The Cost Of Doing A Cost Estimate, Donald S. Remer, Harry R. Buchanan Jan 1993

The Cost Of Doing A Cost Estimate, Donald S. Remer, Harry R. Buchanan

All HMC Faculty Publications and Research

There are many reasons for cost overruns, but one of the key factors it the lack of resources (time, money, and staffing) spent to do proper up-front cost estimates. Another major reason is that the implements were not involved in the estimating. The purpose of this article is to address the issue of the cost to do a cost estimate [8]. We will report on how others handle this issue and make suggestions on how the Deep Space Network (DSN) should estimate the amount to spend on a cost estimate and its impact on reducing the probability of a cost …

Analysis And Forecasting Of Seasonal Changes In Cash Prices For Corn, Wheat, And Oats Grown In South Dakota, Prashobh Karunakaran Jan 1993

Analysis And Forecasting Of Seasonal Changes In Cash Prices For Corn, Wheat, And Oats Grown In South Dakota, Prashobh Karunakaran

Electronic Theses and Dissertations

The overall objective of this study is to identify the seasonal patterns in S.D. cash prices (received by farmers) for corn, wheat, and oats. Seasonality in S.D. cash prices may be different from the seasonality in the U.S. cash prices for a commodity. The reasons for this may be differences in the seasonal supply and demand for the commodity and the supply and demand for substitutes. The availability and price of storage and transportation can also have substantial impact on regional commodity price seasonality. Therefore, it is important that the relationship between the seasonal fluctuations in S.D. cash prices and …

Economic Institutions And Economic Growth In South Africa, Lumkile Mondi Jan 1993

Economic Institutions And Economic Growth In South Africa, Lumkile Mondi

Masters Theses

The collapse of rapid growth in industrialized countries in the mid-1970s has suggested to scholars that Keynesian economic management is not the ultimate way to run a viable capitalist system. What has emerged from the crisis is the recognition that different capitalist countries have for long had distinctive patterns of development and alternative patterns of economic management.

One such form of economic management is neo-corporatism. The pillars of "neo-corporatism" are found in the tri-partite alliance between centralized trade unions, centralized employers’ organizations, and the state. These institutions coordinate the levels of investment, wage, and employment in the economy to ensure …

Domestic Monopoly, Quotas & Contestable Rents, William Rieber Jan 1993

Domestic Monopoly, Quotas & Contestable Rents, William Rieber

Scholarship and Professional Work - Business

In this article, a specific example is given to illustrate that rent seeking can raise welfare under full seeking in general equilibrium: an import quota is levied in the presence of domestic monopoly in the import competing industry. An import quota is considered instead of an import tariff since a tariff confers no market power on the local monopolist. The monopolist still faces a perfectly elastic demand, corresponding now to the world price plus tariff. The introduction of monopoly does not add another distortion to the economy, which is necessary if full rent seeking is to be welfare improving. But …

Foreign Direct Investment In The United States: Issues, Magnitudes, And Location Choice Of New Manufacturing Plants, Jan Ondrich, Michael J. Wasylenko

Upjohn Press

What effect does foreign direct investment (FDI) have on job creation, wages, and productivity in the U.S.? How does FDI impact the budget deficit? How do changes in states' fiscal policy affect plant location choices? Ondrych and Wasylenko address these and other politically-charged questions concerning FDI. Provided is empirical evidence drawn from a pooled cross-section and time-series data set that identifies the criteria foreigners use to make location decisions. The authors also develop a model, against which they compare their findings, and review policy options available at the state and federal levels. Information provided will help states shape, focus, and …

The Impact Of Local Labor Markets On Black And White Family Structure, Michael Seeborg, Kristin Jaeger Jan 1993

The Impact Of Local Labor Markets On Black And White Family Structure, Michael Seeborg, Kristin Jaeger

Scholarly Publications

This study employs 1980 census data to determine how economic characteristics affect the incidence of female headed families in metropolitan areas. The study also attempts to determine if black family structure responds differently than white family structure to changes in the variables studied. It is found that changes in employment of men and women may have profound effects on family structure. Changes in the level of welfare support are also found to affect family structure. Black family structure is found to behave somewhat differently than white, thus lending support to Wilson's theory of the underclass.

The Economic Value Of Water Recreation In Minnesota, Raymond L. Raab, Donald N. Steinnes Jan 1993

The Economic Value Of Water Recreation In Minnesota, Raymond L. Raab, Donald N. Steinnes

Journal of the Minnesota Academy of Science

In recent years, increased demands for water for competing uses created a need for establishing a systematic water resource management policy. Knowledge of the value of benefits of water in its various uses is necessary for allocation decisions because this resource is in the public domain. This paper discusses several non-market methods of imputing the economic value of water, particularly recreational water use. Using Minnesota Department of Natural Resources (DNR) data, two alternative techniques for measuring value ~re evaluated and compared. These methods are used to provide empirical estimates of the recreational value that people place on Minnesota's water resources. …

Robert H. Bates And Anne O. Kruger (Eds.). Political And Economic Interactions In Economic Policy Reform (Book Review), Sandra F. Joireman, Winston Wells

Political Science Faculty Publications

This volume is a welcome attempt to combine extremely disparate regional literature on structural adjustment programs. The empirical research for the book was conducted in such a way as to generate truly economic hypotheses and conclusions. Bates and Krueger commissioned eight teams of researchers; each composed of at least one political scientist and an economist. The teams' initial agenda was to unravel the puzzle of why good economics means bad politics in relation to these structural adjustment programs. To meet that end, the teams were asked to investigate three phases surrounding the adjustment programs: Informed by current theories of interest …

Jean Ensminger. Making A Market: The Institutional Transformation Of An African Society (Book Review), Sandra F. Joireman

Political Science Faculty Publications

The publication of Making a Market marks yet another excellent contribution to the field from the Cambridge Series on Political Economy. Similar to the other volumes in the series, it emphasizes the interaction of political structures and institutions with economic change. Yet whereas most of the previous volumes in the series have been written by political scientists or economists, this book stands out as unique in that it is written from an anthropological perspective. Unusual as this is, the book gives an extremely sophisticated and readable application of the new institutional economics to the developing world.

Dayton Power And Light Company Steam Sales And Customer Forecast, Patrick D. Carus Jan 1993

Dayton Power And Light Company Steam Sales And Customer Forecast, Patrick D. Carus

Masters Culminating Experiences (1993-2011)

The Dayton Power and Light Company requested that an econometric model be created to forecast steam sales and customers. The Company currently uses econometric models for its electric sales, electric customer, and peak usage forecasts. The Company also uses econometric models to forecast natural gas sales, customers, peak day, and hourly usage. The steam business did not have a forecasting model that was easy to work with, and which produced reasonable results. The goal of this project was to build an econometric model which could be used to forecast the Company's steam sales and customers in order to bring consistency …

Transactions, Costs, And The Supply Of Low-Income Rental Housing: The Case Of Section 8 Rental Certificates And Vouchers In Dayton, Ohio, Michele Dawn Mccarren Jan 1993

Transactions, Costs, And The Supply Of Low-Income Rental Housing: The Case Of Section 8 Rental Certificates And Vouchers In Dayton, Ohio, Michele Dawn Mccarren

Masters Culminating Experiences (1993-2011)

Either private markets or publicly-subsidized programs can provide low-income housing. Federal programs such as the Section 8 low-income housing assistance program combines public funds with the existing private housing stock to provide housing for low-income families. Tenants, (or consumers) receive rent subsidies through either vouchers or rental certificates. The housing authority pays the voucher or rental certificate amount directly to the landlord each month.

Transaction costs, defined as the costs of negotiating, creating and enforcing contracts, determine in part the incentives for landlords to participate in government programs. Costs such as time, increased investment to maintain government housing quality standards, …

A Study Of Childcare Issues Affecting The Nursing Profession In A Major Southwestern City, James Keith Blake Jan 1993

A Study Of Childcare Issues Affecting The Nursing Profession In A Major Southwestern City, James Keith Blake

Masters Culminating Experiences (1993-2011)

As more women enter the work force, there is an increased need for adequate childcare. There are many potential benefits to employers when employees are satisfied with quality of care their children are receiving. Some employers have opted to provide some form of childcare assistance, ranging from simple referral services to on-site childcare facilities.

The need for childcare is especially prominent in the healthcare profession, given the predominance of women in nursing and the need for nurses on all shifts.

This study was designed to explore job satisfaction and childcare issues among nursing and healthcare professionals. The study was undertaken …

Urban Revitalization: Is Dayton On The Right Track?, Kirby Clark Jan 1993

Urban Revitalization: Is Dayton On The Right Track?, Kirby Clark

Masters Culminating Experiences (1993-2011)

The purpose of this paper is to review the steps taken by cities to turn their declining economies into rejuvenated, revitalized and prosperous localities. There are as many approaches to revitalization as there are cities and success is dependent upon the focused efforts of the community, private and public. Nevertheless, some programs are much more successful than others. I have attempted to focus on the more successful programs to see if there are elements that can be applied to other cities such as Dayton.

The Costs Of Worker Dislocation, Louis S. Jacobson, Robert J. Lalonde, Daniel G. Sullivan Jan 1993

The Costs Of Worker Dislocation, Louis S. Jacobson, Robert J. Lalonde, Daniel G. Sullivan

Upjohn Press

The authors use findings from this study, in conjunction with their comprehensive interpretation of existing worker dislocation literature, to develop policy recommendations concerning prevailing and potential assistance programs. They conclude by proposing that any new policies designed to compensate dislocated workers should target those suffering the greatest losses while providing incentives to take new jobs - even if lower paying - as soon as possible. Programs which allow dislocated workers to receive compensation after regaining employment (modified earnings subsidies) are promoted as practical and financially feasible.

Capital Flight And Exchange Restrictions, Kazi Zhain S. Hasan Jan 1993

Capital Flight And Exchange Restrictions, Kazi Zhain S. Hasan

Honors Papers

Many less-industrialized countries (LIC's) maintain exchange restrictions in order to ration foreign exchange. This is the only way to support an overvalued domestic currency without exhausting foreign exchange reserves. Such rationing allows authorities to restrict unwanted imports (generally speaking, any imports which compete with domestic industries), and also to monitor foreign investments. But some investment flows can be hidden from this monitoring system, just as the trade in smuggled goods is hidden. Foreign investments can be purchased with foreign currency acquired without the knowledge of domestic monetary authorities- for example, foreign currency purchased on a black market, or export receipts …

Foreign Debt Rescheduling And Private Investment In Ldcs, Zeeshan Hasan Jan 1993

Foreign Debt Rescheduling And Private Investment In Ldcs, Zeeshan Hasan

Honors Papers

This paper attempts to investigate the relationship between foreign debt and repayment problems on investment behavior in Less Developed Countries (LDCs). It is primarily motivated by earlier studies which have found empirical evidence of such a relationship, but did not attempt to incorporate it into a theoretical model which could shed light on the functioning of developing macroeconomies. An effort will be made to address this possibility by modeling the determinants of private investment in LDCs in a way that will allow an examination of the effects of high external debt and repayment problems on private investment. This will be …

Factors Effecting Bangladesh Jute Prices, Naeem Mohaiemen Jan 1993

Factors Effecting Bangladesh Jute Prices, Naeem Mohaiemen

Honors Papers

I will look at the factors that effect jute prices. This is important for several reasons. Since sudden changes in the price of jute are unanticipated by the individual farmer, they are adversely affected if they produce the same amount of jute each year but suddenly receive lower prices for it. Jute prices are also important factor in Bangladesh's development. If overall production remains stable, but prices suddenly drop, revenue fluctuates. In trying to aid the jute industry, there have been two arguments frequently repeated in Bangladesh. One is that, jute growers need to bring sudden supply shocks to a …

Comment On "Losers And Winners In Economic Growth" By Barro And Lee, Ishrat Husain Dr.

Faculty Research - Talks, Speeches, & Discourse

I am delighted to be a discussant of the paper by Robert Barro and Jong-Wha Lee. A whole endogenous growth industry has taken shape in the past several years, and Barro's contribution to this industry is both impressive and valuable. I would regard this latest paper as a continuation of the quest for enhancing our understanding as to why some countries grow faster than others. As a policy economist working on Africa, an area that has both grown less rapidly than other developing regions and has a disproportionate share of slowgrowing countries, I am particularly attracted to the line of …
