This paper presents findings on conditions of healthcare delivery in Afghanistan. There is an ongoing debate about barriers to healthcare in low-income as well as fragile states. In 2002, the Government of Afghanistan established a Basic Package of Health Services (BPHS), contracting primary healthcare delivery to non-state providers. The priority was to give access to the most vulnerable groups: women, children, disabled persons, and the poorest households. In 2005, we conducted a nationwide survey, and using a logistic regression model, investigated provider choice. We also measured associations between perceived availability and usefulness of healthcare providers. Our results indicate that the …

This article discusses how the regulatory environment could possibly have contributed to more concentration and power in the biotech industry. Studies suggest that the prevalence of mental illness in Latinos is similar to that of other groups; however, Latinos are less likely than non-Latino whites to access mental health services, and when they do, the quality of care is poor. To better understand the factors that influence use of mental health services among Latinos, a descriptive, cross-sectional, correlational study was conducted (N= 340; 219 non-consumers and 121 consumers), which examined the association between social capital, acculturation, cultural beliefs or explanatory models of illness, stigma, need, and mental health service use. In recent years, Customs and Border Protection (CBP) has installed radiation sensors to screen cargo containers entering theUnited States. They are concerned that terrorists could use containers to smuggle radiological material into the country and carry out attacks with dirty bombs or a nuclear device. Recent studies have questioned the value of improving this screening system with new sensor technology. The cost of delays caused by frequent false alarms outweighs any reduction in the probability of an attack in an expected cost analysis. Decision analytic modelling enables decision makers to assess the cost-effectiveness associated with a proposed change in a cunent system without physically implementing the changes. This can be achieved by formulating a mathematical model that represents all the major events occuning in the system through fmmulas and algorithms, and estimating the likely outcomes along with their costs. This type of modelling has been identified by the State Health Research Advisory Council (SHRAC) of the Western Australian Depmiment of Health as an asset for the plmming of health care investments in the future. Within the Department of Defense, with changing missions to counter dynamic and asymmetrical threats, the acquisition workforce strives to maximize capability for joint warfighting. How acquisition professionals measure and select capability improvements for the nation’s weapon systems is a perpetual challenge, made even more complex with constrained defense budgets. This study identifies a method for determining which upgrades should be purchased (production) for which aircraft in the F- 15C fleet by optimizing a capability proxy measure. Each upgrade’s “necessity” for a given mission area was obtained by conducting a survey of over 250 experienced F-15C pilots. The solution presented in …

Discussions of economic development and job availability in northeast Ohio often lament the unavailability of a qualified workforce in some sectors. Workforce training and attracting more educated population to the region are sited as important, even critical, objectives for the region. While a more detailed study of the regions’ workforce by The Center for Community Solutions is nearing completion, the release of new data by the Census Bureau provides some enlightening observations about college enrollments and educational attainment in the region.

Wrongly Accused Redux: How Race Contributes To Convicting The Innocent: The Informants Example, Andrew E. Taslitz

This article analyzes five forces that may raise the risk of convicting the innocent based upon the suspect's race: the selection, ratchet, procedural justice, bystanders, and aggressive-suspicion effects. In other words, subconscious forces press police to focus more attention on racial minorites, the ratchet makes this focus every-increasing, the resulting sense by the community of unfair treatment raises its involvment in crime while lowering its willingness to aid the police in resisting crime, innocent persons suffer when their skin color becomes associated with criminality, and the police use more aggressive techniques on racial minorities in a way that raises the …

Human rights violations and abuses affect every region of the globe. The most recent Amnesty International Annual Report details violations in 149 countries. While there are no simple solutions to a problem of this magnitude and complexity, the support of powerful social groups can help in providing relief to the victims, pressure on abusive governments, legal consequences for abusers, and other resources in combating the violence that seems to chronically plague over our world. Forecasters often encounter situations in which the local pattern of a time series is not expected to persist over the forecasting horizon. Since exponential smoothing models emphasize recent behavior, their forecasts may not be appropriate over longer horizons. In this paper, we develop a new model in which the local trend line projected by exponential smoothing converges asymptotically to an assumed future long-run trend line, which might be an extension of a historical long-run trend line. The rapidity of convergence is governed by a parameter. A familiar example is an economic series exhibiting persistent long-run trend with cyclic variation. This …

This report is one of a series on migration to and from the region using the five percent Public Use Microdata Sample (PUMS) of the 2000 Census of Population and Housing and provides a description of foreign migrants moving to the Cleveland-Akron-Lorain (CAL) Consolidated Metropolitan Area (CMSA) from 1995 to 2000.* The report identifies the countries of origin of migrants and compares the demographic, socioeconomic, and housing characteristics of the foreign migrants to the CAL with other groups, including foreign migrants to Ohio and the nation, and, at times, to domestic migrants to and from the CAL.

CPortS is a transportation logistics simulation that models the flow of military cargo through a seaport and the interaction of the cargo with the port resources and infrastructure. It provides information about the seaport's capabilities, how the cargo has been handled, how many days the cargo took to clear a particular port area, and the overall throughput of the seaport. The model is highly data intensive since it models the huge traffic in a real seaport.

The primary objective of this thesis is to provide support for statistical analysis of CPortS: a transportation logistics simulation, which models the movement of military traffic through seaports and the interaction of the traffic with port infrastructure. By any standards, CPortS is a very large, data intensive simulation. It provides capabilities for analyzing many important issues such as port clearance and throughput. CPortS was classically run in single run mode. Only a single replication of the simulation was performed and conclusions were drawn from the results obtained.
