A Dynamically Adapting Forecast Cone Based On Ensemble Spread, Michael N. Barletta

Dynamically based ensemble prediction systems have gained considerable attention because they can provide a greater range of possible forecast outcomes and quantify the uncertainty in forecasts. In turn, forecasters can convey clearer messages to the public on the range of forecast scenarios and display inherent uncertainty in weather forecasts, which can be difficult to do with deterministic forecasts. Although global ensemble prediction systems have demonstrated skill in their probabilistic track predictions, the information contained within them is not always fully utilized beyond the mean forecast and standard deviation (i.e., spread). As weather patterns become more unpredictable, the amount of uninsured property loss is expected to soar – disproportionately impacting communities of color in the U.S. Hurricane Helene, which devastated the western North Carolina mountains, demonstrates this trend. Experts say boosting insurance literacy and updating floodplain maps will better prepare the country as it navigates a changing climate.

This study aims to discover the existing experiences that lead to local rural knowledge (LRK) of specific rural Northeast Nebraska communities. This information will assist in understanding the impact that LRK has on young children’s science knowledge in rural communities. By engaging in hands-on experiences and interactions, science learning goals for children may be achieved and developed through science outreach programs. During Phase 1 of this study, adults in the selected rural communities participated in an online survey indicating their knowledge of various common rural phrases with the option to share personal stories of experiences and family history. December was relatively warm and wet for West Tennessee, while areas further east were closer to average. The main weather and climate stories of December 2024 included the strong blast of cold air early in the month that led to widespread light snowfall and record cold temperatures from December 3-6, and two cold fronts that brought strong thunderstorms, localized flash flooding, some small hail, and strong winds to the state on December 18 and December 28-29. Attached is the October monthly climate summary. It was both warmer and drier than normal across most of the state. Without some rainfall on Halloween, it likely would have been the driest October on record for many locations. Farmers, especially in southern Middle Tennessee, continued to suffer from severe and extreme drought conditions that started back in June. The weather station at the Nashville International Airport, with data from 1940 through today, had its 4th longest dry streak, with 26 days in a row without precipitation from September 30 – October 25, 2024. September 2024 is a month we won't be forgetting any time soon. We started off continuing a very dry pattern with Extreme Drought (D3) expanding in Middle Tennessee until receiving some relief from Hurricane Francine. Extreme Drought peaked for this area in the September 10th release of the US Drought Monitor (USDM), while expansion of D3 continued through the September 24th release of the USDM. Nebraska Department of Transportation: Research Reports

For the Nebraska Department of Transportation (NDOT), the Nebraska Winter Severity Index (NEWINS) provided an independent framework to calculate a winter season’s severity by categorizing individual winter storms. However, one of the greatest limitations of NEWINS is that it is not predictive. Thus, this study builds on the previously developed NEWINS by creating a predictive winter storm severity index known as NEWINS-Predictive (NEWINS-P). The quantitative precipitation forecast, snow accumulation, ice accumulation, and surface wind speed parameters from the National Digital Forecast Database (NDFD) are used to develop the five components composing the NEWINS-P framework. This paper describes the creation of a fast, deterministic, 3D fractal cloud renderer for the AFIT Sensor and Scene Emulation Tool (ASSET). The renderer generates 3D clouds by ray marching through a volume and sampling the level-set of a fractal function. The fractal function is distorted by a displacement map, which is generated using horizontal wind data from a Global Forecast System (GFS) weather file. The vertical windspeed and relative humidity are used to mask the creation of clouds to match realistic large-scale weather patterns over the Earth.
