Female Secondary School Stipend Programs In Bangladesh And Pakistan: What Can We Learn From South Asia’S Ccts?, Julia Gibbons Dec 2018

Female Secondary School Stipend Programs In Bangladesh And Pakistan: What Can We Learn From South Asia’S Ccts?, Julia Gibbons

Julia Gibbons

While many developing countries have reported gender gaps in education, Bangladesh has made remarkable progress and terminated the gender gap in secondary school enrollment through its national Female Stipend Program (FSP) in the 1990s. Conditional Cash Transfer programs (CCTs) like the FSP have become a popular development policy prescription, but the literature on CCTs in South Asia is surprisingly limited. A similar program to the FSP, the Female Secondary School Stipend, was implemented in the Punjab province of Pakistan in 2004 and had modest success, increasing secondary school enrollment for girls by 10%. This paper compares and contrasts the …

A Slave To Yellow Peril The 1886 Chinese Ouster Attempt In Wichita, Kansas, Julie Courtwright Nov 2018

A Slave To Yellow Peril The 1886 Chinese Ouster Attempt In Wichita, Kansas, Julie Courtwright

Julie Courtwright

Wichita's war on the Chinese began in 1886. Although a small war in comparison to other anti-Chinese outbursts in the American West, the persecution and violence against the city's small Asian population was nonetheless terrifying and significant to those who were the focus of the racist demonstrations. In an attempt to follow the national anti-Chinese trend of the late nineteenth century, which the Chinese called the "driving out time,"1 groups such as the local assemblies of the Knights of Labor and the Women's Industrial League in Wichita, Kansas, organized a boycott against Chinese businesses. Citizens attacked the "yellow peril" …

Number 1 - Resistance Is Fruitful: Bijagos Of Guinea-Bissau, Brandon D. Lundy Aug 2018

Number 1 - Resistance Is Fruitful: Bijagos Of Guinea-Bissau, Brandon D. Lundy

Brandon D. Lundy

Drawing on both ethnographic and historical accounts, this paper describes how ethnic identification patterns of belonging are fashioned out of localized, national, regional, and global processes of both engagement and protectionism. The Bijagos of Guinea-Bissau have maintained a sense of group cohesion during periods of contact, conflict, and resistance. This paper argues that the contemporary local-global interplay is fostering a new moment of rupture in time and space for the Bijagos. The Bijagos, oft footnoted in the accounts of Bissau-Guinean culture and history, are actively contributing to the social dialogue of resistance against the homogenizing effects of globalization. How do …

Faq#7: Why Were Chinese People So Angry About The Attempts To Seize The Torch In The International Torch Relay?, Susan Brownell

Susan Brownell

I have just returned from five days in the earthquake disaster zone in Sichuan province, where I was a member of the “People’s Olympic Education Promotion Team” that visited Deyang city to conduct “Youth Olympic Games Re-enactments” at six local primary and secondary schools. There I realized that for the people we encountered, The Torch is a sacred object. I call it The Torch because that is what they called it – 火炬 – as if there were only one, and no further adjectives were necessary.

The project expressed the mission of Donnie Pei, a professor at the Capital Institute …

Time For Change: Aid, Ngos, And Transitional Justice In Bosnia-Herzegovina, Arnaud Kurze Mar 2018

Time For Change: Aid, Ngos, And Transitional Justice In Bosnia-Herzegovina, Arnaud Kurze

Arnaud Kurze

This article examines Scandinavian donor practices in Bosnia-Herzegovina (BiH) with regards to post-conflict justice activities. BiH has been a laboratory of reconstruction, peace-building and transitional justice processes since the end of the war in 1995. While issues related to rebuilding and developing war-torn societies and their economies have attracted extensive scholarly attention, the question of international aid practices in transitional justice contexts remains widely understudied. Although the influence of nongovernmental organizations (NGOs) in reconciliatory transitional justice work has been growing, the relationship between international donors and local NGOs involved in these projects remains very limited. The objective of this study …

Žumberak: A Sixteenth-Century Refugee Settlement Zone, Nicholas J. Miller Feb 2018

Žumberak: A Sixteenth-Century Refugee Settlement Zone, Nicholas J. Miller

Nick Miller

This article examines the movement of Orthodox Christian refugees from Bosnia to the Habsburg Monarchy in the 1530s and their settlement in a district called Žumberak. The movement of these Uskoks has never been examined in the context of refugee studies. This study of a refugee movement and settlement over a five-century period offers the possibility of reaching a better understanding of the long-term outcome of refugee movements. Ultimately, this article suggests that the refugees affected the land they settled as much as the settlement zone affected them, and that, in this case, the refugees were able to define their …

Ordinary 'Worthiness': Sex Work, Police Raids, And Human Rights Violence In Sonagachhi, Simanti Dasgupta Feb 2018

Ordinary 'Worthiness': Sex Work, Police Raids, And Human Rights Violence In Sonagachhi, Simanti Dasgupta

Simanti Dasgupta

Based upon ethnographic research with Durbar Mahila Samanwaya Committee (DMSC), a grass-roots sex workers organization in Sonagachhi, the iconic red light district in Kolkata, India, this paper explores the relationship between police raids and human rights violation. It especially focuses on the nature of violence initiated by the construction of “corrupt” evidence to justify a raid, which in this case is not solely a state initiative; the police usually work in tandem with other rescue missions such as the International Justice mission (IJM). The raid involves a practice and a narrative commonly referred to by both the police and the …

Workplace Dignity In A Total Institution: Examining The Experiences Of Foxconn’S Migrant Workforce, Kristen Lucas, Dongjing Kang, Zhou Li Feb 2018

Workplace Dignity In A Total Institution: Examining The Experiences Of Foxconn’S Migrant Workforce, Kristen Lucas, Dongjing Kang, Zhou Li

Kristen Lucas

In 2010, a cluster of suicides at the electronics manufacturing giant Foxconn Technology Group sparked worldwide outcry about working conditions at its factories in China. Within a few short months, 14 young migrant workers jumped to their deaths from buildings on the Foxconn campus, an all-encompassing compound where they had worked, eaten, and slept. Even though the language of workplace dignity was invoked in official responses from Foxconn and its business partner Apple, neither of these parties directly examined workers’ dignity in their ensuing audits. Based on our analysis of media accounts of life at Foxconn, we argue that its …

The New Singapore Law On Antidumping And Countervailing Duties, Locknie Hsu Feb 2018

The New Singapore Law On Antidumping And Countervailing Duties, Locknie Hsu

Locknie HSU

The Countervailing and Anti-dumping Duties Act 1996 ("the Act") came into effect on 1 November 1996.1 This legislation was enacted to bring Singapore's law in relation to countervailing duties, subsidies and antidumping into conformity with requirements of the World Trade Organization (WTO) Agreements It also updates the law by repealing the outmoded Customs (Subsidies and Anti-dumping) Act. The new rules and procedures in the Act are meant to "give added assurance and certainty to the local and foreign parties concerned whenever an action is instituted."In addition to the Act, detailed regulations have also been passed. The Act follows the basic …

Inward Fdi In Singapore And Its Policy Context, Locknie Hsu

Locknie HSU

Inward foreign direct investment (IFDI) has long been an important feature of the Singapore economy, and Singapore remains an attractive host to FDI. Apart from a brief decline in 2002, FDI inflows have generally been strong in the decade 2000-2010. They reached a peak in 2007 at US$ 37 billion, just before the global financial and economic crisis of 2008-2009. In 2008, inflows declined sharply to US$ 8.6 billion, before rapidly rebounding to reach US$ 38 billion in 2010. Singapore has moved from an economy primarily involved in manufacturing consumer goods in labor-intensive industries in the 1960s, to one producing …

International Migration In Macro-Perspective: Bringing Power Back In, Marcel Paret, Shannon Gleeson Jan 2018

International Migration In Macro-Perspective: Bringing Power Back In, Marcel Paret, Shannon Gleeson

Shannon Gleeson

This paper challenges the inward looking perspective of recent immigration research by situating migration to the United States within a global and historical context. This macro-stratification perspective breaks out of the confines of national contexts to explore how international migration is shaped by global power divides. We argue that in order to fully understand international migration, it is necessary to account for both the emergence of global power structures and the historical domination of Europe. We develop our argument by first outlining the significance of global power divides, with a particular focus on the United States. We then demonstrate how …

The Human Security Dimension Of China’S Belt And Road Initiative, Rosita Dellios, R. James Ferguson Dec 2017

The Human Security Dimension Of China’S Belt And Road Initiative, Rosita Dellios, R. James Ferguson

R. James Ferguson

Despite the geopolitical calculations associated with China’s Belt and Road Initiative, and how this will allow Beijing greater influence in transregional relations, the human security dimension goes to the heart of China’s wider regional strategy. The importance of development cannot be understated even as the “rise of China” attracts the headlines. How well Beijing can engage wider human security concerns will be crucial for the success of this megaproject. It is argued that the human security aspect of China’s Belt and Road Initiative requires a stronger ethical base—one which draws on China’s own Confucian heritage. This allows for both cultural …

Security Is Local: An Analysis Of The Use Of Community-Based Security Forces During Counterinsurgency Operations, Alexander Stephenson Dec 2017

Security Is Local: An Analysis Of The Use Of Community-Based Security Forces During Counterinsurgency Operations, Alexander Stephenson

Alexander Stephenson

Counterinsurgency (COIN) operations are the most common type of military operation conducted by the United States and other Western powers.  In most cases, conventional forces intervening in an insurgency are limited in personnel and turn to local community-based security forces to mitigate this shortcoming after initial attempts fail to defeat an insurgency with the conventional forces available.  While the use of community-based security forces is a common element of COIN operations, little research has been conducted to determine the factors that contribute to their successful employment.  A synthesis of existing COIN and community-based policing theory provides a model to evaluate …

Promoting Scotland, Diplomacy And Influence Through Sport, Grant Jarvie, Stuart Murray, Stuart Macdonald Sep 2017

Promoting Scotland, Diplomacy And Influence Through Sport, Grant Jarvie, Stuart Murray, Stuart Macdonald

Stuart Murray

Sport is being used by a number of countries to raise profile, and create influence. Sports diplomacy has an increasing presence in terms of theory, practice and evidence within international relations. Sports diplomacy may occur both within sport and through sport. The channels through which this is facilitated are complex. Scotland has much to learn from places such as Australia that have put in place a dedicated four-year sports diplomacy strategy. The article sets out to answer key questions and doing so suggests that Scottish sport is capable of making the art of the possible, possible, but that Scotland has …

Bestiario Fronterizo: Chupacabras, Zonkeys, Vampiros Y Las Representaciones De Los Miedos Del Norte, Martín Camps Aug 2017

Bestiario Fronterizo: Chupacabras, Zonkeys, Vampiros Y Las Representaciones De Los Miedos Del Norte, Martín Camps

Martin Camps

The Al-Qaeda Organization And The Islamic State Organization: History, Doctrine, Modus, Operandi, And U.S Policy To Degrade And Defeat Terrorism Conducted In The Name Of Sunni Islam, Paul Kamolnick Aug 2017

The Al-Qaeda Organization And The Islamic State Organization: History, Doctrine, Modus, Operandi, And U.S Policy To Degrade And Defeat Terrorism Conducted In The Name Of Sunni Islam, Paul Kamolnick

Paul Kamolnick

The al-Qaeda Organization (AQO) and the Islamic State Organization (ISO) are transnational adversaries that conduct terrorism in the name of Sunni Islam. It is declared U.S. Government (USG) policy to degrade, defeat, and destroy them. The present book has been written to assist policymakers, military planners, strategists, and professional military educators whose mission demands a deep understanding of strategically-relevant differences between these two transnational terrorist entities. In it, one shall find a careful comparative analysis across three key strategically relevant dimensions: essential doctrine, beliefs, and worldview; strategic concept, including terrorist modus operandi; and specific implications and recommendations for current USG …

Delegitimizing Al-Qaeda: A Jihad-Realist Approach, Paul Kamolnick Aug 2017

Delegitimizing Al-Qaeda: A Jihad-Realist Approach, Paul Kamolnick

Paul Kamolnick

Disrupting, dismantling, and ultimately defeating al-Qaeda based and inspired terrorism is a declared policy of the U.S. Government. Three key strategic objectives have been identified for accomplishing this: attacking al-Qaeda’s terror network, undermining radicalization and recruitment, and hardening homeland defense. The present monograph proposes a distinct "jihad-realist" approach for undermining radicalization and recruitment to al-Qaeda. First, a brief discussion of six means for ending terrorist organizations is provided. Second, the premises of a jihad-realist approach are described. Third, a jihad-realist shari’a case against al-Qaeda’s terrorism is presented. In conclusion, key assertions are summarized, and several specific policy recommendations offered for …

Countering Radicalization And Recruitment To Al-Qaeda: Fighting The War Of Deeds, Paul Kamolnick Aug 2017

Countering Radicalization And Recruitment To Al-Qaeda: Fighting The War Of Deeds, Paul Kamolnick

Paul Kamolnick

This Letort Paper proposes that actions, policies, and deeds—those of the U.S. Government and al-Qaeda—be leveraged as a means of delegitimizing al-Qaeda terrorist propaganda. Two chief fronts—changing deeds and challenging deeds—is proposed. Changing deeds requires that the United States carefully and systematically examine its own foreign and military policies and their specific consequences for the Arab and Muslim world. Challenging deeds comprises systematically countering with evidence and fact al-Qaeda’s two greatest propagandistic fabrications: that the United States is a crusader at war with Islam, and that al-Qaeda is the vanguard defender of a besieged and oppressed Muslim Umma. Provocative at …

The Mysterious Case Of The Islamic State Organization (Iso) Smiling Martyr--Solved, Paul Kamolnick Aug 2017

The Mysterious Case Of The Islamic State Organization (Iso) Smiling Martyr--Solved, Paul Kamolnick

Paul Kamolnick

Excerpt: For a mere Muslim mortal, Allah’s granting of martyrdom (Shahada) is the pinnacle of spiritual achievement. The martyr (Shahid) is granted unique privileges among which are the right to bypass the moral interrogation meted out to determine after death whether one is spiritually fit; the complete freedom from all anguish, pain, and suffering caused by one’s wounds as one immediately traverses into the highest of seven heavens; the right to intercede and request divine favors on behalf of seventy of one’s loved one’s; the enjoyment of exclusive sexual privileges with seventy-two virgins; and finally, the right to exist within …
