Sharing Health Records Electronically: The Views Of Nebraskans, Tarik Abdel-Monem, Mitchel Herian

In November of 2008, the University of Nebraska Public Policy Center implemented a public input project to gather information from Nebraskans about electronic sharing of medical information. One hundred and sixty eight Nebraskans completed an online or paper copy survey, and 34 of those survey respondents also participated in a deliberative discussion.

State law provides that master jury lists are comprised by combining the lists of registered voters and registered drivers in the state of Nebraska. There have been anecdotal concerns that because minorities may be less likely to be registered to vote and less likely to be registered to drive, the current source lists may not effectively achieve a representative master list. The findings of this examination support this assertion. Based on an examination of juror qualification forms from 8 of Nebraska’s most diverse counties, data indicate that there are significant racial disparities in the initial and eligible pools of jurors. …

The Lancaster County Public Defender's Office was short approximately 3.48 attorneys in 2007.
• The greatest deficit is in the felony division (1.93 PTE), followed by the misdemeanor division (.90). The juvenile division is short approximately one half an attorney (.53 PTE), and the civil division is short .12 PTE.
This deficit can be addressed by:
• Adequately staffing the office;

• Giving the office less work by:

This brochure presents a framework to view threats made by an insider that are targeted or intentional (as opposed to negligent or unintentional) and that involve some degree of deliberation (as opposed to those that may be considered impulsive). The framework was developed with the assumption that it must:
Be applicable for both anonymous and known subjects
Recognize interactions and patterns of behavior
Allow for investigation with whatever information is immediately available
Recognize that behaviors or warning activity may shift, decrease, or be emboldened by protective or organizational actions

Interorganizational coordination is crucial among human services providers responsible for responding to both personal and widespread crises. Too often, however, agencies providing disaster relief, shelter, and connection to other social service systems operate in information silos. Moreover, organizations that assist the same people may be duplicating services or ineffectively providing services to those in need. In the past, there has been no easy way for human service organizations to share information about clients, resources, and services. The Fall 2008 Unl Bike Survey: Examining The Status Of Bicycle Transportation At The Univeristy Of Nebraska-Lincoln, Brent Schmoker
Department of Environmental Studies: Undergraduate Student Theses
This study evaluates the state of bicycle use by University of Nebraska-Lincoln (UNL) students during the fall semester of 2008. An online survey was administered to a random sample of graduate and undergraduate students to determine the factors that encourage and inhibit students from using bikes for transportation to campus. The results suggest that a significant portion of the student population uses bikes for transportation to campus but several factors combine to keep the overall number of bicycle commuters low. The paper concludes with suggestions for increasing bike commuting to UNL and predictions about the future of transportation in the …

Weight Changes In Wild Wolves, Canis Lupus, From Ages 2 To 24 Months, L. David Mech

Weights of 118 female and 141 male Minnesota Wolves (Canis lupus) aged 2-24 months increased almost linearly from about 8 kg for females and 10 kg for males at 3 months to 30 kg for females and 32 kg for males at 10-12 months and then tended to increase much more slowly in an overall curvilinear trend. Considerable variation was apparent for both sexes during their first year.

Demographic Effects Of Canine Parvovirus On A Free-Ranging Wolf Population Over 30 Years, L. David Mech, Sagar M. Goyal, William J. Paul, Wesley E. Newton

We followed the course of canine parvovirus (CPV) antibody prevalence in a subpopulation of wolves (Canis lupus) in northeastern Minnesota from 1973, when antibodies were first detected, through 2004. Annual early pup survival was reduced by 70%, and wolf population change was related to CPV antibody prevalence. In the greater Minnesota population of 3,000 wolves, pup survival was reduced by 40–60%. This reduction limited the Minnesota wolf population rate of increase to about 4% per year compared with increases of 16–58% in other populations. Recent genetic studies suggest that in northern Minnesota two species of wolves (Canis lupus L., 1758 or western wolf and Canis lycaon Schreber, 1775 (= Canis rufus Audubon and Bachman, 1851) or eastern wolf) meet and hybridize. However, little morphological information is available about these two types of wolves in Minnesota. We analyzed the mass of 950 female wolves and 1006 males older than 1 year from across northern Minnesota and found that it increased from 26.30 ± 0.56 kg (mean ± SE) for females and 30.60 ± 0.72 kg for males in northeastern Minnesota to 30.01 ± 0.43 …

Factors Influencing Predation On Juvenile Ungulates And Natural Selection Implications, S. M. Barber-Meyer, L. D. Mech

Juvenile ungulates are generally more vulnerable to predation than are adult ungulates other than senescent individuals, not only because of their relative youth, fragility, and inexperience, but also because of congenital factors. Linnell et al.’s (Wildl. Biol. 1: 209-223) extensive review of predation on juvenile ungulates concluded that research was needed to determine the predisposition of these juveniles to predation. Since then, various characteristics that potentially predispose juvenile ungulates have emerged including blood characteristics, morphometric and other condition factors, and other factors such as birth period, the mother’s experience, and spatial and habitat aspects. The Nebraska Public Policy Center conducted an evaluation of Nebraska’s Problem-Solving Courts for the Administrative Office of the Courts. The evaluation was conducted from March – September of 2007 and covered eight probation problem-solving courts in Nebraska, including three adult drug courts (Midwest Nebraska, Northeast Nebraska, Sarpy County), four juvenile drug courts (Scottsbluff, Lancaster County, Douglas County, Sarpy County) and one young adult problem-solving court (Douglas County). The goal of the Nebraska’s Problem-solving (Drug) Court evaluation was to understand how well drug courts work, examine offender characteristics, examine current practices and procedures, and determine outcomes for offenders entering problem-solving courts.
