This memorandum, dated February 4, 2022, from the United States (US) Department of the Interior (Office of the Solicitor) to the Secretary and Assistant Secretary of Land and Minerals Management, the Assistant Secretary of Indian Affairs, and the Director of the Bureau of Indian Affairs rescinds the Solicitor’s May 26, 2020 opinion regarding mineral rights on the Fort Berthold Reservation which declared the state of North Dakota to be the owner of said rights. This memorandum reaffirms the January 17, 2017 opinion of Solicitor Hilary Tompkins that the rights belong to the Three Affiliated Tribes of the Fort Berthold Reservation. …

This undated summary released by the Bureau of Reclamation offers a concise overview of the Pick-Sloan Missouri Basin flood control plan which was enacted when Congressed passed the Flood Control Act of 1944. This plan led to the construction of several dams in the Missouri River basin, including the Garrison Dam. The completion of the Garrison Dam displaced the majority of the Mandan, Hidatsa, and Arikara people living on the Fort Berthold Reservation. This document contains tables, graphs, maps, and a photograph.

From the Foreword: Railroads have been important in American history since the mid-nineteenth century for national unification, the settlement of the American West, the industrial revolution, economic growth, models of complex organization for other large corporations, and the transition of America from rural, agrarian society to urban, industrial society. The railroads’ transformative influence of technological change and social change has been termed “railroadization” (Schumpeter 1939, 1:325-351). Alfred D. Chandler Jr. (1965, 9-12) characterized the railroad industry as the first big business in America. The transcontinental railroads were especially significant. New Orleans in 1878 was the most exotic and cosmopolitan city in North America. An international port, with more than 200,000 inhabitants, it was open to French, Spanish, Mexican, South American, and West Indian cultural influences, and home to a thriving population descended from free African Americans. It was also a battleground in the fight against yellow fever (malaria) and in the political upheavals that followed the end of Reconstruction. Refuge Must Be Given details the evolution of Eleanor Roosevelt from someone who harbored negative impressions of Jews to become a leading Gentile champion of Israel in the United States. The book explores, for the first time, Roosevelt’s partnership with the Quaker leader Clarence Pickett in seeking to admit more refugees into the United States, and her relationship with Undersecretary of State Sumner Welles, who was sympathetic to the victims of Nazi persecution yet defended a visa process that failed both Jewish and non-Jewish refugees.

In this section, we have selected quotes that represent how Black residents in Maine view their family life. The quotes are taken from transcripts of the oral history project “Home Is Where I Make It”: African American Community and Activism in Greater Portland, Maine.” The interview subjects are all native to Maine or are longtime residents of Maine. The original intent of the “Home Is Where I Make It” project was to highlight Black residents’ history and struggle for community in southern Maine in both their formal organizational memberships and day-to-day activities. In 1850 the area east of Arcata Bay was a tapestry of wetlands and sloughs, fringed by conifer-clad hillsides. Canoe channels and trails connected a string of Wiyot villages that nearly encircled the bay.

Then white settlers arrived, establishing towns at Eureka and Union (Arcata). With them came profound changes in the landscape. Rock quarries. Log drives. “Reclaimed” ranchland. An airport. Four and a half railroads. In 170 years the area was transformed into a web of structures and infrastructures that connected what became the two largest cities in Humboldt County.

Stranger Citizens examines how foreign migrants who resided in the United States gave shape to citizenship in the decades after American independence in 1783. During this formative time, lawmakers attempted to shape citizenship and the place of immigrants in the new nation, while granting the national government new powers such as deportation.

John McNelis O'Keefe argues that despite the challenges of public and official hostility that they faced in the late 1700s and early 1800s, migrant groups worked through lobbying, engagement with government officials, and public protest to create forms of citizenship that worked for them.
