Hazardous Weather And Human Response In The Southeastern United States, Daniel Burow

Effectively mitigating the human costs of future hazardous weather events requires examining meteorological threats, their long-term patterns, and human response to these events. The southeastern United States is a region that has both a high climatological risk and a high societal vulnerability to many different meteorological hazards. In this dissertation, I study hazardous weather and human response in the Southeast through three different lenses: identifying uniquely simultaneous hazards posed by tropical cyclones, assessing precipitation and synoptic weather patterns on hazardous weather days, and examining patterns in intended response to tornado watches. It has been scientifically demonstrated that high altitude, mountainous regions such as the Himalayas are extremely susceptible to and at accelerated risk of the effects of climate change. The regions of Lower Dolpa discussed in this work, Juphal, Dunai, Chun, and Dapu, lie in a glacial watershed, and are at present risk of landslides, floods, wildfires, and rely on agricultural and transhumant livelihoods that are uniquely susceptible to the impacts of changing temperature and weather patterns. In the past decade, weather disasters have claimed thousands of lives and resulted in billions of dollars in damages. Awareness of a storm threats can occur hours or days in advance, but disaster assessments indicate many people do not heed storm warnings. This problem is old. Despite 50 years of research, and new technologies and training to improve responsiveness, the basic issue– understanding how people interpret and respond to weather warnings–persists. An exploratory study that incorporated human behavior theories and communication models not traditionally associated with severe weather analysis was conducted to learn how weather risks are perceived by nonscientists. …

Some Trends In Forecast Skill At The National Severe Storms Forecast Center, Allen Pearson, Steven J. Weiss

Tornado watch and severe local storm outlook verification statistics reveal the trends in forecast skill at the National Severe Storms Forecast Center. The skill level of the outlook has been steadily increasing since 1973. The percentage of watches verifying has been gradually increasing since 1970. While the probability of detection for tornadoes has decreased slightly since 1974, this appears to be highly correlated with the number of outbreak tornadoes reported in a given year. During significant tornado days, a much higher degree of skill is exhibited for both outlooks and watches. Factors influencing the results are discussed, including the impact …
