The Future Of Public Health Law, Lawrence O. Gostin

Georgetown Law Faculty Publications and Other Works

Developments in medicine and constitutional law dictate modification of public health legislation in the United States. Traditionally overlooked by legislators, present public health laws provide inadequate decision-making criteria and inappropriate procedures for dealing with issues. Revised legislation should provide health care officials and agencies with the tools to balance individual rights against public health necessities. This article makes four recommendations for legislative reform: (1) remove artificial legislative distinction between venereal and other communicable diseases; (2) provide criteria defining "public health necessity" to limit discretionary exercise of police power by health officials; (3) provide strong confidentiality protections in the collection and …

Helminth Remains From Prehistoric Indian Coprolites On The Colorado Plateau, Karl J. Reinhard, Richard H. Hevly, Glenn A. Anderson

Examination of coprolites excavated from archaeological sites in the Americas demonstrates excellent preservation of helminth eggs and, in some cases, larvae. To gain an understanding of helminth parasitism in prehistory on the Colorado Plateau of Arizona, New Mexico, and Utah, 319 coprolites from 5 archaeological sites were analyzed. Helminth eggs and larvae were recovered after the coprolites were rehydrated, screened, and sedimented. At a sixth site, soils excavated from 5 rooms used as latrine areas were processed with palynological techniques. The results indicate that all but 1 of the prehistoric populations examined were infected with intestinal worms. The helminths implicated …

A soft, light-weight, beige, stuffed toy was placed in direct body contact with stable, 30-34 wk gestation infants. Length of hospitalization, l activity level, length of time to return to birth weight, and parent visiting rate were recorded for the randomly assigned 10 experimental and 10 control infants. Contrary to predictions, significant differences were found in the length of hospitalization and weight gain, with the control group being discharged sooner and returning to birth weight faster. No significant differences occurred in the parent visiting rate, and only minimal positive results were seen in the activity level for the experimental group. …

It has been proposed by some that students choose to study in mental health related fields in an effort to find solutions for their own personal emotional or family problems. Some believe that those who assumed or were assigned a family role of the good or parentified child (a role which requires that the needs of others be placed ahead of one's own) are over-represented among mental health professionals. Others contend that there are no significant differences in family background between psychotherapists and other individuals with a similar level of education. Use Of Feedback To Improve Institutional Staff Performance, Sue E. Crawford

The following study assessed the effectiveness of two simple and inexpensive performance feedback conditions in improving the job performance of institutional staff. Participants were care staff employed at a large center for the developmenta1ly disabled. During two 3 week sessions participants from two separate treatment units received publicly posted feedback graphs with either their own personal names or self-chosen anonymous codes to designate whose graphs were whose. These graphs were posted in each unit's training room and depicted participant performance (use of rewards and prompts) during behavioral training sessions with developmentally disabled clients. The problem of the study addressed knee injuries in college football. Imbalance of the musculature surrounding the knee would predispose the athlete to knee injury. Recognition of those who have muscular deficiencies would be a primary way of preventing knee injuries. The focus of the study was to determine if there was a significant difference in peak isokinetic torque of knee flexor and extensor muscles across speeds (60 degrees/second, 180 degrees/ second and 300 degrees/second) of a college football team subsequent to participation in a spring football season.

Assessing The Needs Of Mothers With Mentally Retarded Offspring: An Empirical Approach, Jonathan Rabinowitz

This exploratory study assesses the needs of mothers with retarded offspring living at home. Previous studies have focused on meeting those parental needs which would benefit their retarded offspring. This study does not limit parental needs to those needs, which if met would benefit the retarded child, and defines parents as an independent group with special needs.

Measuring Domestic Violence In An Alcoholic Population, Larry R. Livingston

The Journal of Sociology & Social Welfare

A survey of 107 adults receiving residential treatment for substance abuse was conducted, to determine characteristics of domestic violence in relationships. The survey incorporated instruments to measure the degree of substance abuse (the Michigan Alcoholism Screening Test or MAST) as well as types and frequencies of domestic violence (the Conflict Tactics Scale or CTS-N). Findings are then compared to a national study of 2143 normals (Straus, Gelles, & Steinmetz, 1980) to ascertain differences in domestic violence.

Findings indicate that 83% of alcoholic subjects behaved violently in past relationships, compared to 28% of the normal population. Fifty-five percent of the alcoholics …

Holidays are idealized as times of celebration. They are embedded in cultural symbols, family patterns, and lived experience. Because all holidays are not good times, however, the lived experience of holidays is considerably more complex than its symbolization. This ambivalence is dramatically deepened for recently disabled adults who view holidays as a specially strained time of remembrance. Past holidays are often idealized in a new way as one's biography is placed into a new embodied reality. Simultaneously, holidays remain days when one is supposed to celebrate, and often denote some celebration for the injured. The resulting experience is a melange …

A Perspective On Differential Services In Counseling: Altruism And Likeness, James Latimore

The Journal of Sociology & Social Welfare

In this exploratory study using a small sample, an attempt is made to understand the differential services provided by vocational counselors in a non-profit agency, a setting in which a strong identification with clients is encouraged. The services are measured and the unequal measures of service are related to the degree to which the client is seen as an image of the counselor in certain respects. Counseling is viewed as an altruistic occupation and the differential services are analyzed in this context. In general, it is suggested that the differential counseling and psycho-therapeutic services noted by other writers all reflect …

An occupation - alcoholism counseling - strives to gain professional status. Still a field largely dominated by counselors who derive their status more from personal attributes - the fact of being recovering alcoholics - rather than from achievement of impersonally applied standards, chemical dependency counseling is in a state of flux. This sociological analysis examines recent developments in the field. Special emphasis is on roles for social workers.

Effects Of Seating Arrangement On Affective Meanings And Group Interaction In Healthy Senior Citizens, Judith Ann Boughton

Occupational therapists state that environmental factors (seating arrangements) influence behavior. This ex post facto study examined the effect of peripheral versus central seating arrangement on interaction (verbalizing and looking), affect, and group climate in 41 healthy senior citizens. Nine men and 32 women aged 62 to 83 participated in two collage activities (creative and imitative) in either a parallel/nonsharing group or a project/ sharing group. Seating arrangement was added to an earlier study's independent variables (creative and imitative activities, and sharing and nonsharing groups). Effects Of Stress Management Instruction And Anxiety Monitoring In Adult Day Treatment Population, Jack Blanton Wills

This study examines the effectiveness of a particular stress management intervention with adult outpatients diagnosed as chronic schizophrenics. The setting for the study was the Portland, Oregon, Veteran's Administration, Outpatient Clinic, Day Treatment Center. The intervention was composed of two factors; 1) stress management training and 2) Behavior-Graph Instruction. Both of these were presented using a psychoeducational model of classroom instruction, role play, and discussion.
