Tennessee's Promise: Education For All?, Tristan M. Hightower
Pursuit - The Journal of Undergraduate Research at The University of Tennessee
Access to education has been at the forefront of public policy issues over the past several years. In order to combat relatively low rates of college attainment, Tennessee legislators implemented the Tennessee Promise program. It operates by providing financial aid for any direct costs not covered by students’ grants and scholarships. Notably, the program is not applicable to four-year degree programs; students wishing to utilize the funds must attend select schools that offer certificates and associate’s degrees. Community colleges are the most popular. While a boost in community college attendance has occurred, and more people will likely graduate with an …

Risk-Based Approach In The Self-Assessment Of Nuclear Security Culture For Users Of Radioactive Sources, Igor Khripunov
International Journal of Nuclear Security
The current emphasis on the need to protect radioactive sources from being used for malicious purposes makes it imperative to explore and shape an appropriate culture-based response. Promoting a robust security culture is consistent with the international legal instruments and standards including the Code of Conduct for the Safety and Security of Radioactive Sources and IAEA guidance publications. This promotion would be dependent upon the successful implementation of relevant self-assessment tools and a series of culture indicators, both of which would serve as benchmarks to take a culture’s measure and identify practical ways to improve security. The Shapash Nuclear Research Institute (SNRI) data book was issued by the International Atomic Energy Agency (IAEA) in 2013. The hypothetical facility data book describes the hypothetical site, which is divided into two areas: the low-security area, known as the administrative area, and the very high-security area, known as the protected area. The book contains detailed descriptions of each area’s safety and security measures, along with figures of multiple buildings in both areas, and also includes information about the site’s computer networks.

The National Nuclear Energy Agency of Indonesia (BATAN) has promoted the culture and assessment of nuclear security in Indonesia since 2010. After conducting a successful trial assessment in 2012, BATAN performed a second self-assessment in 2015 in three nuclear facilities. The assessment's methodology followed the guidelines set by the International Atomic Energy Agency (IAEA). The objective of this paper is to demonstrate the techniques used in applying the IAEA methodology and to discuss the primary outcomes of the assessment. The data collection consisted of surveys, interviews, document reviews, and observations. A total of about 50% of the three facilities’ employees …

The Affordable Care Act created the national insurance exchanges of qualified health plans to encourage a higher insured rate, larger risk pools, and lower prices for quality health coverage. Consolidation of insurers can have opposing effects. The insurers’ risk pools will grow, allowing insurers to better hedge for risk. However, consolidation decreases the prevalence of competition in the market, and past research shows that insurer consolidation decreases market competition and increases prices.

Detecting breast cancer in its earliest stages significantly increases the likelihood of being completely cured of the disease. Early detection via cancer mammogram screening is central to breast cancer diagnosis. There is significant controversy, however, surrounding the 2016 mammogram screening recommendation issued by the U.S. Preventive Services Task Force (USPSTF). Why? The revised recommendation cuts the frequency of screening in half and advises women to begin routine screenings 10 years later than what previous guidelines recommended. The justification for this change was that the benefits of screening mammography increase with age, while the harms—especially the risk of a false positive …

It is a seldom-discussed fact that English-speakers in America enjoy a quality of health care that is not necessarily afforded to non-native speakers receiving care at the same facilities. Policy regarding what is required of health institutions in terms of translation services is exceedingly vague, and implementation of this policy is inconsistent. This lack of guidance makes it possible for many patients needing interpreters to fall through the cracks. This project will examine current policy guiding interpretive services in the U.S., and will recommend more specific guidelines that would improve quality of care for limited English proficiency individuals. Nuclear energy’s distinctive characteristics give rise to special educational requirements. These requirements are necessary to not only address the danger of nuclear proliferation, but also to build capacity for a secure nuclear fuel circle. In this paper, I assess the status of educational capacity in nuclear security both in response to, and in support of, Kenya’s nuclear power program. I highlight the nuclear security educational infrastructure’s key features in the context of nuclear power, noting the low capacity at Kenyan universities. There is no doubt that the NPT regime is far from being equal for all states involved. As the predominant hegemonic power since WWII, the United States plays a major role in deciding the fates of non-great power proliferators. This article tries to find the logical explanation of the phenomenon whereby some nuclear proliferators are absolved regardless of their active accumulation of nuclear arsenals while others are labeled as “rogue states” and ordered to disarm. The article suggests that a particular proliferator’s political regime could affect the way in which its state is approached by the U.S., known for its …

Planning for the future of nuclear security is a vital and complex task, requiring cooperation and contribution from many disciplines and industries. This diversity of expertise should include the medical sector, which faces many of the same challenges as the nuclear industry: controlling access to dangerous material, creating a strong security culture, cooperating with the wider world and engaging the public.
