The University of Tennessee (UT) developed its first formal and coordinated efforts in nuclear security education in 2008-2009 with its graduate certificate program in nuclear security in the Department of Nuclear Engineering. Building on this work, in 2011 UT established the UT Institute for Nuclear Security (INS) as a collaborative center at the university to expand its curricular impact as well as foster research and partnerships with nearby major governmental facilities engaged in nuclear security work. Oak Ridge National Laboratory (ORNL), the Y-12 National Security Complex (Y-12), and Oak Ridge Associated Universities (ORAU) have joined with UT as charter members …

The international community has spent considerable time, money, and effort attempting to establish a series of national and regional Centres of Excellence (COEs), also known as Nuclear Security Training and Support Centres (NSSCs). These Centres tend to have a wide variety of objectives, structures, and methods of delivery. Unsurprisingly, no internationally accepted standard exists on how they should operate. The IAEA has produced some excellent guidance (TECDOC 1734), but by virtue of its role cannot provide standards for benchmarking success. In this paper, the details of nuclear security education at Pakistan Institute of Engineering and Applied Sciences (PIEAS) have been discussed. Nuclear Security education was initiated at PIEAS as a sub-specialty of its MS Nuclear Engineering Program in October 2009. Two courses, Nuclear Security (NE-581) and Physical Protection Systems (NE-582) have been offered on regular basis in the 3rd and 4th semesters. To date, 72 students have been graduated with this sub-specialty. Viet Nam is expanding its nuclear energy program for the application in various areas including industries, agriculture, healthcare, education and research. Recognizing the importance of the nineteen issues laid out in the IAEA document “Milestones in Development of a National Infrastructure for Nuclear Power” [1], Vietnam is considering how to address these issues. This paper describes the establishment of nuclear security infrastructure in Viet Nam and how Viet Nam has addressed one of the nineteen issues, that is human resource development in nuclear energy in general and in nuclear security in particular.

Providing a systematic training is critical for a state or international perspective to reinforce nuclear security regime nationally or internationally. Korea government recognizes the importance of such challenge, and established the INSA under the KINAC as a Center of Excellence for fostering national nuclear security capacity and contributing international nuclear security governance. Past nuclear accidents, such as Chernobyl, resulted in a large release of radionuclides into the atmosphere. Radiological assessment of the vicinity of the site of the incident is vital to assess the exposure levels and dose received by the population and workers. Therefore, it is critical to thoroughly understand the situation and risks associated with a particular event in a timely manner in order to properly manage the event. Current atmospheric radiological assessments of alpha emitting radioisotopes include acquiring large quantities of air samples, chemical separation of radionuclides, sample mounting, counting through alpha spectrometry, and analysis of the data. Density Functional Theory And The Calculation Of Tcmg2O4 Spinel Lattice Parameters, Jon Karlo Macias

The cohesive energy, lattice constant and bulk modulus of two simple HCP crystal structures of magnesium and technetium were calculated using the vienna ab initio simulation package (VASP) which is based on density functional theory (DFT). The same properties were determined for TcMg2O4 spinel. The theoretical results of the lattice constant of the pure crystals were compared to experimental results and found to be in excellent agreement with a difference of less than 2%. The results for the lattice constant of the TcMg2O4 spinel were found to be in excellent agreement as well with …

Graphite has the potential for inclusion in nuclear waste for disposal in waste repository settings. Implementation of High Temperature Gas-cooled Reactors contributes to this potential through use of TRISO fuel, if direct disposal of the graphite matrix surrounding the fuel is employed. The inclusion of the large mass and volume in the TRISO fuel waste form differs significantly from used light water reactor fuel waste forms, requiring new performance models to describe the behavior in a repository setting. To support the demonstration of a more proliferation-resistant nuclear fuel processing plant, techniques and instrumentation to allow the real-time, online determination of special nuclear material concentrations in-process must be developed. An ideal materials accountability technique for proliferation resistance should provide nondestructive, realtime, on-line information of metal and ligand concentrations in separations streams without perturbing the process. UV-Visible spectroscopy can be adapted for this precise purpose in solvent extraction-based separations.

This dissertation explores the use of UV-Visible spectroscopy and Time Resolved Laser Induced Fluorescence spectroscopy as near real time process monitors of uranium and plutonium concentrations in aqueous reprocessing trains. The molar absorptivities and linear ranges of these metals were investigated under total nitrate and acid concentrations similar to those found in current reprocessing systems. Concurrent to this, a new multiple wavelength monitor was derived that is capable of determining the total nitrate concentration spectroscopically. This method uses the uranium absorbance spectrum to calculate the nitrate concentration in solution. When used as part of an Advanced Safeguard suite, this technique …

Within the U.S. arsenal, 32 accidents with nuclear weapons were reported between 1950 and 1980. One of these accidents occurred at McGuire AFB in 1960. A BOMARC missile armed with a nuclear warhead caught on fire and as a result the warhead was destroyed. Sub-millimeter particles consisting of weapons grade plutonium (WGPu) produced by this accident were distributed around the site and remained in the environment for 47 years. Soil cores known to contain WGPu particles produced by this accident were obtained. The particles were localized and removed from the soil with the aid of high resolution computed tomography. The …

Actinide mononitrides have been considered as a possible nuclear fuel for the Generation-IV nuclear reactor systems. In the process of evaluating these actinide mononitrides as nuclear fuel, it is important to study different chemical and physical characteristics of these compounds. Synthesis of the materials is thus important. Carbothermic reduction is one of the techniques that have been used to synthesize actinide mononitrides. In this method, a mixture of actinide oxide such as UO 2 and excess carbon is heat treated at temperatures greater than 1700 °C under a nitrogen atmosphere. In this work, physical and chemical parameters associated with extraction chromatography separation procedures were investigated for rapid actinide analysis. A vacuum box system was designed in-house and was characterized in terms of flow rate reproducibility, matrix effects on flow rate for sequential elution, and actinide separation efficiency using different types of resin (TEVA, DGA and TRU). Results indicated that the columnar kinetics of the resins were sufficiently rapid to run high purity samples through the unit over a wide range of flow rates for all resin types. Microprecipitation has become one of the most widely used sample preparation techniques for alpha spectroscopy. Many factors during the precipitation process can affect the yield and energy resolution by adding unwanted mass to the sample. Current applications in nuclear forensics call for an optimization of energy resolution and yield in order to improve identification and quantify specific radionuclides. The purpose of this research is to determine the optimal parameters used for microprecipitation.
