Mature Industrial Communities: The Realities Of Reindustrialization, Jeanne H. Armstrong, John R. Mullin
Mature Industrial Communities: The Realities Of Reindustrialization, Jeanne H. Armstrong, John R. Mullin
New England Journal of Public Policy
This article analyzes the reindustrialization problems facing mature-industry communities in Massachusetts. The findings are based upon our planning consulting work and research projects involving forty cities and towns. The range of these communities includes those which have recovered, are on their way to recovery, and are stable; those which are declining; and those whose status is indeterminate. A variety of factors are reviewed, including unionization; work-force characteristics; the relationship between small and large plants; the characteristics of local companies; location; financing; the availability of land; and the role of local planning. Finally, we present recommendations concerning local action and possible …

An Incentives Approach To Improving The Unemployment Compensation System, Paul L. Burgess, Jerry L. Kingston
An Incentives Approach To Improving The Unemployment Compensation System, Paul L. Burgess, Jerry L. Kingston
Upjohn Press
Overpayments may account for up to 15 percent of all payments made under the unemployment compensation system. Burgess and Kingston propose that this overpayment serves as a clue to the more serious problems residing in the system. The authors focus on the lack of incentives (or the existence of disincentives) for improvement within the UC program structure for all participants - claimants, employers, and state UC agencies. Other issues they explore include the excessive complexity of the system and the difficulty of effectively monitoring claimant compliance with eligibility criteria.

Regulation Of Government Agencies Through Limitation Riders, Neal Devins
Regulation Of Government Agencies Through Limitation Riders, Neal Devins
Faculty Publications
Congress often attaches limitation riders to appropriations bills to establish its policy directives. Professor Devins argues that the appropriations process is not the proper vehicle for substantive policymaking. In this article, he analyzes institutional characteristics that prevent the full consideration or articulation of policy in appropriations bills. Professor Devins also considers the extent to which Congress's use of limitation riders inhibits the effectiveness of the other branches of the federal government. Professor Devins concludes that, while Congress's use of limitation riders is sometimes necessary, Congress should be aware of the significant risks associated with policymaking through the appropriations process.

The report examines the economic significance of Phelps Dodge Corporation's mining, smelting, and mineral processing operations within New Mexico. Prepared by the University of New Mexico Bureau of Business and Economic Research, the report profiles Phelps Dodge as the nation's largest domestic copper producer and evaluates the company's role as one of New Mexico's largest private employers following its acquisition of a controlling interest in Chino Mines. The study documents the corporation's operations in Grant and Hidalgo Counties, including the Tyrone Mine, Chino Mines, and Hidalgo smelter, and discusses investments in new technologies such as solvent extraction/electrowinning (SX/EW) facilities that …

Are We A Nation Of Tax Cheaters? New Econometric Evidence On Tax Compliance, Jeffrey A. Dubin, Michael J. Graetz, Louis L. Wilde
Faculty Scholarship
In 1982, then Commissioner of Internal Revenue Roscoe Egger reported to Congress that legal sector noncompliance with the Federal Income Tax statutes generated an "income tax gap" of $81 billion in 1981, up from $29 billion in 1973. He further projected a gap of $120 billion for 1985 (U.S. Congress, 1982). Perceptions of accelerating noncompliance inspired a crisis mentality within the Internal Revenue Service, Congress, and the tax bar.
The IRS responded in part by funding a major independent study of tax noncompliance via the National Academy of Sciences, and the American Bar Foundation initiated an investigation of its own …

The Global Correspondence Principle: A Generalization, Jagdish N. Bhagwati, Richard A. Brecher, Tatsuo Hatta
Faculty Scholarship
This paper generalizes the Global Correspondence Principle by extending, in two major ways, Paul Samuelson's 1971 analysis of the exchange rate response to an international purchasing-power transfer. We analyze the price effect of a shift in any parameter, not necessarily a transfer. We then explore the resulting adjustments in any nonprice variable such as we/fare. As our analysis shows, the direction of these adjustments depends neither on whether they are small or large nor on whether equilibrium is locally stable or unstable.

Statistical Inference In Regressions With Integrated Processes: Part 1, Joon Y. Park, Peter C.B. Phillips
Statistical Inference In Regressions With Integrated Processes: Part 1, Joon Y. Park, Peter C.B. Phillips
Cowles Foundation Discussion Papers
This paper develops a multivariate regression theory for integrated processes which simplifies and extends much earlier work. Our framework allows for both stochastic and certain deterministic regressors, vector autoregressions and regressors with drift. The main focus of the paper is statistical inference. The presence of nuisance parameters in the asymptotic distributions of regression F -tests is explored and new transformations are introduced to deal with these dependencies. Some specializations of our theory are considered in detail. In models with strictly exogenous regressors we demonstrate the validity of conventional asymptotic theory for appropriately constructed Wald tests. These tests provide a simple …

The Impact Of Reserve Requirements On Free Bank Failures, Andrew J. Economopoulos
The Impact Of Reserve Requirements On Free Bank Failures, Andrew J. Economopoulos
Business and Economics Faculty Publications
The Free Banking Era, noted for numerous bank failures and large creditor losses, has been traditionally viewed as the experiment in laissez-faire banking that failed. Current researchers have found evidence suggesting that bank failures and creditor losses were limited to selected states and have linked the cause of bank failures to periods of falling asset prices. Free banks were required to hold long-term assets as primary reserves for short-term liabilities. Current banking theory suggests that the maturity imbalance between assets and liabilities increases the free bank's exposure to interest rate risk. Some states imposed a secondary reserve, the specie reserve …

Central Bank Of Nigeria Annual Report And Statement Of Accounts For The Year Ended 31st December 1986, Central Bank Of Nigeria
CBN Annual Report
CBN annual report and statement of accounts for 1986 covers economic performance including key economic indicators such as inflation rate, GDP growth, exchange rate stability, banking sector performance, monetary policy, financial stability, fiscal policy, and regulatory updates for 1986. The development in 1986 were mixed. The GDP at constant 1977/78 factor cost was estimated at N25,290 million, representing a decline of 3.3 per cent and the decline was largely due to poor performance of the manufacturing, crude petroleum, wholesale and retail trade sectors. The trajectory of monetary aggregates was relatively in the download direction. Money supply indicated a 1.2 per …
Interest Rate And Exchange Rate Determination, Ray C. Fair
Interest Rate And Exchange Rate Determination, Ray C. Fair
Cowles Foundation Discussion Papers
It is well known that modeling exchange rates is difficult. Meese and Rogoff’s (1983) results show that a random walk model performs as well as or better than a variety of structural models, where the forecasts from the structural models are based on the actual values of the future explanatory variables. Because of these and other results, the view has become fairly widespread that structural models of exchange rates are not very good. There is, however, somewhat of a dichotomy in the literature between those who deal with small models, where the focus is almost exclusively on exchange rates, and …
International Evidence On The Demand For Money, Ray C. Fair
International Evidence On The Demand For Money, Ray C. Fair
Cowles Foundation Discussion Papers
One of the current questions in the literature on the demand for money is whether the adjustment of actual to desired money holdings is in nominal or real terms. This paper describes a simple procedure that can be used to test the nominal against the real hypothesis. The test is carried out for 27 countries. The paper also tests the structural stability of the demand for money equations and the correctness of the dynamic specification.

The Dividend-Price Ratio And Expectations Of Future Dividends And Discount Factors, John Y. Campbell, Robert J. Shiller
The Dividend-Price Ratio And Expectations Of Future Dividends And Discount Factors, John Y. Campbell, Robert J. Shiller
Cowles Foundation Discussion Papers
A linearization of a rational expectations present value model for corporate stock prices produces a simple relation between the log dividend-price ratio and mathematical expectations of future log real dividend changes and future real discount rates. This relation can be tested using vector autoregressive methods. Three versions of the linearized model, differing in the measure of discount rates, are tested for United States time series 1981-1986: versions using real interest rate data. The results yield a metric to judge the relative importance of real dividend growth, measured real discount rates and unexplained factors in determining the dividend-price ratio.
Restraint Economics And The New Right: A Structural Analysis Of The Political Economy Of Social Services Cutbacks, John Butcher
Restraint Economics And The New Right: A Structural Analysis Of The Political Economy Of Social Services Cutbacks, John Butcher
The Journal of Sociology & Social Welfare
Restraint by government in the area of social service spending in the 1980's has become an issue of grave concern for social service practitioners, planners, and administrators. The emergence in North America of neo-conservative economic policies has engendered a body of critical and provocative literature which examines the effects of "restraint economics".
Recent work in geography has sought to locate the supply-side trend within a framework of macro-level processes. These suggest that a declining public commitment to maintaining the social safety net is linked to broader structural changes in the workplace and spatial shifts of capital and industry (Dear & …
Understanding Spurious Regressions In Econometrics, Peter C. B. Phillips
Understanding Spurious Regressions In Econometrics, Peter C. B. Phillips
Research Collection School Of Economics
This paper provides an analytical study of linear regressions involving the levels of economic time series. An asymptotic theory is developed for regressions that relate quite general integrated random processes. This includes the spurious regressions of Granger and Newbold (1974) and the recent cointegrating regressions of Granger and Engle (1985). An asymptotic theory is developed for the regression coefficients and for conventional significance tests. It is shown that the usual t- and F-ratio test statistics do not possess limiting distributions in this context but actually diverge as the sample size T ↑ ∞. The limiting behavior of regression diagnostics such …
