This paper describes the bid signaling that occurred in many of the FCC spectrum auctions. Bidders in these auctions bid on numerous spectrum licenses simultaneously, with bidding remaining open on all licenses until no bidder is willing to raise the bid on any license. Simultaneous open bidding allows bidders to send messages to their rivals, telling them on which licenses to bid and which to avoid. This “code bidding” occurs when one bidder tags the last few digits of its bid with the market number of a related license. Of course the charm of the Cubs is not simply that they lose, but that they are lovable losers. This is what inspires undying devotion in their fans. Indeed if the Cubs were to do the improbable, nay the impossible, and win a World Series I suspect Cub fans would lose the essence of their Cubness.

The death of Roone Arledge this past week marks the passing of one those remarkable figures in recent history who had a major influence on mass culture in America. He changed the viewing habits of Americans, transformed the way in which television covers sport, altered the nature and character of American sport, and transformed the way in which television presents reality to the American public. For all of these reasons Roone Arledge cast a large shadow over America in the second half of the twentieth century.

This paper presents a theory of the leadership process within the particular substantive setting of a large government bureaucracy. The study organisation (labelled AGRO) possesses a dominant engineering culture and has a history characterised by non- tumultuous change. The research methodology of orthodox grounded theory was employed. The main concern of the participants was found to be a desire to close the gap between their current work reality and that level they perceived themselves to be capable of achieving. The aim of this article is to illustrate the usefulness of an exploratory tool called dynamic perceptions based market segmentation (dynPBMS, based on the PBMS approach introduced by Mazanec and Strasser (2000) and Buchta, Dolnicar and Reutterer (2000)) for the investigation of image patterns in the marketplace as well as structural changes of such patterns over time. Under certain conditions, otherwise identical, competing firms may find it jointly preferable to face differing degrees of trade barriers on individual products rather than symmetric trade barriers. The key is the ability to reduce marginal production cost via research and development. The economic significance of this insight is that there could be a role for a market for quota allotments. This insight also has applications to Voluntary Export Restraints in which a priori symmetric, restricted firms may prefer to have individual production levels allocated asymmetrically. This indicates the need for detailed studies of how quotas are met by individual firms. …

Ultimately, this paper stems from two cultural strands which intersect in one cultural form, self-improvement advertising aimed at men. The first of these is the figure of the "new man," which appeared in the mid-1980s. The novelty lies in the positioning of masculine bodies precisely for the purpose of being seen. The available criticism was not equipped to account for these positionings. The second cultural strand, the proliferation of technologies which alter the body itself, as opposed to its coverings, makes the gap in the criticism more apparent. Residential location choices are analyzed to determine the significance of local attributes in the moving decision. A unique data set consisting of 602 recent movers in Maine is used to perform the analysis. Additionally, municipality-level data for 531 municipalities in Maine are used in the analysis. The community-level data are fiscal, social, and environmental in nature. A conditional logit model is estimated to model the choice of community as a function of the community characteristics, and a mixed logit model is estimated to model the choice of community as a function of both community characteristics and characteristics of the household. …

Over the past decade there has been an increasing national emphasis on the participation of individuals with disabilities in the labor force. This concern was recognized through Executive Order No. 13078 signed by President Bill Clinton in March 1998, establishing the Presidential Task Force on Employment of Adults with Disabilities. The Task Force was charged with a mission "to create a coordinated and aggressive policy to bring adults with disabilities into gainful employment at a rate that is as close as possible to that of the general adult population" (Section 1 (c)). This paper is motivated by the claim that promotion probabilities are lower for women than men. Using data from the 1984 and 1989 National Longitudinal Youth Surveys, this paper tests this claim and two related hypotheses concerning training and ability. It is found that females are less likely to be promoted than males, and females receive less training than males. The relationship between promotion and gender varies across occupations, however, suggesting that the alleged glass ceiling faced by women and other minorities in the workplace is not uniform across all labor markets.

Policy makers and extension planners often assume smallholder mixed farming systems are incapable of evolving fast enough to meet growing food demands and that livestock are relatively unimportant to household food production or welfare (FDRE, 1994), except for intensive units. The resulting policy promotes substitution of either intensive cropping or livestock production in place of the traditional mixed portfolio. Although widely promoted in the Harar Highlands, farmers resist these recommendations in favour of more diverse and integrated systems with crops, livestock, and non-agricultural activities. Cattle production on Brachiaria pastures is a primary use of cleared forestland in the western Brazilian Amazon. About 6.8 million hectares in the States of Acre and Rondônia have been deforested, where 75% of land is now grazed (IBGE, 1998). The principal pasture species are B. brizantha and B. decumbens with the latter in decline from spittlebug susceptibility (Deois incompleta; Gonçalves et al., 1996). The general pattern of pasture establishment in the Amazon basin includes felling and burning forest biomass, planting annual crops for one to three years (especially on small farms), and then seeding to grasses. This project was designed to shed light on the widening gap between white and minority pension coverage during recent years. The hypothesis under investigation is that the divergence in white/minority coverage may be due in part to differences in the rates at which white and minority workers are choosing to participate in voluntary salary reduction plans.
