Ncaa Scholarship Cuts And Black Coaches Assn.- Nfl Conference Finals, Richard C. Crepeau

The NCAA decided a year ago to cut the number of scholarships for men's basketball from fifteen to thirteen. Two weeks ago that body in convention rejected an attempt by a number of coaches to restore one of the two scholarships. This produced cries of pain from several of the coaches, and from one coaches group, the Black Coaches Association. They claimed racism, and threatened a boycott. The threat was withdrawn when the Congressional Black Caucus and the Justice Department displayed some interest in the subject. One can only speculate that the NCAA would have preferred a boycott to the …

On Sport and Society
It is fascinating to be in the middle of a sporting event and to be surrounded by thousands of people who are rabidly involved, and to be in a position in which you are essentially indifferent to the outcome. The most startling thing about this experience is the realization that human beings could get worked into a frenzy by something of such little significance, while knowing that you yourself would be in the same state if it was your favorite team that was involved. In some ways it is a sobering experience.

Interest in leadership has intensified during the past decade. This heightened interest in leadership appears to be encouraging communication departments to offer leadership coursework. This article provides a model for a communication-based course in leadership. A sample syllabus, information on preferred teaching methods, and instructional resources are presented.

Changes In Water Allocation Mechanisms For California Agriculture, David Zilberman, Neal Macdougall, Farhed Shah

Existing institutions allocating water in California reflect prior appropriation water rights established when water was abundant. These allocation rules queue users and do not encourage water conservation. increased water scarcity and growing valuation of water's environmental benefits are inducing a transition to water allocation mechanisms that increase water efficiency in agriculture. Transferable rights systems will lead to market-like water allocation, induce farmers to adopt water conservation technology, and may not face strong objection from senior water rights holders. One must weigh the efficiency gains associated with transition from water rights to water markets against the transaction costs associated with installing …
