The 1982 Third United Nations Convention on the Law of the Sea provides only broad guidelines for many matters. One such area is in the provision of enforcement rights to the coastal State in the exclusive economic zone (EEZ). Thus, the specifics have to be worked out by the concerned nations in their domestic legislation. This expansive latitude may occasion the lack of uniformity in coastal States' EEZ laws and regulations. These different legislation may foster incompatible enforcement policies on the part of the coastal States which in turn may cause international friction. Biological diversity refers to the variety and variability among living organisms and the ecological complexes in which they occur. Diversity can be defined as the number of different items and their relative frequency. For biological diversity, these items are organized at many levels, ranging from complete ecosystems to the chemical structures that are the molecular basis of heredity. The contingent valuation method, recommended by the U. S. Water Resources Council, was used to estimate the economic value of sport fishing and diving at the Chesapeake Light Tower Artificial Reef. The study is based on a random sample of 170 anglers and 33 divers who participated in telephone, personell and mail-in surveys in 1985 and 1986.

The average user value (consumer surplus) was $21.13, $110,75, and $13.30 for head boat anglers, private boat anglers and sport divers, respectively, who claimed to have used the reef in 1985. Variation in consumer surplus was statistically affected by trip expense, distance from …

This study examines the spatial and temporal characteristics of the surface air temperature in Portland, Oregon. Spatial temperature patterns indicate that the dominant control factors on seasonal temperature distribution are local topography, elevation, and urban-rural differences in surface structure. A heat island exists in the Portland area; the intensity of the heat island rang€s from 4° to 10° F, and varies throughout the year. The strongest heat island is found in the July minimum temperature. Temperature distribution in Portland and the adjacent area is affected by winds and rainy conditions, but less influenced under overcast skies. The long-term temperature over …

Within less than a decade, containerization has revolutionized maritime general cargo transportation throughout major world trade routes, especially the trade routes between the Far East and the United States. Few commodity flow studies have focused on this latest innovation in maritime transport. This paper is being presented in three distinct parts. Each section deals with fisheries development in Somalia, East Africa, past, present and future. The first section focuses on a project proposal by a World Bank/U.N. FAO joint effort. This proposal exemplifies a traditional approach to development. Starting in 1964 there has been a movement to declare the Indian Ocean a "Zone of Peace." In an age when many in the world feel threatened by the potential of nuclear holocaust this is not striking in and of itself. What the Zone of Peace proposal provides is more valuable than the actual resolution. Empirically, it is obvious that nuclear free zones and peace zones have little validity. Historically, the weak have been vanquished by the powerful; their proclaimed neutrality notwithstanding.
