When there is an economic downturn, cities are forced to develop a strategy to revitalize. Increasing the transfer of high technology into the marketplace stimulates the economy. Although some argue that everyone in the debate shares a passionate concern for the welfare of animals, a rift over this issue divides the shelter community. Ultimately, the best interests of animals may not be best addressed in a climate of controversy and criticism. To understand and perhaps reduce this controversy, the tensions fueling the no-kill conflict need to be identified and the breadth of the gulf separating its two camps assessed.

On June 15, 1999, the European Union (EU) passed a directive on the welfare of laying hens, requiring that battery cages (so called because they are arranged in batteries of rows and tiers) be phased out by 2012. Enriched laying cages (which may also be arranged in batteries but which provide increased area and height, when compared with conventional cages, and a perch, nest box, and litter area) will still be allowed. There are approximately 6.9 million horses in the United States, more than in any other country in the world (American Horse Council 2000) (Table 1). That fact alone should inspire Americans to improve equine welfare, although it must be said that the state of domesticated horses is better now than it was fifty years ago.

The dissertation critically examines the content of El Malcriado , a movement newspaper published by the Farm Worker Press in Delano, California between 1964 and 1975. El Malcriado resulted from the efforts of people attempting to create a cultural space to challenge and reconstruct the asymmetrical relations of power between farm workers and California agribusiness. Within the pages of the newspaper, its articles, cartoons, featured news stories, and editorials convey a narrative that points to the struggle of defining a farm worker position in opposition to the status quo of California agribusiness.

Using digital media, we wanted to give readers full access to a scholarly argument, the historiography about it, and the evidence for it. Our early models of the article contained neat squares and lines and carefully arranged explanations of the links from one part to another. Through two sets of readings by peer reviewers and presentations to a range of audiences, we have revised our presentation and our argument while maintaining the original purpose of the article. This essay introduces the electronic article and explains its development, as well as our intentions for it.

The high price of housing on the coasts, population growth in the large metropolitan areas of the south, southwest, and west, and the issue of affordability for low- and moderate-income households across the country fueled the view that housing production was insufficient and that the shortfall was contributing to rising prices and limited housing choice. Indeed, underlying all of the housing-related changes and issues of the 1990s were the factors of supply and demand. The nation grew by 13.5 million households while 13.2 million building permits were filed. Nationally, housing supply was just about in balance with population growth. But …

Day after day, people get terminated, injured, or even killed. In forensic economics, more specifically, in personal injury and wrongful death litigation, the injured party is often allowed to receive compensation for the economic losses suffered. It is the job of an economic expert to evaluate the damages in the different personal injury and wrongful death cases. The following report demonstrates three different situations when economic damage evaluation would be performed by an expert. Seamless service delivery means that a customer receiving services can move between two or more agencies with limited disruption. Seamless services have not been accomplished when a customer must take a cross-town bus to travel from one agency to another. To address this issue, many One-Stop career centers are looking into how staff from their partner agencies can physically share space.
