State of the Commonwealth Reports

In 1986, Virginia passed into law a requirement that public schools cannot open until after Labor Day unless they met specific conditions for a waiver. In 2017, over 50 percent of Virginia elementary, middle and high school students attended schools that opened prior to Labor Day. We ask whether there is evidence to support the commonly offered arguments for and against the Virginia “Kings Dominion law.”

The Social Science Research Center (SSRC) at Old Dominion University recently completed data collection for the ninth annual Life in Hampton Roads telephone survey. The purpose of the survey was to gain insight into residents’ perceptions of the quality of life in Hampton Roads. The project also investigated attitudes and perceptions of citizens regarding topics of local interest such as transportation and traffic, local and state government, perceptions of police, health, community, education, and other issues. The defense acquisition system has been the source of intense scrutiny and calls for reform for over four decades. This research is to examine the contributions of Systems Theory to enhance prospects related to acquisition reform. Systems Theory offers a set of principles, laws, and concepts that explain the behavior of complex systems. Although the acquisition system and constituent programs have been critiqued and examined from multiple perspectives, they have never been the subject of exploration from Systems Theory. The development of a clear sense of identity is a key developmental task in adolescence, and recent studies have found that identity synthesis and confusion are associated negatively and positively, respectively, to alcohol use. One alcohol expectancy - tension reduction - coincides with the hypothesis that identity development may prove to be a stressful developmental process, and may thereby serve as a motivator for adolescents to drink when a belief exists that stress can be reduced through alcohol use. The primary aim of this study was to cross-validate the Revised Fit, Stigma, & Value (FSV) Scale, a questionnaire for measuring barriers to counseling, using a stratified random sample of adults in the United States. Researchers also investigated the percentage of adults living in the United States that had previously attended counseling and examined demographic differences in participants’ sensitivity to barriers to counseling. The results of a confirmatory factor analysis supported the factorial validity of the three-dimensional FSV model. The aim of the present study was to investigate the role of marriage type (family-arranged versus self-choice), duration of marriage, and personality traits (i.e., agreeableness, conscientiousness, extraversion, openness, and neuroticism) in predicting married Turkish individuals’ marital satisfaction levels. Participants were 288 (147 female and 141 male) married Turkish individuals living in urban cities in Turkey. Hierarchical regression analyses revealed significant results for the linear combination of marriage type and duration of marriage as well as personality traits in explaining individuals’ marital satisfaction levels. More specifically, duration of marriage, agreeableness, conscientiousness, and neuroticism were found to have individual significant contributions to …

Beginning around 1990, efforts were initiated in the medical profession by the U.S. government to transition from paper based medical records to electronic medical records (EMR). By the late 1990s, EMR implementation had already encountered multiple barriers and failures. Then President Bush set forth the goal of implementing electronic health records (EHRs), nationwide within ten years. Again, progress toward EMR implementation was not realized. President Obama put new emphasis on promoting EMR and health care technology. The renewed emphasis did not overcome many of the original problems and induced new failures. Efficiency and effectiveness of cybersecurity investments are under scrutiny by boards of the companies. The primary method of decision making on cybersecurity adopts a risk-informed approach.
