[First Paragraph] Coastal cities have been subjected to extreme weather events since the onset of urbanization. Climatic change, in particular sea level rise, coupled with rapid urban development are amplifying the challenge of managing risks to coastal cities. Moreover, urban expansion and changes and intensification in land use further pressure sensitive coastal environments through pollution and habitat loss.

This article describes a participatory geographical information system (PGIS) demonstration project used as part of the stakeholder engagement efforts undertaken by the Citizen Engagement Working Group of the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project. The PGIS demonstration project was conducted in the Little Creek/Pretty Lake case study area in the Hampton Roads region of southeastern coastal Virginia. PGIS served as a deliberative and participatory mechanism to obtain local knowledge from residents about the location of valued assets within the community and locations challenged by increased flooding and sea level rise. The negative consequences of sprawling metropolitan regions have attracted attention in both academia and in practice regarding how to better design settlements and alter travel behavior in a quest to curtail vehicle emissions. Studies that have attempted to understand the nexus between land use, travel and vehicle emissions have not been able to address the issue of self-selection in a satisfactory manner. Self-selection occurs when households choose their residential location based, in part, on expected travel behavior. This non-random experience makes the use of traditional regression frameworks that strongly rely on random sampling, unsuitable. This replication study's purpose was to …

Working with faculty and staff from Old Dominion University’s Center for Coastal Physical Oceanography, we developed a “straw man” website for users to sign up to receive flood alerts. The flood alert is based on tidal projections for the Sewell’s Point tide gauge available from the National Weather Service through the meteorological development laboratory (http://www.nws.noaa.gov/mdl/etsurge/index.php) and sends alerts for projected water level. We recruited study participants for one-on-one interviews. Participants were asked to interact with the flood alert signup interface and respond to specific questions about their preferences for flood alerts. Climate change is causing a shift in the temperature and pressure gradient between the Arctic and the Equator, with the Arctic warming at a faster rate than the Equator. This shift has the potential to alter the seasonal wind speeds in the Northern Hemisphere, which could in turn affect the wind power density potential. In this study, a wind model was created to predict future wind speeds and wind power density for 6 weather stations in Iceland. In recent years, tensions have escalated between actors in the South China Sea, one of which is the Association for Southeast Asian Nations (ASEAN), the region’s primary intergovernmental organization. The purpose of this report is to determine the effectiveness of ASEAN in resolving the South China Sea disputes and to clarify how geopolitical factors have impacted the organization’s actions. Through an analysis of evolving maritime claims and the current state of affairs, this paper suggests that ASEAN must be involved in any attempt to resolve the conflict peacefully. Louisiana has lost approximately 1,880 square miles of land over the past eighty years. Projections suggest that in a future without action, the next fifty years could result in the loss of 1,750 additional square miles of land area. As land loss continues, a large portion of the natural and man-made capital stocks of coastal Louisiana will be at greater risk of damage, either from land loss or from the associated increase in storm damage. We estimate the replacement cost of capital stock directly at risk from land loss ranges from approximately $2.1 billion to $3.5 billion with economic activity …

This study focuses on the ways in which the tourism industry in Raja Ampat has contributed to local livelihoods and encouraged the preservation of marine resources, looking specifically at the case of a dive operator and a volunteer tourism operation. The study illuminates the challenges that these operators face when engaging with the local community to protect the environment, and recommends more effective strategies for improving relations between tourism operators and the communities in which they reside. Abstract

Homestead National Monument of America is a 211-acre park located in an agrarian landscape in southeastern Nebraska. From September 16 to October 1, 2016, park staff deployed acoustic monitors at three sites in the park for purposes of monitoring night-time bat activity. The three sites averaged 179, 48, and 33 bat detections per night. Night-time bat activity was generally highest in the 1-2 hours following sunset.

China, the largest carbon dioxide emitter in the world, has faced environmental pressures both internationally and domestically over the last ten years. In early 2011, the Chinese government approved a carbon emissions trading program in seven cities and provinces, and started planning a national emissions trading framework. This thesis reviews these pilot programs and examines the issues that underlie them. Drawing lessons from the U.S. Acid Rain Program, the European Union’s ETS, and California’s CAT, the three largest emissions trading frameworks in the world, I find that: (1) lack of trades in China’s pilot programs is a consequence of permit …

In response to the growing risk to communities from climate change impacts, Professor Cerra at the Cornell University School of Landscape Architecture developed the Climate Adaptive Design (CAD) program. CAD is being implemented as a partnership between the Hudson River Estuary Program (Estuary Program) and Cornell that utilizes participatory design and visualization to engage communities about planning for future climate impacts. The damage Hurricane Sandy caused had far-reaching repercussions up and down the East Coast of the United States. Vast coastal flooding accompanied the storm, inundating homes, businesses, and utility and emergency facilities. Since the storm, projects to mitigate similar future floods have been scrutinized. Such projects not only need to keep out floodwaters but also be designed to withstand the effect that climate change might have on rising sea levels and increased flood risk.

Executive Summary

After two years, the Hampton Roads Sea level Rise and Resilience Intergovernmental Planning Pilot Project (Intergovernmental Pilot Project or IPP), convened at Old Dominion University, has come to a successful close. Although the conclusion of the project is different than originally imagined by the drafters of the IPP Charter, the process in and of itself brought hundreds of stakeholders together, built lasting and ongoing relationships, and produced many workable recommendations for the region that can be accomplished by a variety of partnerships. The widespread efforts to incorporate the economic values of oceans into national income accounts have reached a stage where coordination of national efforts is desirable. A symposium held in 2015 began this process by bringing together representatives from ten countries. The symposium concluded that a definition of core ocean industries was possible but beyond that core the definition of ocean industries is in flux. Better coordination of ocean income accounts will require addressing issues of aggregation, geography, partial ocean industries, confidential, and imputation is also needed. Beyond the standard national income accounts, a need to incorporate environmental resource and ecosystem …

Wartime Construction Project Outcomes As A Function Of Contract Type, Ryan M. Hoff, Gregory D. Hammond, Peter P. Feng, Edward D. White

The United States has spent more than $23 billion on construction in Afghanistan since 2001. The dynamic security situation created substantial project uncertainty, and many construction projects used cost-plus-fixed-fee contracts (CPFF) instead of the firm-fixed-price (FFP) norm. Using a dataset of 25 wartime construction projects managed by the Air Force Civil Engineer Center, the authors sought to confirm that both contract types yield project outcomes consistent with the established literature. As expected, they found CPFF contracts had greater cost and schedule growth than FFP. However, they did not find differences regarding as-built quality.
