmental units account for employees' other post-employment benefits (OPEB), requiring government employers to replace OPEB reporting on a pay-as-you-go basis with an accounting of the cost of current and future benefits. This requirement and the resulting OPEB liability may prompt government employers to reconsider key questions regarding their OPEB provision. The size of the OPEB liability depends on both the benefit promises made to employees and the assets to fund these promises. We propose a typology that defines four approaches for governments to respond to GASB 45 and their OPEB liabilities. These approaches represent …

Research methods and application are crucial aspects of most counseling practitioners and scholars’ lives, yet practical experience with development and implementation of research projects is usually limited to doctoral level dissertations. This article describes an experiential research project that has been integrated into counseling research methods courses at both the master’s level and the doctoral level. In this mentored research activity, students move through the entire research process in one semester. They begin with a notion and finish with a submission for publication. Based on student responses, implementing this process in a research methodology course is recommended.

Through various waves of reform, the European Union's Common Agricultural Policy remains inefficient without meeting all of its stated goals. The MacSherry reforms of 1992 resulted in the opposite of what leaders intended: higher spending and a growing bureaucracy. Later in the 1990s, Agenda 2000 slashed its originally planned cutbacks after farmers protested. Though support exists for reducing spending on agriculture, market intervention remains.

This dissertation studies failures in the U.S. banking industry following the 2008 financial crisis. The dissertation offers an exhaustive review of the organizational failure literature, and changes in the banking industry environment over the past century. It takes three theoretical perspectives - institutional, industrial organization and resource-based view- to analyze failures in the banking industry.

The review and analysis allows me to trace the roots of recent bank failures to external (institutional, competitive) and internal (resource structure, strategy, risk) factors, and propose several hypotheses linking such factors with failures. In the U.S., motor vehicle crashes are the leading cause of death for individuals 2 to 34 years of age (National Highway Traffic Safety Administration, 2009c). Of particular interest are 18 to 25 year olds or emerging adults because of their increased crash risk. The prevalence of crashes attributable to the combination of driving inexperience and risky behaviors creates the necessity to identify predictors of crash likelihoods. There are multiple perspectives among school counselors and their stakeholders regarding the professional identity of school counselors. The confusion and disagreement about school counselor professional identity appears to have a negative impact on school counselors' well-being and job performance. Given these varied perspectives on this important topic, a three iteration Delphi study was conducted utilizing a panel of school counseling experts to construct a list of components of school counselor professional identity. A final list of 51 essential components of school counselor professional identity resulted from this study.

Research and practice in nonprofit fundraising has increasingly been focused on the benefits of relational exchange. This dissertation examines relationships between donors and nonprofit organizations and their impact on the charitable giving levels using identity salience and relationship satisfaction as key mediators of nonprofit relational exchange. Previous research has shown that there are a plethora of charitable giving motivations that contribute to supportive behaviors in the nonprofit context; however, this research does not provide a comprehensive understanding of the intervening variables. Poor sleep affects learning, performance, and health. Studies have been successful at improving sleep quality through the use of in-person recruitment or cognitive-behavioral therapy delivered over the internet (Trockel, Manber, Chang, Thurston, & Tailor, 2011). Somatic symptoms are a common experience of childhood and research suggests that specific populations, including girls and children who are African-American, may be more likely to experience and report somatic complaints. Although seen in developmentally typical populations, somatic symptoms are also often strongly linked with general psychopathology, especially internalizing disorders. The etiology of somatic symptoms is unclear, with the current literature suggesting various contributing causes. This study examined the relationship of anger coping style and relaxation techniques on cardiovascular reactivity and recovery in blood pressure (BP). Eighty-nine students from Eastern Virginia Medical School in Norfolk, Virginia participated. The participants were instructed to rest for ten minutes (baseline), complete a math task with harassment for 6 minutes (stressor), and engage in one of three recovery conditions (a standard control (SC), diaphragmatic breathing (DB), or mantra recitation (MR) without breathing instructions) for 10 minutes. Systematic mass rape during conflict has for centuries met with global ignorance and political complacency despite its atrocious character. The conflicts in Bosnia and Rwanda in the 1990s altered the silence surrounding this long tolerated, dark underbelly of war. Applying Barry Buzan's and Ole Waever'sSecuritization Theory to the cases of Bosnia and Rwanda, this dissertation finds that rape during both wars was successfully securitized.
