Precipitation is one of the most important yet uncertain variables in the climate system. It varies dramatically in terms of timing, accumulation, rate, and phase, depending on location, season, circulation patterns, and atmospheric conditions. Precipitation forecasts, especially snowfall, are essential to supporting drought mitigation and water management in the Intermountain West. Because rainfall and snowfall lead to opposite effects on snowpack, accurately partitioning rain and snow is important to estimate snowpack levels, winter recreation, mountain ecosystems and runoff. The research findings in this dissertation have advanced the understanding and prediction of precipitation and snowpack in the U.S. by addressing the …

The Southwestern United States (SW CONUS), comprised of California, Arizona, Nevada, and Utah, is a vast region that tens of millions of people call home. Hosting ecosystems ranging from grasslands and shrublands to temperate forests and climate zones ranging from Mediterranean climates to arid deserts, the region is nearly unanimously prone to intense droughts and devastating wildfires. While fire weather conditions and drought are often studied separately or mentioned as background conditions for the other, there are relatively few studies that compare the typical meteorological conditions between the two. Drought is a complex phenomenon with varying degrees of impacts and monitoring methods. No drought is alike, creating a challenge for both water managers and communities. No area is immune to a drought. Due to the cyclical nature of drought events, clear information to those impacted is necessary to reduce risk and move towards proactive responses, as opposed to reactive responses. To better provide communication and mitigation tools, Drought Early Warning Information Systems (DEWIS) have been developed in various regions and contexts. Spatiotemporal Variability Of Drought And Its Relationships To Enso And Iod Indices In Somaliland, Mohamed S Bile, Paul Ts Limbu

Drought is one of Somaliland’s most prevalent natural hazards, causing serious socioeconomic and environmental harm. This study investigated the spatial and temporal variability of drought and its relationships with El Niño Southern Oscillation (ENSO) and Indian Ocean Dipole (IOD) indices using the Standardized Evapotranspiration Index (SPEI) from 1981 to 2020. The Mann-Kendall trend test and Sen's slope estimator were used to assess the trends of annual and seasonal SPEI time series. The Empirical Orthogonal Function (EOF) was employed to examine the dominant modes of the SPEI series, and Pearson and partial correlation analyses were performed to investigate the associations between …

Much of the agricultural production in the Ogallala Aquifer region relies on groundwater for irrigation. In addition to declining water levels, weather and climate-driven events affect crop yields and revenues. Crop insurance serves as a risk management tool to mitigate these perils. Here, we seek to understand what long-term crop insurance loss data can tell us about agricultural risk management in the Ogallala. We assess patterns and trends in crop insurance loss data from the U.S. Department of Agriculture Risk Management Agency. Indemnities, or insurance payments, totaled $22 billion from 1989–2017 for the 161 counties that overlie the Ogallala Aquifer. …

In the United States, drought is the second costliest natural disaster, which leads to the need for increased drought mitigation efforts over time. However, drought planning has lagged behind other hazard mitigation efforts, which is likely due to the lack of a national drought planning policy. Although the Federal Emergency Management Agency (FEMA) requires all jurisdictions have a hazard mitigation plan (HMP) to receive pre-disaster mitigation funds, drought has only recently been a requirement in HMPs. In 2012, Nebraska witnessed its worse drought in recent history, which exposed the gaps in drought planning effectiveness at all jurisdictional levels. To address …

Impacts Of Pacific Ssts On Atmospheric Circulations Leading To California Winter Precipitation Variability: A Diagnostic Modeling, Boksoon Myoung, Sang-Wook Yeh, Jinwon Kim, Menas Kafatos

One of the primary meteorological causes of the winter precipitation deficits and droughts in California (CA) is anomalous developments and maintenance of upper-tropospheric ridges over the northeastern Pacific. In order to understand and find the key factors controlling the winter precipitation variability in CA, the present study examines two dominant atmospheric modes of the 500 hPa geopotential height in the Northern Hemisphere using an Empirical Orthogonal Function (EOF) and their associated large-scale circulation patterns for the last 41 winters (1974/75–2014/15). Land–atmosphere interactions play a critical role in the Earth system, and a better understanding of these interactions could improve weather and climate models. The interaction among drought, vegetation productivity, and land cover is of particular significance. In a semiarid environment, such as the U.S. Great Plains, droughts can have a large influence on the productivity of agriculture and grasslands, with serious environmental and economic impacts.
