Since wars have existed, there have been soldiers for hire. As the state evolved, originating during the peace of Westphalia, and matured, the definition and the business of mercenarism have gone through many mutations. Today, and particularly since the 1970s, mercenaries have banded together, incorporating themselves as private military firms, some of which are units of multinational corporations. Private Military Corporations (PMCs) offer expertise ranging from construction to logistics but a number of contractors have been accused of human rights violations, particularly in the current theatres of war in Iraq and Afghanistan. “Never again” expressed the commitment made by allied forces for the prevention of genocide. In the 59 years since the adoption of the Convention on the Prevention and Punishment of the Crime of Genocide, it has evolved into an erga omnes obligation and a jus cogen (preemptory) norm. Genocide prevention, however, remains a highly controversial issue as it draws from the concept of universality central to human rights discourse at the same time as it changes dominant conceptualizations of state sovereignty. "The main purpose of this research is to understand the nature of the relationship between leftist armed guerrillas and indigenous rights in the Latin American region. I argue that the ethnic component and indigenous mobilization have greatly determined the political and social achievements of Marxist insurgencies active in many countries of the sub-continent during the second half of the twentieth century. Despite strong indications of elevated risk of suicidal behavior in lesbian, gay, bisexual, and transgender people, limited attention has been given to research, interventions or suicide prevention programs targeting these populations. This article is a culmination of a three-year effort by an expert panel to address the need for better understanding of suicidal behavior and suicide risk in sexual minority populations, and stimulate the development of needed prevention strategies, interventions and policy changes. This article summarizes existing research findings, and makes recommendations for addressing knowledge gaps and applying current knowledge to relevant areas of suicide prevention practice.

Essay 1: Most of studies on developing countries have found evidence that international linkages, such as foreign ownership, exporting, or importing, affect productivity growth, but since these variables are correlated, it is hard to distinguish among their effects. This paper tackles this issue by explicitly investigating and comparing the productivity effects of all three international linkages at plant levels in case of Indonesian manufacturing plants during 1993-2001. Overall, the paper finds that foreign ownership, first, and importing, second, but exporting doubtfully, promoted productivity growth. Productivity jumps in the year when plants are acquired by foreigners or when plants first start …

This article reviews the contention that U.S. laws favor copyright owners over consumers, and pre-existing models over innovation. The relationship of commercial publishers to the Open Access movement is compared to that of the creators/users of file sharers and the Record Industry. The library literature bears out the contention that journal publishers have exhibited some of the behaviors that contributed to the decline of the major record labels. Librarians who support free scholarship will find the music industry plight instructive; just as iTunes fulfilled consumer demand, Open Access and other alternatives will transform publishing.

Working Memory In Simultaneous Interpreters: Effects Of Task And Age, Teresa Signorelli, Henk Haarmann, Loraine Obler

This study examines whether interpreters have better working memory (WM) than noninterpreters, taking into account different WM components and the potential modulatory influence of age. Younger and older interpreters and non-interpreters were tested on reading span, nonword repetition, and order- and category-cued recall, using English, second-language materials. Articulation rate was also assessed. Interpreters outperformed non-interpreters in reading span and nonword repetition, but not cued recall and articulation rate. These results suggest that interpreters have better ability to manipulate information in working memory and process or store sub-lexical phonological representations, but have no advantage in short-term retention of words and their …

The Contribution Of Set Switching And Working Memory To Sentence Processing In Older Adults, Mira Goral, Manuella Clark-Cotton, Avron Spiro Iii, Loraine Obler, Jay Verkuilen, Martin Albert

This study evaluates the involvement of switching skills and working memory capacity in auditory sentence processing in older adults. The authors examined 241 healthy participants, aged 55 to 88 years, who completed four neuropsychological tasks and two sentence-processing tasks. In addition to age and the expected contribution of working memory, switching ability, as measured by the number of perseverative errors on the Wisconsin Card Sorting Test, emerged as a strong predictor of performance on both sentence-processing tasks. Individuals with both low working-memory spans and more perseverative errors achieved the lowest accuracy scores. These findings are consistent with compensatory accounts of …

Spray-painted atop an old tenement building in the East Village of Manhattan is a large fossilized graffiti image of a tyrannosaurus rex that reads: “NYC EATS ITS YOUNG.” With its ribs exposed and mouth open, this image represents symbolically what many young people in the neighborhood already know intimately and have experienced: New York City (NYC) is not an easy place to grow up. Their social safety nets are being dismantled and the public institutions they rely on every day often fail them.
