Water, Climate and Uncertainty: Implications for Western Water Law, Policy, and Management (Summer Conference, June 11-13)

The swollen creeks of Boulder, Colorado provided a fitting backdrop for the “Water, Climate and Uncertainty” conference at the Natural Resources Law Center of the University of Colorado in June 2003. Recognizing the importance of providing a forum for discussions between water managers, lawyers, policy makers, and scientists, Doug Kenney, the conference's organizer, assumed the responsibility of master of ceremonies, providing thoughtful transitions between speakers and sessions while throwing some humor into the mix. Under his direction, luminaries in the fields of science, law and policy engaged a wide range of issues related to the future of water management.

Stormwater Pollution Prevention Bmp Workshop, Demonstration, And Evaluation, Findlay G. Edwards

Arkansas Water Resources Center Technical Reports

With the recent promulgation of Phase II of the National Pollution Discharge Elimination System (NPDES) Stormwater Pollution Control regulations, many construction companies, consulting engineers, architects, and regulating agency personnel are unaware of the new stormwater pollution reduction requirements. In addition, they are typically unaware of Best Management Practices (BMPs) that are available to mitigate stormwater discharge pollution and the proper methods of installing and maintaining BMPs. The Water Quality Goals and Objectives were to train engineers, contractors, architects, and governmental officials on the new Phase II Storm Water NPDES regulations and Best Management Practices available for construction projects. Bioassessment Of The West Fork Of The White River, Northwest Arkansas, Arthur V. Brown, Andrea J. Radwell, Robin A. Reese Jun 2003

Bioassessment Of The West Fork Of The White River, Northwest Arkansas, Arthur V. Brown, Andrea J. Radwell, Robin A. Reese

Arkansas Water Resources Center Technical Reports

The West Fork-White River has been and continues to be an important water resource for northwest Arkansas. It is used recreationally for fishing and swimming, agriculturally as a source of water for livestock and irrigation of crops, it is mined for gravel, used as a receiving stream for municipal wastewater effluent, and contributes to Beaver Lake which provides water for treatment and distribution to most of northwest Arkansas. While these uses have benefited a large segment of the Arkansas population, they have also contributed to the decline in environmental quality of the river. To facilitate the development of appropriate management …

Automatic Processing Of High-Rate, High-Density Multibeam Echosounder Data, Brian R. Calder, Larry A. Mayer Jun 2003

Automatic Processing Of High-Rate, High-Density Multibeam Echosounder Data, Brian R. Calder, Larry A. Mayer

Center for Coastal and Ocean Mapping

Multibeam echosounders (MBES) are currently the best way to determine the bathymetry of large regions of the seabed with high accuracy. They are becoming the standard instrument for hydrographic surveying and are also used in geological studies, mineral exploration and scientific investigation of the earth's crustal deformations and life cycle. The significantly increased data density provided by an MBES has significant advantages in accurately delineating the morphology of the seabed, but comes with the attendant disadvantage of having to handle and process a much greater volume of data. Current data processing approaches typically involve (computer aided) human inspection of all …

Travel Time Study At The Wetlands Park National Preserve, Brandon Bair May 2003

Travel Time Study At The Wetlands Park National Preserve, Brandon Bair

UNLV Theses, Dissertations, Professional Papers, and Capstones

This thesis reports on a study of the residence time of water in the Wetlands Park Nature Preserve in Henderson, Nevada. Rhodamine WT was used in order to test for the travel time of the water from the Monson Channel inflow to the Nature Preserve outflow to the Las Vegas Wash. The initial hypothesis was that the water would stay in the system for approximately 8 days. Residence time was tested using an ISCO sampling machine along with a Sequoia-Turner model 450 fluorimeter to test for the fluoresce of the dye in the water. All samples collected were taken immediately …

Energetic Baroclinic Super-Tidal Oscillations On The Southeast Florida Shelf, Alexander Soloviev, Mark E. Luther, Robert H. Weisberg May 2003

Energetic Baroclinic Super-Tidal Oscillations On The Southeast Florida Shelf, Alexander Soloviev, Mark E. Luther, Robert H. Weisberg

Marine & Environmental Sciences Faculty Articles

Historical and recent data reveal a very energetic regime on the shelf off southeast Florida. In addition to spin off eddies, large-amplitude tidal velocity fluctuations with amplitudes exceeding 0.5 ms−1 are observed. Recent exploratory measurements conducted as a part of the South Florida Ocean Measurement Center (SFOMC) show that the time scale of these oscillations is about 10 hrs. This period does not coincide either with the inertial period (27 Hrs) or with the semidiurnal M2 (12.42 hrs) or S2 (12 hrs) tidal constituents. In addition, these internal oscillations appear to be modulated seasonally. A possible explanation …

Continuing Studies Of Water Quality In Farmington Bay And The Great Salt Lake, Utah, Amy M. Marcarelli, Wayne A. Wurtsbaugh

Watershed Sciences Faculty Publications

For the past three years, an Aquatic Ecology Practicum class at Utah State University has conducted research examining the limnology of Farmington Bay. In 2000, our class discovered that Farmington Bay could be classified as hypereutrophic, and had significantly higher levels of chlorophyll and phytoplankton than the Great Salt Lake proper (Marcarelli et al. 2001). In 2001, individual student projects identified high phosphorus loading into Farmington Bay from surrounding sewage treatment plants, brine shrimp biomass five times lower than in the Great Salt Lake, and that the water in the bay lost all oxygen on a windy night in October …

Fluctuations In Chinook Salmon (Oncorhynchus Tshawytscha) Counts At Three Lower Columbia River Spawning Sites, Eric Michael Loomis May 2003

Fluctuations In Chinook Salmon (Oncorhynchus Tshawytscha) Counts At Three Lower Columbia River Spawning Sites, Eric Michael Loomis

UNLV Theses, Dissertations, Professional Papers, and Capstones

Several hypotheses were developed to explore the pronounced increase in Chinook salmon (Oncorhynchus tshawytscha) returning to spawning grounds at the Cowlitz, Kalama, and Lewis Rivers, three tributaries of the lower Columbia River. The study was conducted using data compiled over a ten-year span from 1991-2001. Preliminary indications are that trends in climate are linked to these increases, with the absence of El Niño events and fluctuations in winter precipitation as likely explanations of these phenomena. The unique nature of Chinook life cycles causes them to utilize a variety of habitats that require ideal conditions for maximum survival rates. Correlations between …

Be-10/Be-7 Tracer Of Atmospheric Transport And Stratosphere-Troposphere Exchange, C. Jordan, Jack E. Dibb, R C. Finkel Apr 2003

Be-10/Be-7 Tracer Of Atmospheric Transport And Stratosphere-Troposphere Exchange, C. Jordan, Jack E. Dibb, R C. Finkel

Earth Sciences

The 10Be/7Be ratio is a sensitive tracer of atmospheric transport and stratosphere-troposphere exchange (STE). Data from five NASA aircraft field missions (PEM: West A and B, Tropics A; SONEX; and SUCCESS) have been assembled to produce the largest data set of 10Be,7Be, and their ratio collected to date (>300 samples). Ratios near 0.60 are indicative of tropospheric air with little stratospheric influence, while higher ratios are found in stratospheric air. Samples from the lower stratosphere were all collected within 2.5 km of the tropopause and had ratios >1.27. Of these lower stratosphere samples …

Valuation Of Continuous And Intermittent Phragmites Control, R. Eugene Turner, R. S. Warren Apr 2003

Valuation Of Continuous And Intermittent Phragmites Control, R. Eugene Turner, R. S. Warren

Faculty Publications

Quantifying the relative value of Phragmites australis and Spartina alterniflora habitat is important to evaluate the benefits and risks of different attempts to address Phragmites expansion on the U.S. eastern seaboard. Two contrasting approaches commonly used to restore tidal marsh habitats invaded by Phragmites communities involve spraying Phragmites with herbicide only when its coverage of a particular marsh area is near or close to 100%. Alternatively, after the first application, herbicide is annually applied on any surviving patches of Phragmites present in a mosaic of other marsh vegetation. A model is introduced to evaluate the relative habitat value of these …

The International Bathymetric Chart Of The Arctic Ocean (Ibcao): An Improved Morphological Framework For Oceanographic Investigations, Ron Macnab, Martin Jakobsson Apr 2003

The International Bathymetric Chart Of The Arctic Ocean (Ibcao): An Improved Morphological Framework For Oceanographic Investigations, Ron Macnab, Martin Jakobsson

Center for Coastal and Ocean Mapping

The IBCAO initiative set out in late 1997 to assemble and merge all available bathymetric observations from northern regions, with the intent of constructing a reliable and up-to-date portrayal of the Arctic seabed in digital and printed form. In early 2000, a provisional grid and map were placed in circulation for public review and comment. Available for free downloading from a website hosted by the U.S. National Geophysical Data Center, these products won immediate acceptance from a broad spectrum of Arctic investigators who recognized the potential worth of the new information in a variety of applications ranging from straightforward map …

Paleomagnetic Chronology Of Arctic Ocean Sediment Cores: Reversals And Excursions -The Conundrum, Reidar Lovlie, Martin Jakobsson, Jan Backman Apr 2003

Paleomagnetic Chronology Of Arctic Ocean Sediment Cores: Reversals And Excursions -The Conundrum, Reidar Lovlie, Martin Jakobsson, Jan Backman

Center for Coastal and Ocean Mapping

Chronologies of Arctic Ocean sediment cores are mainly based on interpretation of paleomagnetic inclination records. The first paleomagnetic chronology assigned zones with negative inclinations to polarity reversals (Steuerwald et al, 1968) because geomagnetic excursions at that time were a novel observation and had only been reported from lavas. Arctic Ocean sedimentation rates were thus established to be in the mm/ka-range. A general recognition of excursions as real features of the geomagnetic field emerged more than three decades later, and presently there is still no consensus regarding the number (or name), duration and age of global synchronous excursions within the Brunhes …

Analysis Of Data Relevant To Establishing Outer Limits Of A Continental Shelf Under Law Of The Sea Article 76, Martin Jakobsson, Larry A. Mayer, Andy Armstrong

Center for Coastal and Ocean Mapping

Coastal states may extend the limits of their juridically defined continental shelf beyond 200 nautical miles from their baselines under the provisions set forth in Article 76 of the United Nations Convention on the Law of the Sea (UNCLOS). In a preparatory desktop study, the University of New Hampshire’s Center for Coastal and Ocean Mapping/Joint Hydrographic Center analysed existing U.S. bathymetric and geophysical data holdings, identified data adequacy, and survey requirements to prepare a U.S. claim beyond the Exclusive Economical Zone (EEZ). In this paper we describe the methodology for our desktop study with particular emphasis on how we assembled …

Measurement Of Proton Transfer Reaction Rates In A Microwave Cavity Discharge Flowing Afterglow, George M. Brooke Iv Apr 2003

Measurement Of Proton Transfer Reaction Rates In A Microwave Cavity Discharge Flowing Afterglow, George M. Brooke Iv

Physics Theses & Dissertations

The reaction rate coefficients between the hydronium ion and the molecules ethene (C2H4), propene (C3H6), 1-butene (C4H8) and hydrogen sulfide (H2S) were measured at 296 K. The measured reaction rates were compared to collision rates calculated using average dipole orientation (ADO) theory. Reaction efficiency depends primarily upon the proton affinity of the molecules. All the measurements were obtained using the newly developed microwave cavity discharge flowing afterglow (MCD-FA) apparatus. This device uses an Asmussen-type microwave cavity discharge ion source that is …

Engineering The Ocean, Marcia Mcnutt Mar 2003

Engineering The Ocean, Marcia Mcnutt

IMSA Great Minds Program ®

Developments in microprocessors, artificial intelligence, and new forms of power and communications for autonomous systems are already bringing about a revolution in our ability to explore, experiment within, and ultimately understand Earth's last frontier: the ocean. It is inevitable, with this growing capability, that there will be pressure to use the same and similar technology to manipulate and enhance the ocean environment, just as we have our terrestrial environment. We will be able to fertilize the ocean to increase its productivity, adjust its climate in an attempt to halt natural and human-induced global change, harvest its internal energy to power …
