Interbasin Water Transfers: An Economic Panacea Or A Political Ploy?, K. William Easter, Nir Becker

ABSTRACT-New concern about the open access nature of the Great Lakes was sparked by the 1982 Sporhase Supreme Court Decision which limited states' power to prevent interbasin water transfers and was intensified by the 1988 drought in the Midwest. In response to the court decision, the Great Lakes Charter was adopted which established a set of management rules for new interbasin water transfers and other consumptive water uses. However, not all Great Lakes states have implemented the Charter provisions and, even if they did, it is not clear that the Charter objectives could be reached. The big losers from a …

Multidimensional Scaling Analysis Of Simulated Air Combat Maneuvering Performance Data, Donald J. Polzella, Gary B. Reid

This paper describes the decomposition of air combat maneuvering by means of multidimensional scaling (MDS). MDS analyses were applied to performance data obtained from expert and novice pilots during simulated air-to-air combat. The results of these analyses revealed that the performance of expert pilots is characterized by advantageous maneuverability and intelligent energy management. It is argued that MDS, unlike simpler metrics, permits the investigator to achieve greater insights into the underlying structure associated with performance of a complex task.

Multidimensional scaling (MDS) was applied to performance data obtained from expert and novice pilots during simulated air-to-air combat. The analyses revealed the principal performance dimensions to be TACTICAL POSITION (offensive versus defensive), TACTICS ("energy" versus "angle"), and TYPE OF MANEUVERING (low energy versus high energy). High-skilled combat performance was found to be dependent on the interaction between position advantage, intelligent management of kinetic and potential energies, and maneuverability.

Synthesis And Antibacterial Studies Of Some 2-Furanthiocarboxyhydrazones, Xiaorong Li, Zoumin Sun, James C. Chang

Seven 2-furanthiocarboxyhydrazones were prepared, 5-nitro-furaldehyde-2-furanthiocarboxyhydrazone from the reaction of 2-furanthiocarboxyhydrazide with 5-nitro-2-furaldiacetate and the others from the condensation of 2-furanthiocarboxyhydrazide with aldehydes: 2- furaldehyde, benzaldehyde, p-hydroxybenzaldehyde, o-methoxybenzaldehyde, o-vanillin, and salicylaldehyde. The seven 2-furanthiocarboxyhydrazones were tested for their antibacterial activities against Staphyloccocus aureus and Bacillus subtilis. 5-Nitro-2-furaldehyde-2- furanthiocarboxyhydrazone was found to display the strongest bacterotoxicity.

Biological diversity refers to the variety and variability among living organisms and the ecological complexes in which they occur. Diversity can be defined as the number of different items and their relative frequency. For biological diversity, these items are organized at many levels, ranging from complete ecosystems to the chemical structures that are the molecular basis of heredity. Involving farmers, change agents and researchers, this participatory approach to technological improvement has evolved as an efficient means to develop individual components and more integrated systems that are uniquely suited to specific biophysical and socioeconomic conditions. Farmers with similar conditions and for whom specific recommendations are appropriate are grouped, in FSR/E, into identifiable Recommendation Domains. The southern portion of Trail Ridge in Clay County, Fla., has been an important domestic source of altered ilmenite, zircon, and other minerals since 1949. The ridge as a physiographic feature extends in a north-south direction over 160 km and is 1 to 2 km wide. The ore is a fine- to medium-grained sand body that extends down from the crest of the ridge about 20 m. Average heavy-mineral content is about 4 percent. Over half of the ilmenite and zircon is contained in thin, dark laminae dipping 26° to 41 ° southwest; these laminae extend deep within the ore …

The purpose of this project was to develop a model computer system to assist school psychologists in managing and manipulating data accumulated in the course of accomplishing their professional responsibilities. School psychologists have traditionally generated large amounts of data, but rarely have they looked across these data to obtain information and/or feedback about their own functioning relative to their professional role. Three dates of Landsat digital data were classified and then analyzed using a geographic information system (GIS). The intent of this study was to determine if differences in burn severity relate to later vegetative cover within a northern pines forest. The May 5, 1980, Mack Lake Fire in the Huron National Forest, Michigan, was selected as the study site for this research. This wildfire burned over 9000 hectares of jack pine, red pine, and mixed deciduous forest within a six-hour period. The contingent valuation method, recommended by the U. S. Water Resources Council, was used to estimate the economic value of sport fishing and diving at the Chesapeake Light Tower Artificial Reef. The study is based on a random sample of 170 anglers and 33 divers who participated in telephone, personell and mail-in surveys in 1985 and 1986.

The average user value (consumer surplus) was $21.13, $110,75, and $13.30 for head boat anglers, private boat anglers and sport divers, respectively, who claimed to have used the reef in 1985. Variation in consumer surplus was statistically affected by trip expense, distance from …
