The recent expansions in membership and budget of the American Civil Liberties Union and, even more dramatically, the explosive funding by mail of newly-founded Common Cause and Public Citizen, all suggest the presence of evolutionary forces at work in the American political economy that are encouraging a renewal of middle class associations to monitor powerful institutions and to advocate in behalf of the relatively powerless.

The continuing failure of society to deal adequately with its problems has led to criticism that goes beyond the imperfections of a fundamentally sound social organization. Individual economic incentive and private markets, the basics of our economic organization, are condemned as inherently destructive of desirable social goals. It may be that such criticism is naive with respect to the basic history of economic organization and the prospects for meaningful alternatives. I am very pleased to be here in the Missouri Delta, among some of the people who are really making our farming decisions these days. I think one of the most effective economic decisions we have made recently was to turn farmers loose to manage their own farms, and to stop trying to manage them by long-distance from Washington. The wisdom of that decision is on display here in the Missouri Delta.

America's livestock industries currently are facing a harsh climate. I refer not just to the weather problems that lowered feedstuffs production this year -- though the weather has certainly been bad enough. We started the year with drought in the Southwest that hit grain sorghum production and a good bit of feed wheat. Then the heavy rains delayed corn planting -- and the long, hot dry spell struck those late-planted crops and nearly finished some of them. Now we have had problems with early frost.

The geographic area covered in this report extends from Cape Hatteras, North Carolina, on the north, to Cape Canaveral, Florida, to the south. Included within this area are portions of the coastal areas of South Carolina and Georgia. All or portions of thirty coastal counties are included within the study area.

Economically, the area of the study is generally depressed. The highest degree of urbanization has occurred at the major ports in the area: Wilmington, North Carolina; Charleston, South Carolina; Savannah, Georgia; and Jacksonville, Florida. Per capita income in the area is below U. S. averages in 29 of the …
