Evaluating Mccallum's Rule For Monetary Policy, Dean D. Croushore, Tom Stark Jan 1995

Evaluating Mccallum's Rule For Monetary Policy, Dean D. Croushore, Tom Stark

Economics Faculty Publications

Some economists have proposed that the Federal Reserve follow a rigid rule for conducting monetary policy. A policy rule is a formula that tells the Fed how to set monetary policy. For example, in 1959 Milton Friedman argued that the Fed should increase the money supply a constant 4 percent each year to eliminate inflation and avoid destabilizing the economy. More recently, other economists have identified an additional benefit: a rule can eliminate the inflationary bias that could occur when discretionary monetary policy is used. Under a discretionary policy, decisions are made on a case-by-case basis.

But economists don't agree …

A Cost-Benefit Analysis For The Implementation Of Lean Logistics To Aircraft Structural Repair At The Air Force Material Command's Warner Robins Air Logistics Center/Depot, Richard J. Ruggiero Jan 1995

A Cost-Benefit Analysis For The Implementation Of Lean Logistics To Aircraft Structural Repair At The Air Force Material Command's Warner Robins Air Logistics Center/Depot, Richard J. Ruggiero

Masters Culminating Experiences (1993-2011)

This research conducts a cost-benefit analysis of the implementation of lean logistics to the repair of aircraft structural components at the Air Force Material Command's (AFMC) Warner Robins Air Logistics Center (WR-ALC). A literature review identifies new business practices in the automotive industry, collectively 'termed "lean production," that were translated by the RAND Corporation into a modified Air Force logistics system-- the "lean logistics" model.

Theoretical costs and benefits from the lean logistics model are translated into empirical costs and benefits associated with aircraft structural repair. The cost-benefit analysis results clearly demonstrate that express distribution costs for the sizable aircraft …

An Impact Analysis Of Employment Programs In Hungary, Christopher J. O'Leary Jan 1995

An Impact Analysis Of Employment Programs In Hungary, Christopher J. O'Leary

Upjohn Institute Working Papers

This paper presents estimates of the impact of retraining and public service employment (PSE) on reemployment and earnings in the Republic of Hungary during the early phase of post-Socialist economic restructuring. Since assignment to programs resulted in groups with vastly dissimilar characteristics, impact estimates were computed using a variety of methods. Controlling for observable characteristics, retraining may have slightly improved the chances for reemployment in a non-subsidized job, but the gain in reemployment was probably not sufficient to justify the cost of retraining. However, since the durability of jobs appears to be better for those who were retrained, the long …

Wage-Rate Subsidies For Dislocated Workers, Carl Davidson, Stephen A. Woodbury Jan 1995

Wage-Rate Subsidies For Dislocated Workers, Carl Davidson, Stephen A. Woodbury

Upjohn Institute Working Papers

An array of innovative policies has been suggested to address more effectively the needs of dislocated workers. In this paper, we model and simulate the impacts of a wage-rate subsidy (or salary supplement) program in which a dislocated worker who becomes reemployed would receive a payment equal to one-half the difference between the wage previously earned and the wage currently earned. The simulations are based on a search model that is institutionally rich and that provides estimates of the impacts of a wage subsidy by incorporating empirical results from the reemployment bonus experiments that were conducted in the mid- to …

Who Moonlights And Why? Evidence From The Sipp, Jean Kimmel, Karen Smith Conway Jan 1995

Who Moonlights And Why? Evidence From The Sipp, Jean Kimmel, Karen Smith Conway

Upjohn Institute Working Papers

Multiple job-holding is a significant characteristic of the labor market, with approximately 6 percent of all employed males reporting a second job in 1993 (Mishel and Bernstein, 1995, p. 226). Moonlighting reflects growing financial stress arising from declining earnings, as well as an increased need for flexibility to combine work and family. Approximately 40 percent of moonlighters report taking the second job due to economic hardship. Additionally, moonlighting is a reflection of the worker's choice to pursue entrepreneurial activities while maintaining the financial stability offered by the primary job. To restate in economic terminology, moonlighting arises from at least two …

Using Performance Indicators To Improve The Effectiveness Of Welfare-To-Work Programs, Timothy J. Bartik Jan 1995

Using Performance Indicators To Improve The Effectiveness Of Welfare-To-Work Programs, Timothy J. Bartik

Upjohn Institute Working Papers

This paper argues that it is feasible to develop good indicators of the performance of a particular welfare-to-work program, office, or contractor. Performance indicators can motivate local offices, contractors, and staff to be more effective in achieving the program's goals. Performance indicators can provide information on what program strategies lead to the greatest long-run success. To be most useful, performance indicators must be simple and timely and control for factors other than the program's effectiveness that influence whether welfare recipients "succeed."

A Review Of Retirement Income Policy Models, Kevin Hollenbeck Jan 1995

A Review Of Retirement Income Policy Models, Kevin Hollenbeck

Upjohn Institute Working Papers

Public policymakers and program administrators often face decisions that impact the retirement incomes of individuals. An important question that these decision-makers may wish to address concerns the distributional impacts of the programmatic changes under consideration. Who (what population groups) would gain income and how much? Who would be unaffected? Who would lose and by how much? The question that this paper investigates is the extent to which computer models and associated policy analysis capability are available to provide decision makers with this kind of information. Specifically, the paper reviews a class of models that may be designated as retirement income …

Trade And Wages: Choosing Among Alternative Explanations, Jagdish N. Bhagwati Jan 1995

Trade And Wages: Choosing Among Alternative Explanations, Jagdish N. Bhagwati

Faculty Scholarship

The decline in unskilled workers’ real wages during the 1980s in the United States and the increase in their unemployment in Europe (due to the comparative inflexibility of European labor markets vis-à-vis those in the United States) have prompted a search for possible explanations. This search has become more acute with the evidence that the adverse trend for the unskilled has not been mitigated during the 1990s to date.

A favored explanation, indeed the haunting fear, of the unions and of many policymakers is that international trade is a principal source of the pressures that translate into wage decline and/or …

Unemployment And Liquidity Constraints, Vassilis A. Hajivassiliou, Yannis M. Ioannides Jan 1995

Unemployment And Liquidity Constraints, Vassilis A. Hajivassiliou, Yannis M. Ioannides

Cowles Foundation Discussion Papers

In this paper we propose a modelling approach for labor supply and consumption decisions that is firmly grounded within a utility maximizing framework and allows for a role of such institutional constraints as limited access to borrowing and involuntary unemployment. We report estimations for a system of dynamic probit models with data from the Panel Study of Income Dynamics. These estimations test broad predictions of the theoretical model. One of our models describes a household’s propensity to be liquidity constrained in a given period. The second is a dynamic ordered probit model for a labor constraint indicator describing qualitative aspects …

Missing Links In The Study Of Puerto Rican Poverty In The United States, James Jennings Jan 1995

Missing Links In The Study Of Puerto Rican Poverty In The United States, James Jennings

William Monroe Trotter Institute Publications

This Occasional Paper, based on a presentation to the National Puerto Rican Coalition in Washington, DC, in 1992, proposes some limitations in "quantitative-only" research focusing on Puerto Rican poverty in the United States. An overreliance on quantitative-based analysis, as well as overlooking historical and comparative data, may not allow for a full understanding and awareness of the nature and maintenance of poverty in Puerto Rican communities in the United States. While the presentation acknowledges the importance of sophisticated quantitative research, it implies that joined together with historical and comparative analysis, investigations of Puerto Rican poverty would be vastly improved. An …

Assisting Workers Displaced By Structural Change: An International Perspective, Duane E. Leigh Jan 1995

Assisting Workers Displaced By Structural Change: An International Perspective, Duane E. Leigh

Upjohn Press

Leigh begins by providing a summary of the evolution of labor market programs in seven industrialized countries: Australia, Canada, Germany, Japan, Sweden, the United Kingdom, and the U.S. He points out that a number of these nations are dealing with long-term unemployment by linking unemployment insurance benefits to participation in labor market programs, and that this is a requirement U.S. policy makers should examine closely. Leigh also performs informal cross-country evaluations of these countries' programs, focusing on policies he feels merit attention. A three-level active labor market program is then proposed for the U.S.

Pension Incentives And Job Mobility, Alan L. Gustman, Thomas L. Steinmeier Jan 1995

Pension Incentives And Job Mobility, Alan L. Gustman, Thomas L. Steinmeier

Upjohn Press

Using models developed for this study which incorporate an array of behaviors generally omitted from conventional models relating backloading to turnover, Gustman and Steinmeier find that backloading plays only a slight role in explaining mobility differences associated with pension coverage. They propose that higher wages often paid at pension-covered jobs play a greater role in reducing mobility than do pensions.

Income Inequality In Developing Countries, Baindu Banya '95 Jan 1995

Income Inequality In Developing Countries, Baindu Banya '95

Honors Projects

Globally, it is reported that the top 1 percent of income recipients receive about 15 percent of worldwide income, and the top 5 percent receive 40 percent of all income. Meanwhile, the poorest 20 percent receive only 1 percent of the global income. This paper attempts to unlock the significant factors that affect income inequality. In 1963, Simon Kuznets derived the inverted U hypothesis from which he inferred that through the course of development, as per capita income increases, initially, income inequality will increase before it starts to improve. Hence he inferred that the trend of income inequality through a …

The Effects Of Subsidies On Public Transit Long-Run Costs, Kofi Obeng, Wayne K. Talley, Christopher Colburn Jan 1995

The Effects Of Subsidies On Public Transit Long-Run Costs, Kofi Obeng, Wayne K. Talley, Christopher Colburn

Economics Faculty Publications

This paper investigates sources of public transit long-run cost increases attributable to transit subsidies. The sources include wage, vehicle capital price and service increases. Service expansion is found to be the major source. Transit cost increases related to subsidies are classified as input price, output and finance effects of these subsidies. Transit costs are more responsive to federal operating subsidies, followed in declining order by local operating, state operating and capital subsidies, respectively.
