Portland State University, Hatfield School of Government (PSU), and Northwest Energy Efficiency Alliance (NEEA), has formed a partnership to develop Sustainable Municipal Operations Plans that documents sustainability and energy management best practices. The goal of this partnership is to determine how a City/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. Over the course of the last two decades, organizations representing the medical marijuana social movement have campaigned for, proposed state level legislation, and supported numerous legal arguments that challenge and attempt to reform U.S. federal illicit substance policies. This set of social regulatory policies, commonly known as the Controlled Substance Act of 1970 (CSA), were drafted, promoted, and implemented by the Nixon Administration then subsequently entrenched by multiple presidents with acquiescent congresses adopting supplemental supply-side resource allocating legislation. My dissertation research uncoils the convoluted history and institutional dynamics of path dependent U.S. illegal drug control policies to answer the question …

"Where Are My Rights?" Compromised Citizenship In Mixed-Status Marriage A Research Note, April M. Schueths

The Journal of Sociology & Social Welfare

Immigration policy has shifted its focus from family reunification to strict enforcement of "illegal" immigration. It has become much more difficult for U.S. citizens to adjust their non-citizen spouses' legal status, especially spouses who are undocumented. This paper examines the vulnerabilities of female U.S. citizens married or partnered with undocumented Mexican men. Findings challenge the simplistic notion that marriage with a U.S. citizen creates automatic legalization for undocumented individuals and highlights the creation of a second class citizenry for native-born partners. This study argues that punitive immigration law and policies have profound negative implications for the lives of U.S. citizens.

The major metropolitan areas of the Intermountain West finally put the housing bust behind them in the third quarter of 2012 and in most places made solid progress. House prices rose in all 10 major metropolitan markets in the months from June to September for the first time since the recession began. Likewise, output growth accelerated and the unemployment rate continued to fall. Unfortunately none of this prevented the region’s already feeble jobs recovery from slowing.

Public pension systems are underfunded, straining state budgets. Historically, many states have presumed that they can modify pension benefits only as to newly-hired employees, and that they must leave benefit accruals untouched for current workers. More recently, though, states have begun enacting more fundamental pension reform that modifies future accruals or even reduces cost-of-living allowances for retirees. Nearly all such new reforms have been the subject of one or more lawsuits alleging that the federal and/or state constitution bars the legislature from reducing benefits or accrual patterns. The Evo Morales administration has radically transformed the Bolivian state since his election in 2005. As a result of Morales' indigenous identity and overt ethnic tensions in this state, there is a perception that this factor plays a decisive role in Bolivia's policymaking. However, as the 'renegotiation' of the hydrocarbon industry in 2006 demonstrates, ethnopopulism and political survival provide the most comprehensive approach to predicting the policies of the current Bolivian government.

Maine hosts numerous small fishing villages that contribute greatly to the States economy and culture. The cumulative effects of state and federal regulation, stock depletion and other socio-economic trends threaten these communities. Drawing on ethnographic research and interviews, we examine how gentrification is affecting the vulnerability and resilience of fishing communities. This study has revealed gentrification to be a complex process, which is merely the most readily recognizable symptom of forces that are reshaping the post-industrial landscape. Bringing together foreign policy literature and INGO (international non-governmental organization) scholarship, this dissertation seeks to explain geographic and temporal variation in the US government's use of hard, soft and smart power in the War on Terror. Making an important theoretical contribution, I revise Nye's concept of soft power, more rigorously conceptualizing it as a consciously-utilized strategy employing methods other than hard power (military or economic sanctions) to influence a target government or population to enhance US interests.
