What Congress's Repeal Efforts Can Teach Us About Regulatory Reform, Cary Coglianese, Gabriel Scheffler

Major legislative actions during the early part of the 115th Congress have undermined the central argument for regulatory reform measures such as the REINS Act, a bill that would require congressional approval of all new major regulations. Proponents of the REINS Act argue that it would make the federal regulatory system more democratic by shifting responsibility for regulatory decisions away from unelected bureaucrats and toward the people’s representatives in Congress. But separate legislative actions in the opening of the 115th Congress only call this argument into question. In today’s microfinance, scholars and policy-makers across the world have emphasized the importance of financial sustainability, or the ability of a microfinance institution (MFI) to finance its operations. In order to reach financial sustainability, MFIs embrace commercialization, a process where an MFI undergoes restructuring in order to open up avenues to capital. Yet, scholars are concerned that this emphasizes on financial sustainability will cause the social good objective to suffer, a phenomenon known as “trade-off.” Indeed, studies have found that commercialization impacts MFI outreach in various ways. Cigarette Taxes And Illicit Trade In Europe Online Appendix, James Prieger, Jonathan D. Kulick

Cigarettes are highly taxed in Europe to discourage tobacco use and to fund public-health measures to mitigate the harms from tobacco consumption. At higher prices some consumers substitute more toward illicit cigarettes. We find that raising prices in any one country would lead to substantial increases in the expected illicit market share and volume in that country. This appendix contains more complete information about the data and additional regressions to which the article published in Economic Inquiry (and also available in earlier form as School of Public Policy Working Paper 60) refers.

Objective: Hazardous drinking in the armed forces is a signifi cant problem. Alcohol use motivations, known risk factors for problem drinking, have been underexplored in this population. Our study extends knowledge about drinking motives among current and former U.S. service members and provides recommendations on their utility in identifying alcohol-related problems by examining the factor structure of multidimensional drinking motives and their association to alcohol use.

Method: Post-9/11 separated service members and current reservists were recruited from 35 Oregon employers to participate in a workplace study of supervisor support. The resulting sample (N = 509; 84% male; mean age = …

Each year in the United States, thousands of individuals are released from prisons and must reintegrate into society. Ensuring these individuals obtain adequate employment upon release is key to keeping them from returning to the penal system. This paper examines different social work programs that attempt to secure employment for ex-offenders. This paper reviews the obstacles these programs face and considers how social workers can improve the effectiveness of these programs at preventing recidivism. This paper acknowledges that some of these programs have achieved moderate success in preventing recidivism but recognizes the need to research current programs’ methodologies so that …

When a cap-and-trade bill was introduced to the Washington legislature in 2009, it was met with staunch opposition from a coalition of businesses and industry leaders. In the end, the opposing side won when cap-and-trade legislation was removed from the bill. My goal was to better understand if there were differences in how the Pro and Con Coalitions presented policy narratives, and how they may have influenced the policy outcome. Using the Narrative Policy Framework, I analyzed public testimony produced by both coalitions and examined the use of narrative elements, narrative strategies, and policy beliefs between and within the coalitions. …

This paper assesses the inception of the food desert phenomenon and draws attention to three policy options for the state. While there is sufficient research on food deserts in large cities like New York and Philadelphia, little information is available regarding the implications of food deserts and policy options available to provide low-income Rhode Islanders with healthy, affordable food. On December 7, 2017, the U.S. Census Bureau released five‐year American Community Survey (ACS) estimates for the combined years of 2012 through 2016, making available social, economic, housing and demographic statistics for Nebraska’s counties. Also available are estimates for every community and legislative district in Nebraska and the nation.

The data are based on a rolling national sample survey mailed to about 3 million addresses each year, resulting in nearly 2 million final interviews each year from 2012 through 2016. By pooling several years of survey responses, the ACS can generate detailed statistical portraits of smaller geographies such as counties. …

In June of 2014, geologists reported that, for the first time, more earthquakes greater than magnitude 3.0 occurred in Oklahoma than in California [Terry-Cobo, 2014]. In Oklahoma, the frequency of earthquakes that are strong enough to be felt has increased 44 times in recent years and this has been correlated to a dramatic increase in high-volume, horizontal hydraulic fracturing (HVHHF) operations [Hume, 2014]. This policy brief explores the costs and coverage of three proposed paid family and medical leave programs for Massachusetts. These are House Bill 2172, Senate Bill 1048, and 2018 Initiative Petition C. Each of these proposed programs establishes a contributory fund paid by employers and employees, to be used for eligible workers when they are out of work for their own serious health condition or that of a family member, for pregnancy, or to bond with a new child. The medical leaves considered are for own health reasons, including those related to pregnancy. Family leaves are for bonding with a …

Bullfighting has grown to be a serious problem in Spain, bringing severe animal cruelty, economic controversies, and a national identity crisis. This paper synthesizes research from a variety of sources to comprehensively evaluate the problems bullfighting causes in Spain, and it also proposes two policy options to attempt to resolve these issues. While banning bullfighting entirely may seem like an easy fix, it would also provoke a number of issues. This paper will ultimately conclude that bullfighting will likely come to an end on its own. Still, anti-bullfighting groups should continue their protests in order to decrease popularity and encourage …

The National Wildlife Refuge System (Refuge System) is a collection of public lands maintained by the U.S. Fish and Wildlife Service for migratory birds and other wildlife. Wetlands on individual National Wildlife Refuges (Refuges) may be at risk of increased sedimentation because of land use and water management practices. Increased sedimentation can reduce wetland habitat quality by altering hydrologic function, degrading water quality, and inhibiting growth of vegetation and invertebrates. On Refuges negatively affected by increased sedimentation, managers have to address complex questions about how to best remediate and mitigate the negative effects. Arriving on time and total travel time are two important properties for vehicle routing. Existing route guidance approaches always consider them independently, because they may conflict with each other. In this article, we develop a semi-decentralized multiagent-based vehicle routing approach where vehicle agents follow the local route guidance by infrastructure agents at each intersection, and infrastructure agents perform the route guidance by solving a route assignment problem. The goal of this study was to capture information about the amount of money Maine’s older adults have lost to financial exploitation, along with information about those exploited, the perpetrators of financial exploitation, the type of loss, and amount of money lost. This report summarizes key findings emerging from this analysis. In particular, we found that, when compared to Maine’s general population of adults age 60 and older, the victims of financial exploitation served by Maine's Adult Protective Services (APS) and Legal Services for the Elderly (LSE) are more likely to be age 80 and older, female; and widowed, single, …

The 2010 Highway Safety Manual (HSM) provides methods for predicting the number of motor vehicle crashes on various roadway facilities. However, it includes only a rudimentary method for predicting the number of bicycle-related crashes. Despite research demonstrating that bicycle volume is an important factor in estimating number of bicycle crashes, the method does not include the volume of bicyclists using the roadway. To remedy this, this project will investigate the potential of various simplified methods to include bicycle volumes in future versions of the HSM.
