This project proposes a revitalization of the downtown area of Bellingham, WA, in an attempt to reestablish the city center's primacy as a commercial center. This EIA focuses on the southern section of the entire proposal. Downtown Bellingham is in need of revitalization. For the past 20 years retail stores along Cornwall Avenue have struggled to compete with the Bellis Fair Mall just 2 miles away. In order for Bellingham's historic downtown to reclaim its position as the retail core of the city, major changes need to occur. Bellingham is a vibrant city nestled amid the Northwestern Cascades in close proximity to Canada, surrounded by vast agricultural flood plains, rolling foothills and striking snowcapped peaks. "This Environmental Impact Assessment (EIA) has been composed by a group of Huxley students under the supervision of Dr. Leo Bodensteiner. Together, we have analyzed the proposed plan for the relocation of the Lummi Island ferry docks located on Lummi Island and Gooseberry Point. The end of a 25-year lease and the proposed removal of the Gooseberry Point dock spurred the possible relocation. Our discussion includes the current proposal and two alternatives for the ferry routes. The alternatives include the transfer to either the Bellingham Cruise Terminal or Whatcom Waterway. Existing conditions and impacts are outlined within the EIA."

The purpose of this study is to examine the following three interlocking areas of theory: a) casinos as economic engines; b) tourism recovery following a disaster or negative event; and, c) economic/social characteristics that facilitate recovery after disasters generally. This study examines the necessary ingredients for a speedy disaster recovery (typified in the casino industry on the Mississippi Gulf Coast).

This study employs a qualitative interview design with elite interviewing to test the theory and provide evidence and context to it. With interview questions informed by Rubin’s three elements that influence the recovery process within a community (Rubin as cited …

Whatcom County is concerned with the current poor conditions of its adult correctional facilities and has proposed to construct a new facility. The new facility is proposed to hold up to 2,450 beds by 2050. For operational purposes, a horizontally designed facility is preferred.

Mongolia is a country with a park system of protected areas, preserving native flora and fauna. In order to inform decision makers about the status of endangered species and park land health, two species of concern, the Argali sheep (Ovis ammon) and Siberian ibex Capra siberica) in the Ikh Nart Reserve in Mongolia were studied. A Habitat Suitability Index Model was developed to study the Argali and ibex habitat preference and discern if the reserve and core zone offer optimal habitat. A total of 57 animals were examined, creating 95% and 50% home range kernels, and minimum convex polygons. The …

The Bellingham International Airport Expansion Project seeks to improve and expand the capacity of the airport and the adjacent airport related and airport compatible uses. This project will accomplish this by rehabilitating the runway and widening the taxiway, building more hangars, expanding the terminal and the air cargo area, creating an additional parking lot, developing an area for rental car agencies and lodging, and expanding the light industrial area.

The Washington State Department of Transportation (WSDOT) proposes to realign State Route 542 away from the North Fork Nooksack River in order to reduce environmental impacts from repetitive roadway maintenance, and to improve fish passage at Chain-up Creek. Work includes: realigning approximately 1,600 linear feet of roadway up to 80 feet away from the North Fork Nooksack River, replacing a 5-foot diameter, 80-foot long culvert with a 30-foot long, 40-foot wide bridge over Chain-up Creek, and installing 5 porous weirs and 2 anchored large woody debris structures in the restored stream channel.

The State Environmental Policy Act (SEPA) requires that any action that may have a significant adverse impact on the environment undergo an Environmental Impact Assessment (EIA). Chapter 197-11 of the Washington Administrative Code (WAC) indicates these requirements. Under the no action alternative, the Seattle variance allows such that vegetation less than four inches in diameter, not weakening or causing damage within fifteen feet of the toe of the levee, may remain. The proposed action is the development of approximately 545 acres located in the Yew Street area within the Lake Padden watershed. The Post Point Wastewater Treatment Plant is approaching capacity and must be expanded to meet current and future needs, as the City of Bellingham continues to grow. The plant presently has a peak capacity of 72 million gallons a day and services 83,000 customers over approximately 30 square miles.

The proposed project seeks to bring life and energy to underutilized sections of alleyways on either side of Cornwall Avenue in Bellingham's central business district. A major component of the revitalization project is proposing infill development to increase potential retail space, provide housing opportunities and create a more attractive pedestrian corridor. Other elements include capital improvements such as pervious alleyway pavement, consolidating dumpsters, improving lighting, installing archways, bike racks and benches, as well as burying power lines. The project also proposes restricting vehicle access with removable bollards and keeping deliveries to off hours.

"The primary proposal is the installation of a small hydroelectric system at the end of a 48" pipeline that was formerly used to supply the now-defunct Georgia Pacific paper mill with water.
