A Comparative Review Of The Major Options For The Marketing Of Nigeria's Agricultural Commodities, M. O. Ojo, E. E. Inang, E. U. Ukeje Aug 1995

A Comparative Review Of The Major Options For The Marketing Of Nigeria's Agricultural Commodities, M. O. Ojo, E. E. Inang, E. U. Ukeje

CBN Occasional Papers

The main aim of the paper is to critically review past commodity marketing systems in Nigeria, highlight some of the weaknesses which constrained their efficiency, as well as assess the performance of the present system and determine the advisability of retaining or modifying the present marketing arrangement. The performance of the Commodity Boards before their abolition in 1986 was adjudged unsatisfactory. However, since the abolition of the Boards, it has been observed that the new produce marketing arrangement has introduced some dynamism into commodity pricing as produce prices for the first time have been determined by the combined forces of …

Towards Improved Competitiveness Of The Economies Of The West African Economic And Monetary Union, E. O. Akinnifesi Aug 1995

Towards Improved Competitiveness Of The Economies Of The West African Economic And Monetary Union, E. O. Akinnifesi

CBN Occasional Papers

As is well known, a monetary union with a common currency confers on its members the advantage of fixed exchange rate and consequent relative price stability. While these advantages held sway up to the mid-1980s in the case of the seven member countries of the CEA franc zone in West Africa, the vulnerability of the zone to external shocks became manifest from the second half of the 1980s. Fairly persistent overvaluation of the CEA franc over time had weakened the competitiveness of the export sector leading to several economic problems including domestic and external debt arrears, capital flight, and negative …

Growth, Trade, And International Transfers, Eric O'N. Fisher Aug 1995

Growth, Trade, And International Transfers, Eric O'N. Fisher

Economics

This paper analyzes the simplest neoclassical economy in which agents have finite lives and there is sustained per capita growth. The growth rate of the world economy depends upon countries’ savings propensities and common technology. Trade can reverse an economy’s autarkic growth trajectory, and a country with a high savings rate runs a current account surplus. If a surplus country expands aggregate demand while a deficit country contracts analogously, world growth increases. An appropriate international policy can change the path of the world economy from stagnation to growth.

A New Way Of Thinking About The Current Account, Eric O'N. Fisher Aug 1995

A New Way Of Thinking About The Current Account, Eric O'N. Fisher

Economics

Extending the theory of generational accounts, I show that the conventional current account is not related to the real effects of a country's fiscal policy. For any international array of fiscal policies, a country can implement its own policy so that the conventional government and current account deficits are zero in every period. I argue that economists should develop a new measure of the current account. This measure is forward looking and keeps track of expected transfers between countries.

Will Seek Funding Help Bring Equity In Educational Output To Kentucky's School Districts?, William Winfrey Aug 1995

Will Seek Funding Help Bring Equity In Educational Output To Kentucky's School Districts?, William Winfrey

Masters Theses & Specialist Projects

The Constitution of the United States gave the individual states the responsibility of providing an adequate minimum education to their citizens. With this responsibility came the additional responsibility of financing the educational process. I will examine the historical thoughts on funding, emphasizing Kentucky, past and present. An ordinary least squares regression analysis will be used to predict the success of the Support Educational Excellence in Kentucky formula. Success is defined as bringing equity of testbased outputs to all school districts. The model and variables are then examined and conclusions drawn concerning the new funding formula.

Labor Income Indices Designed For Use In Contracts Promoting Income Risk Management, Robert J. Shiller, Ryan Schneider Aug 1995

Labor Income Indices Designed For Use In Contracts Promoting Income Risk Management, Robert J. Shiller, Ryan Schneider

Cowles Foundation Discussion Papers

Labor income indices are created for groupings of individuals, using data from the Panel Study of Income Dynamics. People are grouped by a clustering algorithm based on an estimated transition matrix between jobs, by education level, and by skill category. The groups are defined so that relatively few people move between them. For each of the groupings, we generate a labor income index using a hedonic repeated-measures regression methodology. Similarities between pairs of indices and between indices and individual labor incomes are described. It is argued that indices like those presented here might someday be used in settlement formulae in …

Evaluating The Probability Of Failure Of A Banking Firm, Moshe Buchinsky, Oved Yosha Aug 1995

Evaluating The Probability Of Failure Of A Banking Firm, Moshe Buchinsky, Oved Yosha

Cowles Foundation Discussion Papers

We develop a dynamic model in which the probability of failure of an infinitely lived financial intermediary (bank) is determined endogenously as a function of observable state and policy variables. The bank takes into account the effect of the optimal policy (the interest on deposits, dividend payouts, risky investments) on the probability of failure, which in turn affects the bank’s ability to extract deposits. With the aid of simulations we study the effect of variables such as bank size, the riskiness of the bank’s investment opportunities, and reserve requirements on the bank’s optimal policy and on its probability of failure. …

A Model For Simulating Life Histories Of The Elderly: Model Design And Implementation Plans, Douglas Wolf, Jan Ondrich, Kenneth G. Manton, Eric Stallard, Max A. Woodbury, Larry Corder Aug 1995

A Model For Simulating Life Histories Of The Elderly: Model Design And Implementation Plans, Douglas Wolf, Jan Ondrich, Kenneth G. Manton, Eric Stallard, Max A. Woodbury, Larry Corder

Center for Policy Research

This paper provides a strategy for the development of a model of life-cycle change in functional status, economic well-being, and family composition, with particular attention to persons aged 65 and older. The overall goal is to use the model as the basis for individual-level projections of the later life cycle, that is, microsimulation. Specifically, the scope of the project includes: 1. Specification and estimation of equations for the dynamics of functional status, nursing home occupancy, income and death among those aged 65+, using data from the 1982, 1984, and 1989 National Long-Term Care Survey (NLTCS) linked to Medicare data for …

Testable Restrictions On The Equilibrium Manifold, Donald J. Brown, Rosa L. Matzkin Aug 1995

Testable Restrictions On The Equilibrium Manifold, Donald J. Brown, Rosa L. Matzkin

Cowles Foundation Discussion Papers

We present a finite system of polynomial inequalities in unobservable variables and market data that observations on market prices, individual incomes and aggregate endowments must satisfy to be consistent with the equilibrium behavior of some pure trade economy. Quantifier elimination is used to derive testable propositions on finite data sets for the pure trade model.

Job Growth And The Quality Of Jobs In The U.S. Economy, Susan N. Houseman Aug 1995

Job Growth And The Quality Of Jobs In The U.S. Economy, Susan N. Houseman

Upjohn Institute Working Papers

During the 1980's employment grew rapidly in the United States, prompting many analysts to label the U.S. economy the great American job machine. But while aggregate employment increased rapidly during the 1980's, many did not benefit from the expansion. Among less educated prime-age males, unemployment rates rose and labor force participation rates declined sharply. Moreover, although job growth was high, many argued that the quality of American jobs as measured by wages, benefits, and job security deteriorated. The decline of jobs in the high-paying manufacturing sector and the growth of jobs in the low-paying services sector, the growth in part-time …

The Influence Of Special District Government On Public Spending And Debt, Michael L. Marlow Jul 1995

The Influence Of Special District Government On Public Spending And Debt, Michael L. Marlow

Economics

Growth in special district governments is examined as a reason behind public sector expansion in the United States. A theoretical model is developed of the optimal mix of government suppliers which predicts how special district governments affect the overall provision of government policies. The hypothesis that expansion of special district governments leads to expansion of the public sector is expirically examined over two time periods.

Information Externalities, Share-Price Based Incentives And Managerial Behaviour, Simon Grant, Stephen King, Ben Polak Jul 1995

Information Externalities, Share-Price Based Incentives And Managerial Behaviour, Simon Grant, Stephen King, Ben Polak

Cowles Foundation Discussion Papers

We survey recent theoretical research on the effects of short-term share-price based marginal incentive schemes. Such schemes can induce inefficient managerial behaviour in both hidden action and hidden type contexts. These problems arise from informational asymmetries: managers take actions to manipulate the information flow rather than to maximize firm value. More generally, imperfect transmission of information between managers and shareholders or between managers of different firms can lead to similar distortions even when the parties’ interests are aligned.

Testing Additivity In Generalized Nonparametric Regression Models, Pedro Gozalo, Oliver B. Linton Jul 1995

Testing Additivity In Generalized Nonparametric Regression Models, Pedro Gozalo, Oliver B. Linton

Cowles Foundation Discussion Papers

We develop kernel-based consistent tests of an hypothesis of additivity in nonparametric regression extending recent work on testing parametric null hypotheses against nonparametric alternatives. The additivity hypothesis is of interest because it delivers interpretability and reasonably fast convergence rates for standard estimators. The asymptotic distributions of the tests under a sequence of local alternatives are found and compared: in fact, we give a ranking of the different tests based on local asymptotic power. The practical performance is investigated via simulations and an application to the German migration data of Linton and Härdle (1996).

Many people believe that the Department of Commerce has outlived its usefulness. Eliminating the whole department is one way for the federal government to reduce unnecessary costs and regulation. Certain divisions that are essential could be slimmed down and moved to other departments.

Workers, Trade Unions And The State In Egypt, 1984-1989, Omar El Shafei Jul 1995

Workers, Trade Unions And The State In Egypt, 1984-1989, Omar El Shafei

Faculty Books

In the last paragraph of their masterpiece on the Egyptian workers' movement, Workers on the Nile, Joel Beinin and Zachary Lockman suggested that "[t]he strike and riot of textile workers in Kafr al-Dawwar in September 1984 may signal an end to the period of relative economic peace and labor quiescence" in Egypt. Their expectation turned out to be true. The 1984 upheaval in Kafr al-Dawwar was followed by five years of intensifying workers' struggle throughout Egypt. This culminated in two major sit-ins at the Helwan Iron and Steel Company in July and August 1989. Two salient aspects of this period …
