This paper examines the subjugation of Nigerian women with regard to how their political marginalisation constricts the public sphere, the resource centre of public opinion, which strengthens the ideals of democracy and good governance. This paper examines the connections between development aid, security, and the War on Terror and analyses the manner in which these linkages are impacting on the orientation, understanding, performance, and efficacy of existing official development assistance discourses, and assesses the emergence or otherwise of a new securitisation and politicisation of aid. How do undemocratic civic organizations become compatible with democratic civil society? How do local organizations merge older patriarchal, hierarchical values and practices with newer more egalitarian, democratic ones? This article tells the story of how volunteer fire departments have done this in Japan. Their transformation from centralized war instrument of an authoritarian regime to local community safety organization of a full-fledged democracy did not happen overnight. A slow process of demographic and value changes helped the organization adjust to more democratic social values and practices. The way in which this organization made the transition offers important lessons for emerging democracies …

The most comprehensive water policy analysis conducted on the High Plains region to date was the High Plains Ogallala Regional Aquifer Study completed in 1982. Twenty years later, we had a unique opportunity to compare the projections from this study with the changes that actually occurred over the past two decades. Specific comparisons were made for the area of western Kansas overlying the High Plains Aquifer. These comparisons revealed some significant differences in the status of the aquifer and in the region's economic development, relative to the predictions of the study. Despite the voluminous literature on the potentials of single-sex schools, there is no consensus on the effects of single-sex schools because of student selection of school types. We exploit a unique feature of schooling in Seoul, the random assignment of students into single-sex versus coeducational high schools, to assess causal effects of single-sex schools on college entrance exam scores and college attendance. Our validation of the random assignment shows comparable socioeconomic backgrounds and prior academic achievement of students attending single-sex schools and coeducational schools, which increases the credibility of our causal estimates of single-sex school effects. Prior to September 11, Argentina in fact suffered two deadly terrorist attacks. The second of these, the bombing of La Asociación Mutual Israeli-Argentina (AMIA) on July 18, 1994, was the single largest attack targeting Jews since WWII and the largest terrorist attack in Latin American history. The article argues that the absence of Palestinian political leadership and institutions following al-Nakba in 1948, led the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) to take on an exaggerated role that mirrored those of a welfare government-in-exile. Recent studies have explored the dimensions of duty-based versus engaged citizenship. These studies assert that individuals differ on the question of "what is a good citizen." Young individuals, in particular, are more likely to follow an engaged citizen view of citizenship. Engaged citizens are more participatory, global, and committed to social justice more than their duty-based counterparts. In this article we examine, with an innovative methodology and merging of citizenship and framing literature, the potential effects of increased engaged citizenship on policy issues.
