The purpose of this study was to determine if survey medium (paper versus computer) affected responses and response rates in Air Force personnel. The study compared responses and response rates from 900 randomly selected Air Force active-duty members using a paper-based survey, a computer-based survey, and a more complex computer-based survey. The first computer-based survey minimized the differences between itself and the paper-based survey to more accurately quantify any bias due solely to the computer medium. Computer-Based Methods For Constructing Two-Level Fractional-Factorial Experimental Designs With A Requirement Set, Steven L. Forsythe

This dissertation developed four methodologies for computer-aided experimental design of two-level fractional factorial designs with requirement sets (DOE/RS). The requirement sets identify all the experimental factors and the appropriate interaction terms to be evaluated in the experiment. Taguchi graphs and similar manual methods provide techniques for solving the DOE/RS problem. Unfortunately, these methods are limited because they become difficult to use as the number of factors or interaction terms exceeds ten. This research makes significant contributions towards improving the efficiency of simulation studies using an external analytical model. The foundation for this research is the analytical control variate (ACV) method. The ACV method can produce significant variance reduction, but the resulting point estimate may exhibit bias. A Monte Carlo sampling method for resolving the bias problem is developed and demonstrated through a queueing network example. The method requires knowledge of the parameters and approximate distributions of the random variables used to produce the ACV. Often, some of these parameters or distributions are not known. This study utilized a case-control methodology to describe and analyze the 115 cases of occupational illnesses reported by civilian employees of Wright-Patterson Air Force Base (AFB) between 1990 and 1995. Determining if a statistically significant association existed between age and duration of employment risk factors and cumulative trauma disorders (CTDs) was a primary objective. The frequency of CTDs among the various organizations at Wright-Patterson AFB are also described. The research could not prove the existence of a significant association for the 44 subjects and 176 controls matched on occupational group. The goal of this research was to develop an instrument capable of measuring the theoretical parameters of organizational learning that could be used as a diagnostic tool to measure an organization's learning potential. This goal was accomplished by developing a pilot questionnaire based on 27 potential learning parameters. The potential parameters of learning were extracted from the literature. A scale of behavioral statements was developed for each potential parameter. The pilot questionnaire was completed by 108 Air Force personnel in Air Force Institute of Technology (AFIT) graduate education programs. The results confirmed 85% of the original scales. This study develops a parametric model that is capable of generating accurate estimates of the costs to close Air Force installations. The new model is based upon, but much simpler to use than, the Cost of Base Realignment Action (COBRA) model. COBRA is an economic cost analysis model that requires a minimum of 250 inputs and as many as 700 inputs. The new parametric model requires just 10 input variables and was developed using least squares multiple regression. Comparison of the new parametric model to COBRA indicates that it captures 91 percent of the variance in cost estimates generated by …

Graduates of the Air Force Institute of Technology's Information Resource Management master's degree program who are subsequently assigned to base-level positions believe their IRM expertise is wasted in base administration roles that preclude the use of their up-to-date technical educations in managing automated information resources. This research forecasts the role AFIT IRM graduates assigned to base-level positions will need to fill by the year 1996. The research further determined what changes are necessary to resolve the perceived differences between current and forecast roles for these graduates.
