The Generality Of Neutral Principles: A Game-Theoretic Perspective, Robert L. Birmingham

Eleven years ago Professor Wechsler first argued that constitutional adjudication should be based on neutral principles of general applicability that transcend the factual contexts of the cases in which they are announced. Since that time, legal scholars have been engaged in a continuing debate over both the meaning and the validity of Wechsler's thesis. Professor Birmingham adds a new perspective to this debate by analyzing neutrality and generality in terms of game theory.

This thesis examines the growth of the industrial sector of the U.A.R. from 1956-67 in the light of surplus labour theory. The first part of the thesis is concerned with the general characteristics of surplus labour developing economies. One solution to the problems of development, the surplus labour theory is advocated. That is, the industrial sector of the surplus labour economy is expanded,􀀮 absorb􀀊ng.in the process: surplus la pour from the over populated agricultural sector, the resulting agricultural surplus being used for industrial development. The Systematic Bias Effects Of Incomplete Responses In Rotation Samples, William (Bill) H. Williams

Rotation samples are frequently used in continuing surveys in order to obtain estimates of changes in a characteristic over time as well as separate estimates of the characteristic at specific points in time. Rotation designs involve the retention of some sampling units and the replacement of others. It has been observed in some studies that there are systematic changes in the estimate of a characteristic, depending on the frequency of appearance of a rotation group in the sample. A wide variety of economic models includes expectational variables among the list of variables determining behavior. In this paper it is shown that for a large class of time series, expectations about the future of observed series or about unobserved components of economic time series may lead to rational lag distributions. Specifically it is shown that rational distributed lags arise whenever the series (or the ρ-th difference of the series) have autoregressive, moving average representations and linear least squares forecasts are calculated.
