Estimation Of Economic Risk From Coastal Natural Hazards In Louisiana, Rubayet Bin Mostafiz

Louisiana, U.S.A., is among the most vulnerable areas globally to coastal natural hazards, with risk vulnerability likely increasing. The risks associated with non-tropical-cyclone hazards in Louisiana’s coastal zone have been understudied. This research enhances present and future (i.e., 2050) Louisiana risk assessment using locally-weighted, model-based hazard frequency/intensity and population projections.
Results suggest that property risks associated with extreme cold temperature and tornado are and will remain costlier than those for hail and lightning. Property risks of extreme cold temperature and hail are projected to decrease with the expected warming temperatures, with those of all four of these hazards peaking in …

The atmospheric boundary layer (ABL) height separates turbulently mixed air and pollutants emitted at the ground from the free troposphere above and is an important parameter in numerical weather prediction and air pollution dispersion models. Discerning the ABL height over mountainous terrain has historically been difficult because of, for example, complex interactions with upper level winds, venting of humidity and aerosols into the free troposphere, and large spatiotemporal variability. Vulnerability Of Industrial Facilities In The Lower Mississippi River Industrial Corridor To Relative Sea Level Rise And Tropical Cyclone Storm Surge, Joseph Blake Harris

Relative sea level rise (RSLR) and tropical cyclone-induced storm surge are major threats to the Lower Mississippi River Industrial Corridor (LMRIC) which has approximately 120 industrial complexes located within the corridor. Spatial interpolation methods were applied to the 2004 National Oceanic and Atmospheric published Technical Report #50 subsidence dataset and cross-validation techniques were used to determine the accuracy of each method. Digital elevation models (DEMs) were created for the years 2025, 2050, and 2075, based on these predictive surface of subsidence rates. High-wind events (HWE) occur across every region of the United States (U.S.) and result in hundreds of fatalities, as well as thousands of dollars in damages annually. HWEs are classified as sustained high-winds or high-wind gusts and can be generated from convective or non-convective weather systems. This study investigates high-wind observations across the eastern U.S. during a 43-year climatological period (1973-2015) for spatial and temporal variations in wind speed and direction. Hourly surface wind observations were gathered from the National Centers for Environmental Information Data Center Integrated Surface Database (NCEI-ISD). The State of Arkansas is prone to numerous geohazards. This thesis is a twofold study of prominent geohazards in Arkansas: the first fold includes a novel triggerless approach for mass wasting susceptibility modeling applied to the Boston Mountains in NW Arkansas, and the second fold is a GIS-based regression modeling of the extreme weather patterns at the state level. Each study fold is presented in this thesis as a separate chapter embracing a published peer-reviewed paper. Analyzing past tropical cyclone activity enables researchers to recognize patterns of hurricane variability, estimate hurricane return periods, and assess local risk to future storms. This paleotempestology study used original primary data to make the historical record as comprehensive and accurate as possible for three major hurricanes: October 1844, October 1846, and September 1848. This thesis presents the reconstructed storm tracks, assesses the societal impacts, and evaluates the storm intensity of these three major hurricanes for the eastern U.S. and Cuba. The data utilized in this study include ship logbooks, newspapers, diaries, and instrumental meteorological records. A geographic information system (GIS) …

Hurricane Katrina devastated the Gulf Coast in August 2005 and created the single largest disaster for cultural resources that the United States has witnessed since the inception of the National Historic Preservation Act (NHPA) in 1966. Notably, the NHPA created the National Register of Historic Places, our nation’s catalog of important cultural resources. The NHPA also stipulates that any federal undertaking which may adversely affect National Register eligible resources be mitigated. For the Federal Emergency Management Agency (FEMA), Katrina created the largest compliance project ever under Section 106 of the NHPA.

Tornadoes are one of Mother Nature’s deadliest phenomena. They affect a large region of the United States. The risk of tornadoes is contingent on dynamic atmospheric conditions that are most likely during spring but which can occur anytime of the year, making the storms challenging to forecast. Using geographical information systems (GIS), a web-based spatial decision support system (SDSS) was created to help understand the spatial dimension of tornado risk assessment. The risk values are calculated using Tornado Days rather than taking a crude density measurement. The SDSS hosts GIS web services that are displayed on an Adobe Flex application. …

The information provided includes measurements and forecasts of surface wind velocity, water current velocity, salinity levels, water level, and temperature. Currently, this information is freely available on the CBQ_FS website hosted by the National Oceanographic and Atmospheric Administration (NOAA). Pinellas County is located on a peninsula in Florida that experiences daily patterns of sea breeze associated rainfall mainly during the summer months of June through August. Hail is a meteorological occurrence that appears frequently during spring and summer across the Northern Great Plains. This paper first characterizes patterns associated with reported hail events occurring within a five-state region (North Dakota, Minnesota, South Dakota, Iowa, and Nebraska) from 2000-2006 using records taken from the National Climatic Data Center (NCDC) Severe Storms database. Patterns of interest include the seasonality of hail activity for each state and across the region, observational bias in the reporting of hailstone size, and temporal trends in the number of hail reports across the region and in each state. A building thermal model was used to compute hourly values of temperature humidity index (THI) for a broiler house with and without an evaporative misting system. Hourly summer time weather data for 238 U.S.A. locations covering 30 years were used to develop extreme occurrences of THI. Results were incorporated into a Geographical Information System (GIS) database to create isolines of THI and percentage of hours exceeding a heat stress threshold. Regional variations in misting as a suitable cooling technique are presented in terms of hours reduction in annual heat stress. The technique may be used for assisting in management decisions …
