Recognizing the importance of providing a forum for discussions between water managers, lawyers, policy makers, and scientists, Doug Kenney, the conference's organizer, assumed the responsibility of master of ceremonies, providing thoughtful transitions between speakers and sessions while throwing some humor into the mix. [1] New evidence based on recent satellite data is presented to provide a rare opportunity in quantifying the long-speculated contribution of tropical cyclones to enhance ocean primary production. In July 2000, moderate cyclone Kai-Tak passed over the South China Sea (SCS). During its short 3-day stay, Kai-Tak triggered an average 30-fold increase in surface chlorophyll-a concentration. The estimated carbon fixation resulting from this event alone is 0.8 Mt, or 2-4% of SCS's annual new production. Given an average of 14 cyclones passing over the SCS annually, we suggest the long-neglected contribution of tropical cyclones to SCS's annual new production may …

The geomorphic consequences of debris flows and their asso- ciated storms have been documented in many parts of the United States. Few, if any, have been studied and documented in central Washington. The importance of recurrent debris flows in sculpting Washington landscapes has not been generally recognized compared to other processes. Arid and semi-arid regions are particularly vulnerable to debris flows triggered by sudden intense thunderstorms. Most such areas are sparsely populated and eyewitnesses are uncommon. By contrast, semi-arid central Washington is relatively well popu- lated, and there are likely to be people who have observed the storms. Such witnesses …

In recent years, a new appreciation for the role of diazotrophy in the oceans has emerged. This dissertation reports on three modeling studies designed to investigate ecological processes associated with Trichodesmium spp., the most conspicuous marine diazotroph: (1) characterization of a generalized model Trichodesmium and issues of macronutrient resource competition; (2) carbohydrate ballasting by Trchodesmium and implications for the formation of surface accumulations; and (3) the vertical distribution of Trichodesmium and implications for detection from space.
The first study focuses on issues of nitrogen and phosphorus competition and ecosystem structure. It utilizes a simple ecosystem model that includes dissolved nitrogen …

This thesis examines the complex conflict over water rights at Tenmile Creek, located along the south central Oregon Coast. The research is an exploratory case study identifying the main motivations of actors, the constraints they faced, and the conditions that encouraged or dissuaded collaborative behavior.
The main objectives are (1) to refine the understanding of the relationship between societies and their physical environment in market societies that are both motivated to exploit and preserve natural resources and, (2) to explore the kinds of institutional arrangements that may be required to manage the water supply in a collaborative and sustainable manner. …

A Model Of Precipitation Rates In Kentucky, 1965-1996, Kevin Cary

Hourly precipitation data from thirty cooperative stations in Kentucky from 1965 to 1996 were used to determine the diurnal distribution of precipitation rates. Descriptive summaries for the diurnal distribution for each climate division in Kentucky and for Kentucky as a whole were calculated. In each case, the trends were similar. Precipitation rates increased into the afternoon and then decreased until sunrise. A stochastic model was developed to estimate mean seasonal precipitation rates in Kentucky by using regional and localized parameters. More than half of the variation (r2 = 0.57) in precipitation rates can be explained by the following variables: 1) …

Hydrogen peroxide was produced when samples of lake water were exposed to direct or filtered sunlight in which UV or UV(B+C) light was selectively removed. In all cases, the concentration of hydrogen peroxide increased linearly with time-integrated irradiance. While both visible and UV light can induce the formation of hydrogen peroxide, the contribution from the latter was disproportionately large as it was responsible for about two-thirds of the formation of hydrogen peroxide. Among the UV lights, the contributions from UV-A and UV-(B+C) light were 70% and 30% respectively. The contribution from UV-A light was equivalent to about one half of …
