The New International Regime Of Liability And Compensation For Oil Pollution Damage : Status And Trends, Hanling Wang

The new international legal regime of liability and compensation for oil pollution damage under the 1992 Conventions mainly consists of one definition, two tiers of compensation scheme and three principles. Firstly, one definition—pollution damage. This definition is the basis of criteria of determining the admissibility of claims under both CLC and Fund Convention. Secondly, two tiers: the shipowners’ liability under CLC and the supplementary IOPC Fund. Strict liability, higher liability limits and compulsory insurance form the basic principles of the regime. Recent developments in pollution compensation systems have two-sided effects on the new regime. On one hand, termination of the …

In 1991, the American General Insurance Corporation desired to create a $2.5 billion ``ecotourism'' resort in Willacy County, Texas. Unfortunately, the land the Corporation owned was located within the Coastal Barrier Resource System which does not allow federal flood insurance for any construction in the area due to it's proximity to ``Hurricane Alley''. American General's plan to build hinged on a three-pronged attack at the federal, state, and county levels. At the federal level, AG was shut out except for some minor concessions. A Raster-Based Gis Analysis Of The Cumulative Impacts Of Humans And Beaver On Wetland Area And Types In The Chickahominy River Watershed (Virginia, Usa) From 1953 To 1994, Alexandra Dunya Syphard

Despite increased recognition of wetland functions and values, wetland loss and degradation continues in the United States. Digital wetlands and uplands coverages were analyzed to compare the cumulative impacts of humans and beaver (Castor canadensis) on wetland types in the Chickahominy River watershed (Virginia, USA) from 1953 to 1994. A vector-based approach was used for data manipulation, and a raster-based approach was chosen to analyze geographic change over time. Study findings indicated that anthropogenic activities were responsible for both wetland loss and gain in the watershed, and beavers substantially influenced shifting between wetland types. In this study, a sample of 37 officers employed with the Huntington Police Department, a medium-sized Appalachian police department, were sampled about the stressfulness and frequency of selected items from Sewell’s Life Events Scale. From the responses to the survey items, a scale was created to assess the combined effects of frequency and stressfulness. Respondents were also asked to indicate what percentage of their total accumulated job-related stress was generated by each of Barker and Carter’s generic stressors of policing. The indigenous peoples of the American Southwest are so culturally integrated with their environment that it is impossible to separate the land and the people. Personal interviews with three Navajo women provide an original and native voice illustrating their relationship to the environment. Five different topics chosen from their interviews have been researched to provide academic information for a more complete picture illustrating the integration of the people and the land through time.

Ouray National Wildlife Refuge contains important riparian habitat s for fish and wildlife. The dominant woody plant species are Populus fremontii, Salix sps., and Tamarix ramosissima, a nonnative shrub that has become established in the Upper Colorado Basin in this century. T. ramosissima is quickly becoming the dominant riparian species, and could affect habitat quality and ecosystem processes such as nutrient cycling. A current vegetation map of the refuge was developed using Landsat thematic mapper imagery. Soil bioremediation has primarily focused on the use of free living, actively growing microorganisms to degrade toxic organic substances. Recently, however, plants and rhizosphere activity, including mycorrhizal fungi have been increasingly studied to determine the role that consortial assemblages may play in bioremediation. While the enhanced absorbtion of nutrients, water, and minerals by mycorrhizal fungi has been well documented, less is known about their role in the degradation of soil contaminants. Using the Biolog plate technique, microbial communities were characterized in Native Prairie, Corn, and Non-Native Prairie vegetative strips prior to, and after two applications of Acetachlor, Alachlor, and Atrazine. …

This study was conducted to review effective design criteria for constructed wetlaads treating urban stormwater and to assess the design features of local constructed wetlands in relation to the theoretically ideal design features. The study was generated out of Water Authority of Western Australia (WAWA) concern that existing inconsistent design criteria may result in constructed wetlands not meeting contaminant removal objectives. Three components to the study involved: design criteria compiled from a critical review of relevant literature, field assessment of selected sites with significant differences in design, and a design critique of those sites based on the compiled design criteria. …

This thesis studies the radioactive contamination of Kazakhstan's environment, concentrating on the period between February 1989 and January 1993. For each type of nuclear degradation in Kazakhstan the thesis asks the questions: what is its cause and extent, what are its consequences for humans, and what are the human responses. The main causes of Kazakhstan's nuclear devastation are atomic weapons' tests, uranium mining, manufacturing of uranium fuel, and the operation of a fast breeder reactor power generator unit. Between 1830 and 1930, the northern Plains underwent sweeping changes. Cataclysmic conflict between Indians and whites, imposition of the American settlement system, and integration into the national economy all altered the region and how people lived there. Revisions in agriculture were part of these changes but also played their own role. As the dominant form of land use, and the direct or indirect occupation of most residents, agriculture has an important part in shaping landscapes and lifeways in the, northern plains. In this thesis I will address three large issues related to the development of this solar electric technology: First, I wish to demonstrate that photovoltaics offer significant advantages over traditional, nonrenewable energy sources- that they are superior to the technologies now used. I once heard a man speak that his purpose in living was to appreciate life. The theme of this paper has somewhat the same message to convey. The life he spoke of and of which I am to write didn't entail only human beings but encompassed the whole natural world with its interlocking dependencies of abiotic and biotic components. The implication of his thought to me was profound, for it seems the vast majority of us live not in appreciation of life, but rather in the acquisition of material securities.

In a society in which issues such as environmental protection, cleaner air and cleaner water are receiving increasing verbosity, the time appears ripe for a factual analysis of a too-little thought of problem connected with these issues--the problem of litter on the nation's highways.

Although only a fraction of total waste, littler constitutes the most visible waste since it is ever-present on our nation's increasingly traveled highways. Society has begun to look more critically at the litter problem.
