In fiscal year 2018, federal government awards in Virginia totaled $109 billion, or $12,866 per Virginian. The Commonwealth’s economy is fueled, for better or worse, by spending decisions in the halls of Congress and the White House. We explore how the federal government spends money in Virginia and highlight procurement spending in the state’s metropolitan areas. We also look back at the impact of the Budget Control Act of 2011 on the economies of Northern Virginia and Hampton Roads.

The number of jobs and people employed set new records in the summer of 2019 and CNBC recently ranked the Commonwealth as the most business-friendly state in the country. However, increasing economic uncertainty threatens the promise of a bright start to the coming decade. We assess the performance of the Virginia economy and ask what the future holds.

In an effort to address financial constraints and environmental concerns states have increasingly turned to a combination of un-tolled (HOV) and tolled (HOT) lanes. Public-private partnerships (3Ps) are a popular mechanism for this more sustainable approach to highway infrastructure that couples environmental sustainability (efficient utilization of existing lanes, less congestion) with financial sustainability (private investment). This chapter introduces the readers to a public capital management and budgeting process and its role in generating public infrastructure networks. The main purpose of the chapter is to describe the normative public capital management and budgeting practices that are recommended by the public finance literature. These normative practices are segregated into four main components: (1) long-term capital planning, (2) capital budgeting and financial management, (3) capital project execution and project management, and (4) infrastructure maintenance. Stakeholders at institutions across the United States are continuously looking for ways to improve the academic success and retention of students. We used logistical regression in an examination of noncognitive, cognitive, and demographic factors as predictors of academic success and retention of Division I first-year student-athletes. The results indicated that high school GPA is the best predictor for academic success. The Transition to College Inventory index, self-confidence, institutional commitment, and independent activity focus can be used in the prediction of academic success. Retention was most accurately predicted by students' first-year cumulative GPA. University advisors can use the results of this …

Many organizations use goal setting as a professional tool to get employees to achieve gains within the workplace. Many librarians in the United States participate in setting New Year's resolutions as part of their personal goal-setting behavior. As studies indicate correlations between personal goal-setting behaviors, performance and attitude in professional roles, the researchers posit that learning how library employees set and achieve New Year's resolutions could provide insight into how organizations can improve employee goal setting. An online survey was conducted in 2016 with 512 respondents. Results showed that respondents who self-reported as ambitious tend to be more successful in …

How do we define a high-quality school librarian? Decades of educational researchers have attempted to link teacher characteristics—such as how teachers are prepared, which credentials they carry, and years of experience—to student outcomes. These researchers have contended that individual educator attributes may have a direct effect on what and how much their students learn. These documents form the basis for information literacy and library skills instruction for PK-20 education. This chapter evaluates the 12 countries' capital management practices according to the systematic public capital management and budgeting process described in Chapter 1. The chapter characterizes and classifies the management practices of the twelve countries based on the authors' evaluation using the case study descriptions. The authors offer some initial observations based on comparisons across the case study countries and analysis of relationships between capital management and budgeting practices and political, economic, and public sector variables. This chapter focuses on how investment in the American rail infrastructure has shaped changes in the population and residential patterns. Specifically, the chapter examines the association between commuter rail systems, urban rail transit systems, and the movement of the college-educated young into the inner city. Two hypotheses are proposed about the characteristics of rail systems and the relationship to the growth in the percentage of young college graduates residing in close-in neighborhoods. In a study by a team at the intersection of information and communication sciences and disorders, researchers worked to design an interactive, online professional development system for academic librarians to better serve students with autism spectrum disorder (ASD). In creating this program, it was imperative to have stakeholder input and support; recruiting members of this population, students with ASD, was critical. Amazon's Mechanical Turk and online discussion forums, including Reddit, were used for recruitment for an online survey. We present a network agent-based model of ethnocentrism and intergroup cooperation in which agents from two groups (majority and minority) change their communality (feeling of group solidarity), cooperation strategy and social ties, depending on a barrier of “likeness” (affinity). Our purpose was to study the model’s capability for describing how the mechanisms of preexisting markers (or “tags”) that can work as cues for inducing in-group bias, imitation, and reaction to non-cooperating agents, lead to ethnocentrism or intergroup cooperation and influence the formation of the network of mixed ties between agents of different groups. Understanding the attributes that build consumer loyalty is particularly critical to fashion companies due to the prevalence of alternatives in the market with low switching costs. The significance of this study is extending the knowledge on the role of brand love using the hierarchy of effects model in the context of fashion consumer behaviors. A questionnaire in which participants provided self-reported responses was created to measure the constructs. This chapter analyzes the experiences with tolling in the Hampton Roads region of Southeastern Virginia to better understand residents' and drivers' support for tolls and behavioral responses to tolls. The Hampton Roads region, with its population of 1.7 million and extensive network of highways, roads, bridges, and tunnels, has a long history of toll facilities that date back to the 1920s. Under the Department of Energy’s STTR funding, BEM Controls LLC performed research from July 2, 2018 to April 1, 2019. The purpose of this research was to design, develop and demonstrate the technical feasibility of the blockchain enabled energy trading platform for managing complex exchange of kilowatt hours and negawatts. The energy trading platform was developed in the open-source HyperLedger Fabric blockchain framework and the performance of the blockchain network was evaluated. INTRODUCTION

Portugal underwent significant political, demographic and epidemiological transitions during the 20th century resulting in migration to urban areas with subsequent overcrowding and issues with water sanitation. This study investigates population health during these transitions and interprets results within a framework of recent history and present-day public health information. We investigate skeletal evidence for anemia (cribra orbitalia and porotic hyperostosis) as indicators of stress and frailty-i.e., whether the lesions contribute to susceptibility for disease or increased risk of death.

Purpose: Color-blind racial attitudes and biases have been linked to racial prejudice which may potentially affect dental hygiene care to diverse patients. The purpose of this pilot study was to determine the color-blind racial attitudes of dental hygiene students.

Methods: A 20-item, Color-Blind Racial Attitudes Scale (CoBRAS) electronic survey was sent to a convenience sample of 41 first-year and 30 second-year dental hygiene students (n=71) in a dental hygiene program in Virginia. The CoBRAS instrument measures contemporary racial attitudes and stereotyping in three subcategories: Unawareness of Racial Privilege, Institutional Discrimination, and Blatant Racial Issues. Ethical Standards for Human Services Professionals and Generic Human Services Professional Competencies adopted by the National Organization for Human Services do not include language or competencies specific to lesbian, gay, bisexual and transgender (LGBT) communities. Without a specific ethical code and/or competency outlined by the field, human services practitioners do not have clear guidelines for their work with these populations. Additionally, researchers lack a way to formally measure professionals’ abilities with these populations. Impact of coordination costs and market size on a firm’s choice of technology is studied in a general equilibrium model in which firms engage in oligopolistic competition. A firm establishes an organizational hierarchy to coordinate its production. First, it is shown that an increase in market size leads a firm to choose a more specialized technology. Second, surprisingly, a robust result is that an increase in the level of coordination efficiency leads a firm to choose a less specialized technology.

Criminologists agree that the increase in cybercrime stems from technological advancements that have changed all facets of societal interactions. While it is agreed that technology has shaped cybercrime, there is less understanding about the dynamics of cybercrime.
