Drought is a normal, recurring feature of climate throughout the world, with characteristics and impacts that can vary from region to region. Figure 1.1 illustrates the regular occurrence of drought within the United States between 1895 and 2010 with approximately 14% of the country, on average (plotted by black dotted line), experiencing severe to extreme drought conditions during any given year. Drought conditions can persist in a region for several years, as occurred in the United States in the 1930s, 1950s, and early 2000s, and tree ring and other proxy records confirm that multiple-year droughts are part of the long-term …

The value of satellite remote sensing for drought monitoring was first realized more than two decades ago with the application of Normalized Difference Vegetation Index (NDVI) data from the Advanced Very High Resolution Radiometer (AVHRR) for assessing the effect of drought on vegetation, as summarized by Anyamba and Tucker (2012, Chapter 2). Other indices such as the Vegetation Health Index (VHI) (Kogan, 1995) were also developed during this time period and applied to AVHRR NDVI and brightness temperature data for routine global monitoring of drought conditions. Soil moisture is a fundamental link between global water and carbon cycles and has major applications in predicting natural hazards such as droughts and floods (National Research Council, 2007). From precipitation data, soil wetness can be estimated by hydrological land-surface models. In the United States, preliminary precipitation data are based on measurements gathered from many active stations nationwide each month, and it takes 3–4 months to assemble final, quality-controlled data. In the western United States, some climate divisions may have no stations reporting in a particular month or may lack first- or second-order stations, and significant blockages by mountains limit …

This paper explores the value of triggers and declarations in the management of drought, bringing together two disciplinary perspectives, those of the public policy scholar and the climate scientist. These two perspectives highlight the complexity of the development and use of triggers in drought risk management by drawing on the experience of the United States, which has the most sophisticated system of drought triggers in the world, and that of Australia that has the most developed and longest standing national drought policy based on principles of risk management. During 1–2 May 2010, a series of strong thunderstorms led to 41, 57, and 43 tornado, severe wind, and severe hail reports, respectively, across portions of the southern United States. In addition to severe weather, these storms also distributed recordsetting rainfall amounts across the mid-South region, which contributed to historic flooding across portions of central and western Kentucky and Tennessee (Fig. 1). The High Plains aquifer underlies about 112 million acres (about 175,000 square miles) in parts of eight States—Colorado, Kansas, Nebraska, New Mexico, Oklahoma, South Dakota, Texas, and Wyoming. Water levels declined in parts of the High Plains aquifer soon after the onset of substantial irrigation with groundwater (about 1950). The Elkhorn-Loup Model (ELM) was begun in 2006 to understand the effect of various groundwater-management scenarios on surface-water resources. During phase one of the ELM study, a lack of subsurface geological information was identified as a data gap. Test holes drilled to the base of the aquifer in the ELM study area are spaced as much as 25 miles apart, especially in areas of the western Sand Hills. Given the variable character of the hydrostratigraphic units that compose the High Plains aquifer system, substantial variation in aquifer thickness and characteristics can exist between test holes. The standard suite of indicators currently used in operational drought monitoring reflects anomalous conditions in several major components of the hydrologic budget—representing deficits in precipitation, soil moisture content, runoff, surface and groundwater storage, snowpack, and streamflow. In principle, it is useful to have a diversity of indices because drought can assume many forms (meteorological, agricultural, hydrological, and socioeconomic), over broad ranges in timescale (weeks to years), and with varied impacts of interest to different stakeholder groups. Farmers, for example, may be principally interested in soil moisture deficits, river forecasters will focus on streamflow fluctuations, and water managers will be concerned …

The international scientific community has long recognized the need for coordinated drought monitoring and response, but many factors have prevented progress in the development of a Global Drought Early Warning System (GDEWS): some of which involve administrative issues (coordinated international action and policy) while others involve scientific, technological, and logistical issues. The United States Geological Survey (USGS), in cooperation with the Papio-Missouri River Natural Resources District (PMRNRD), conducted this study to map the water-level altitude of 2009 within the Elkhorn River Valley, Missouri River Valley, and Platte River Valley alluvial aquifers; to present the predevelopment potentiometric-surface altitude within the Dakota aquifer; and to describe the age and quality of groundwater in the five principal aquifers of the PMRNRD in eastern Nebraska using data collected from 1992 to 2009. In addition, implications of alternatives to the current PMRNRD groundwater-quality monitoring approach are discussed.

Contaminants in waterways continue to be a problem especially in watersheds dominated by land use changes such as agriculture. Clearing the land for agricultural use is needed to support the population; however, agricultural contaminants are cited as contributing the greatest input of suspended solids and nutrients to waterways. Quantifying various contaminants in surface water is useful in determining their origin, thus aiding in their mitigation. The North Florence Dunal Aquifer is the only feasible source for drinking water for the coastal city of Florence, Oregon and Florence's Urban Growth Boundary. High infiltration rates and a shallow groundwater table leave the aquifer highly susceptible to contamination from septic tank effluent, storm runoff, chemical fertilizers and recreational ATV use throughout the dunes. Public interest in the quality and quantity of the aquifer water has been sparked since the City of Florence received a grant from the Environmental Protection Agency for a watershed protection and restoration project. Eleven lakes and ponds within the Umpqua National Forest were surveyed for invasive aquatic macrophytes, snails, bivalves, and crayfish during the summer of 2011. Yellow floating heart (Nymphoides peltata), an invasive floating leaf macrophyte species, was detected in Willow Sump within the Little River drainage. European ear snails (Radix auricularia), an invasive species present in several Umpqua National Forest waterbodies, were detected in Beaver Pond within the Steamboat Creek drainage. One native crayfish species, the signal crayfish (Pacifastacus leniusculus), was observed in Crayfish Lake within the Brice Creek drainage. Water management plans are typically developed using historical data records and historical return periods for extreme events, such as floods or droughts. Since these analyses of return periods typically assume a certain degree of stationarity (constant mean, standard deviation, distribution) in hydrologic variables, the potential future impacts of climate change are excluded. In developing water management plans, predicted changes to climate variables should be considered to evaluate the degree of non-stationarity that may exist in the future. In this way, regions most sensitive to climate change can be identified and managed appropriately. This study performed such a task by using …

In 2008, the Ord Irrigation Expansion Project was approved by the Western Australian Government to develop irrigated agriculture on the Weaber Plain. Construction of the M2 supply channel connecting the ORIA and the Weaber Plain, and the final period of irrigation design, environmental management and related approval processes, commenced later in 2009. This thesis investigated climate variability and their associated hydrologic responses in the western United States. The western United States faces the problem of water scarcity, where the management and mitigation of available water supplies are further complicated by climate variability. Climate variability associated with the phases of oceanic-atmospheric oscillations has been shown to influence streamflow and precipitation, where predictive relationships have led to the possibility of producing long-range forecasts. Climate change affects the water available in a region. It also affects the water demand, because of the increase in temperature. A system dynamics model was developed for the Colorado River Basin (CRB), operating at a monthly time scale, to assess the potential impacts of climate change on streamflow in the Colorado River and its subsequent impact on the water resources management in the Las Vegas Valley (LVV). The introduction of invasive aquatic plant species (IAPS) can cause significant ecological and economic harm. IAPS can displace native aquatic plant species, impair recreation, and degrade water quality. Early detection of new invasions can improve chances for successful eradication or containment to reduce the risk of IAPS spread. The Oregon Department of Agriculture (ODA) lists the most egregious offenders as “Noxious Weeds” which are defined as plants classified by the Oregon State Weed Board that are injurious to public health, agriculture, recreation, wildlife, or any public or private property (ODA 2011).

Quantification Of Nitrate Sources And Sinks Using A Water Quality Network In Morro Bay Estuary, California, Johanna Nadia Jean Weston

Using an instrumented water quality network in Morro Bay Estuary, California from 2007 to 2010 (15 min sampling frequency), this study addressed the two objectives of constructing a nitrate budget and assessing the influence of sampling frequency on water quality parameters. These two objectives led to the submission of an original report of research (Appendix A) and a note (Appendix B) to peer-reviewed journals.
The first objective was to characterize the high spatial and temporal variation in physical parameters and nitrate concentrations and to construct a nitrate budget quantifying sources and sinks of nitrate from the ocean, streams, and groundwater, …

Human activities such as conversion of natural ecosystem to croplands and urban-centers, deforestation and afforestation impact biophysical properties of land surface such as albedo, energy balance, and surface roughness. Alterations in these properties affect the heat and moisture exchanges between the land surface and atmospheric boundary layer. - Technical assistance with the implementation of the Interagency Monitoring Action Plan (I-MAP) for Quagga Mussels is ongoing. During this quarter, analysis was completed for 42 juvenile/adult samples and analyses of the remaining samples are underway.
- As of 7/07/11 all sample sets will have been collected for Veliger abundance and settlement at different depths of Lake Mead; sampling continues for Growth of adult quagga mussels within Las Vegas Wash/Las Vegas Bay.
- The Interagency Quagga Mussel Meeting was held on 05/17/11; the next meeting is scheduled for 08/25/11.
