The Effects Of Local Labor Demand On Individual Labor Market Outcomes For Different Demographic Groups And The Poor, Timothy J. Bartik
The Effects Of Local Labor Demand On Individual Labor Market Outcomes For Different Demographic Groups And The Poor, Timothy J. Bartik
Upjohn Institute Working Papers
The contribution of this paper is to use panel data on individuals (specifically, data from the Panel Survey on Income Dynamics) to examine how local demand conditions affect the economic well-being of disadvantaged groups and the poor. Previous research on local labor demand conditions uses data from a single cross-section of local economies, or a time-series of cross-sections of regions. With such data, estimated effects of local labor demand conditions on average labor market outcomes might be attributable to changes in local population composition, as we would expect local demand conditions to change in- and out-migration patterns. Because panel data …

A Review And Appraisal Of Nigeria's Experience With Financial Sector Reform, M. O. Ojo
A Review And Appraisal Of Nigeria's Experience With Financial Sector Reform, M. O. Ojo
CBN Occasional Papers
The primary aim of the paper Is to highlight the policy reforms In Nigeria's financial sector since 1986, assess the results of the reform programme, and Identify the lessons that can be learned from the policy initiatives. The reform package was introduced in 1986 against the background of prolonged macro-economic distortions and economic deterioration, especially during the first half of the 1980s. Financial sector reforms under the aegis of the Structural Adjustment Programme were designed to induce more domestic savings and reduce the distortions in investment decisions. To this end, measures were introduced between 1986 and 1992 (the period covered …

Reemployment Incentives For Unemployment Insurance Beneficiaries: Results From The Washington Reemployment Bonus Experiment, Christopher J. O'Leary, Robert G. Spiegelman, Kenneth J. Kline
Reemployment Incentives For Unemployment Insurance Beneficiaries: Results From The Washington Reemployment Bonus Experiment, Christopher J. O'Leary, Robert G. Spiegelman, Kenneth J. Kline
Upjohn Institute Working Papers
Unemployment insurance is intended to reduce hardship by providing labor force members with partial wage replacement during periods of involuntary unemployment. However, in performing this income maintenance function, unemployment insurance may prolong spells of unemployment. Evidence from a field experiment conducted in Illinois in 1984 suggested that offering unemployment insurance claimants a modest cash bonus for rapid reemployment would increase the speed of return to work and reduce program costs. In 1988 a similar experiment, examining several different bonus offers, was conducted in Washington State. Evidence from the Washington experiment indicates that bonus offers do change job seeking behavior, but …
The Economic Payoffs To Workplace Literacy, Kevin Hollenbeck
The Economic Payoffs To Workplace Literacy, Kevin Hollenbeck
Upjohn Institute Working Papers
This paper focuses on one of the potential benefits to improving the Nation's literacy the economic payoffs. A more literate workforce provides economic benefits to the members of the workforce themselves, to employers, and to society. Workers who improve their basic skills through participation in workplace literacy programs should be more productive and hence earn higher wages and have greater job security. Employers with more productive workers will be more competitive in their industries and will be more profitable. Society gains by having a more productive and stable economy, by having more individuals employed with higher earnings and thus paying …

Forward Exchange Market Unbiasedness: The Case Of The Australian Dollar Since 1984, Peter C.B. Phillips, James W. Mcfarland
Cowles Foundation Discussion Papers
This paper implements a new statistical approach to robust regression with nonstationary time series. The methods are presently under theoretical development in other work, and are briefly exposited here. They allow us to perform regressions in levels with nonstationary time series data, they accommodate data distributions with heavy tails and they permit serial dependence and temporal heterogeneity of unknown form in the equation errors. With these features the methods are well suited to applications with frequently sampled exchange rate data, which generally display all of these empirical characteristics. Our application is to daily data on spot and forward exchange rates …
Common Knowledge, John Geanakoplos
Common Knowledge, John Geanakoplos
Cowles Foundation Discussion Papers
This paper surveys the implications of “common knowledge” in interactive epistemology and game theory, with special emphasis on speculation, betting, agreeing to disagree, and coordination. The implications of approximate common knowledge are also analyzed. Approximate common knowledge is defined three ways: as knowledge of knowledge … of knowledge, iterated N times; as p -common knowledge; and as weak p -common knowledge. Finally the implications of common knowledge are examined when agents are boundedly rational.

On The Sources And Significance Of Interindustry Differences In Technological Opportunities, Alvin K. Klevorick, Richard C. Levin, Richard R. Nelson, Sidney G. Winter
Cowles Foundation Discussion Papers
The set of technological opportunities in a given industry is one of the fundamental determinants of technical advance in that line of business. We examine the concept of technological opportunity and discuss three categories of sources of those opportunities: advances in scientific understanding and technique, technological advances originating in other industries and in other private and governmental institutions, and feedbacks from an industry’s own technological advances. Data from the Yale Survey on Industrial Research and Development are used to measure the strength of various sources of technological opportunity and to discern interindustry differences in the importance of these sources. We …
Nonlinear Econometric Models With Deterministically Trending Variables, Donald W.K. Andrews, John Mcdermott
Nonlinear Econometric Models With Deterministically Trending Variables, Donald W.K. Andrews, John Mcdermott
Cowles Foundation Discussion Papers
This paper considers an alternative asymptotic framework to standard sequential asymptotics for nonlinear models with deterministically trending variables. The asymptotic distributions of generalized method of moments estimators and corresponding test statistics are derived using this framework. The asymptotic distributions are shown to be the same with deterministically trending variables as with non-trending variables. That is, the distributions are normal and chi-squared respectively. The asymptotic covariance matrices of the estimators, however, are found to depend on the form of the trends. These findings provide a justification for the use of standard asymptotic approximations in nonlinear models even when the variables have …

The Effect Of Uncertainty On A Joint Product Model Of Smuggling, Scott Fausti
The Effect Of Uncertainty On A Joint Product Model Of Smuggling, Scott Fausti
Economics Staff Paper Series (1969 - 2017)
Extending the seminal work of Bhagwati and Hansen (1973) on smuggling, Pitt (1981) developed a joint export smuggling model to investigate the welfare effect of illegal transactions. This paper develops an extension of Pitt's original model which allows many of the interesting features of the Bhagwati and Hansen model to be reexamined within a joint product model of smuggling framework. The extension is made through the following modifications to Pitt's assumptions: 1) firms that export are free to engage in joint product smuggling or strictly legal trade; and 2) uncertainty is introduced into the model via active government enforcement. The …
Are Tax Rates Too Volatile?, Gregory Hess
Are Tax Rates Too Volatile?, Gregory Hess
CMC Faculty Publications and Research
The way in which a government chooses to raise tax revenue over time has attracted considerable attention both in the tax literature, and the political business cycle literature. The tax literature ahs emphasized planning problems where the government chooses taxes and a path for government debt to minimize the excess burden of taxes over time. Alternatively, the political business cycle models focus on the fiscal policies pursued by incumbent governments to either improve their reelection prospects or to constrain the policies that future governments in power will pursue.
This paper addresses the question of whether tax rates fluctuate “in excess” …

Classical Estimation Methods For Ldv Models Using Simulation, Vassilis A. Hajivassiliou, Paul A. Ruud
Classical Estimation Methods For Ldv Models Using Simulation, Vassilis A. Hajivassiliou, Paul A. Ruud
Cowles Foundation Discussion Papers
This paper discusses estimation methods for limited dependent variable (LDV) models that employ Monte Carlo simulation techniques to overcome computational problems in such models. These difficulties take the form of high dimensional integrals that need to be calculated repeatedly but cannot be easily approximated by series expansions. In the past, investigators were forced to restrict attention to special classes of LDV models that are computationally manageable. The simulation estimation methods we discuss here make it possible to estimate LDV models that are computationally intractable using classical estimation methods. We first review the ways in which LDV models arise, describing the …

Admissibility Of The Likelihood Ratio Test When A Nuisance Parameter Is Present Only Under The Alternative, Donald W.K. Andrews, Werner Ploberger
Cowles Foundation Discussion Papers
This paper establishes the asymptotic admissibility of the likelihood ratio (LR) test for a general class of testing problems in which a nuisance parameter is present only under the alternative hypothesis. The paper also establishes the finite sample admissibility of the LR test for testing problems of this sort that arise in Gaussian linear regression models with known variance.

Why Agriculture Should Not Be Taxed?, Ishrat Husain Dr.
Faculty Research - Newspaper and Magazine Articles
The debate about taxing agriculture incomes in Pakistan has been contentious, unending and fierce. I have followed this debate with a great deal of interest and thought it might be useful to analyse this issue in the context of the experience of other developing countries who have already traversed this path. The arguments favoring taxation on agriculture income in Pakistan can be broadly grouped into three categories.

Simulating Normal Rectangle Probabilities And Their Derivatives: The Effects Of Vectorization, Vassilis A. Hajivassiliou
Simulating Normal Rectangle Probabilities And Their Derivatives: The Effects Of Vectorization, Vassilis A. Hajivassiliou
Cowles Foundation Discussion Papers
An extensive literature in econometrics and in numerical analysis has considered the computationally difficult problem of evaluating the multiple integral representing the probability of a multivariate normal random vector constrained to lie in a rectangular region. A leading case of such an integral is the negative orthant probability, implied by the multinomial probit (MNP) model used in econometrics and biometrics. Classical parametric estimation of this model requires, for each trial parameter vector and each observation in a sample, evaluation of a normal orthant probability and its derivatives with respect to the mean vector and the variance-covariance matrix. Several Monte Carlo …

Innovation In Planning Hungarian Labor Market Programs, Christopher J. O'Leary
Innovation In Planning Hungarian Labor Market Programs, Christopher J. O'Leary
Conference Papers
This paper summarizes the important features of the Hungarian ALPs (active labor market programs) and reports on the system to assess the effectiveness of ALPs which is now being implemented in Hungary. The system being introduced in Hungary is an example of "entrepreneurial government" in the sense of Osborne and Gaebler (1992). The paper lists performance indicators (PI) used for each program, and explains how they are used with administrative and follow-up data. The system of PI is designed to monitor performance while allowing decentralized decision making and avoiding adverse incentives. The system is designed to promote superior performance through …
State Strategy For Developing Base Industries: A Massachusetts Case Study, Chris Tilly
State Strategy For Developing Base Industries: A Massachusetts Case Study, Chris Tilly
New England Journal of Public Policy
In developing strategies for economic development, state governments must target base industries that bring income into the state and drive the rest of the economy. This article presents a case study of industry analysis and development strategy for Massachusetts, focusing on the state's base industries. Particular attention is paid to the role of industry clusters — groups of industries linked through customer, supplier, or other relationships, and typically concentrated geographically as well. After assessing strengths and weaknesses of the state's economy, the author concludes that despite the current severe recession, the state possesses the basis for renewed growth. Policy implications …
