Summary
This report describes the Air Quality Related Values (AQRVs) of the Northern Great Plains Network (NGPN). AQRVs are those resources sensitive to air quality and include streams, lakes, soils, vegetation, fish and wildlife, and visibility. This report also describes air pollutant emissions and air quality in NGPN, and their effects on AQRVs. The primary pollutants likely to affect AQRVs include nitrogen (N) and sulfur (S) compounds (nitrate [NO3-], ammonium [NH4+], and sulfate [SO42-]); ground-level ozone (O3); haze-causing particles; and airborne toxics.

There has been little policy effort to address sea level rise in coastal states in the US. It is important to examine, at the state level, how the multitude of different (and changing) actors with different preferences and perspectives contribute to such inertia. This study examines state-level legislative inaction with regards to sea level rise. Using Kingdon's multiple streams framework, we draw a picture of the policy landscape in Virginia as one where the problem of sea level rise is perceived as a low priority, with little consensus on achievable policy solutions, and is politically controversial. Relocation Based On Slow-Onset Climate-Induced Environmental Change In Keta, Ghana, Abdul-Moomin Ansong Salifu

Coastal indigenous communities in Keta, Ghana, are experiencing resettlement as a result of slow-onset, climate-induced flooding and erosion. Previous researchers have documented the risk of relocation from rapid-onset events, but little is known about the effectiveness of policies developed in response to slow-onset changes. This phenomenological study investigated the ongoing lived experiences of adult household members in Keta who were relocated by the government. Jun's critical theory provided a constructionist interpretive framework to determine whether Ghana's national policy on climate change resettlement adequately meets Rawls's criteria for distributive social justice. The Tornado That Struck Embry-Riddle Aeronautical University On Christmas Day, 2006: Lessons Learned From A Near-Miss, John M. Lanicci

An F2 tornado that touched down in Daytona Beach on Christmas Day afternoon caused over $50 million of damage to the Embry-Riddle Aeronautical University campus and nearby neighborhoods. The tornado was part of a severe-weather outbreak over Florida, Georgia, and South Carolina that began during the overnight hours of 25 December 2006. Examination of surface and upper-level meteorological charts and vertical soundings on the morning of 25 December showed stability and wind-shear conditions favorable for tornadic thunderstorms over this region. Over the past few decades, the Hampton Roads region, with its extensive coastline, has been experiencing more frequent flooding from surges and precipitation caused by tropical storms, nor’easters and heavy thunderstorms (Figure 1). Recurrent flooding is “flooding that occurs repeatedly in the same area over time due to precipitation events, high tides or storm surge.”1 The recurrence of tidal/surge flooding in Hampton Roads has increased from 1.7 days of “nuisance” flooding per year in 1960 to 7.3 days per year in 2014.2 Although there is no definitive region-wide data to document the increases in precipitation-induced flooding, there …

Executive Summary
Initiated in June 2014, the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Pilot Project (Intergovernmental Pilot Project or IPP) convened at Old Dominion University is an effort to use the knowledge skills and expertise of all regional stakeholders to create a framework or template for intergovernmental strategic planning that can be used outside the region; and, to implement that integrated strategy in Hampton Roads, Virginia creating an effective and efficient method for planning holistically for sea level rise and recurrent flooding.

Perceptions Of Tornadoes, Tornado Warnings, Safety Actions, And Risk: Effects On Warning Response Among Undergraduates In Nebraska, Sabrina T. Jauernic

Few studies show how university students perceive and respond to tornado warnings, or how they gain tornado-related knowledge. Lacking in the literature are investigations of how perceptions of tornado risk may influence actions. Using two separate surveys and two large samples of undergraduates enrolled in the University of Nebraska, the author determined significant relationships between student demographics, perceptions, and response actions. Incorrect perceptions were found, such as overpasses and southwest corners of buildings being safe, and cities being invulnerable to tornadoes. International students, especially, assumed cities were safe from tornadoes. Students had a tendency to confirm their risk instead of …

In this paper, we consider whether the current “state of the art” of environmental valuation is suitable for producing policy-relevant estimates of the benefits or costs of changes in marine and coastal ecosystems. We review recent changes in European legislation which has meant an increasing demand for economic valuation from the policy and regulatory community. The next section considers, at a more conceptual level, whether the economic “toolbox” and scientific evidence is up to the task of meeting the demand for more evidence-based policy. Finally, three case studies are used to explore the nature of the valuation task and review …

Executive Summary
Changes in climate create diverse challenges across the U.S. energy system. Some energy infrastructure assets have already suffered damage or disruption in services from a variety of climate-related impacts, such as higher temperatures, rising sea levels, and more severe weather events. In the absence of concerted action to improve resilience, energy system vulnerabilities pose a threat to America’s national security, energy security, economic wellbeing, and quality of life.
Building climate change resilience into our energy infrastructure planning is a challenging and complex undertaking. Planning horizons can span several decades (the typical service life of most energy assets), associated …
