The climate system and the hydrologic cycle are strongly connected with each other. Understanding the interactions between these two systems is important, since variations in climate can trigger extensive changes in the hydrologic cycle, with significant impacts on agriculture, ecosystems, and society. Observations over the central U.S. in recent decades show numerous changes in climatic variables. This includes decreases in cloud cover and wind speed, increases in air temperature, and seasonal shifts in precipitation rate and rain/snow fraction. Baited underwater video techniques are increasingly being utilised for assessing and monitoring demersal fishes because they are: 1) non extractive, 2) can be used to sample across multiple habitats and depths, 3) are cost effective, 4) sample a broader range of species than many other techniques, 5) and with greater statistical power. However, an examination of the literature demonstrates that a range of different bait types are being used. The use of different types of bait can create an additional source of variability in sampling programs. Climate records for wind speed, wind direction, and temperature are analyzed for the period from 1979-2009 for the Beaufort/Chukchi Seas region of the Arctic. Wind records have historically been subject to far fewer analyses than other meteorological variables, such as temperature or precipitation. This is particularly true for data sparse regions. Data were collected for a large area in the Beaufort/Chukchi Seas region, which includes portions of Russia, the United States, and Canada. Drafting Model Laws on Indoor Pollution for Developing and Developed Nations (July 12-13)

On July 12 and 13, 2012, experts convened at Colorado Law to demonstrate the extent to which a model law could help address the global problem of indoor air pollution from inefficient cook stoves. The air pollution that results from inefficiently burning biomass as fuel for cooking has serious health and climatic consequences. The workshop produced two sets of Model Laws and commentaries to help nations solve the problem, and the commentaries were published in the Colorado Natural Resources, Energy, and Environmental Law Review.

The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

Property rights affect how people use resources. Enforcement regimes are able to set clear laws with well-defined property rights. Governments set laws for conservation and economic success. Ocean resources suffer from overuse. Industry and the environment both benefit from regulations that promote ocean conservation. This paper will analyze how the current state of ocean property rights leads to the depletion of ocean resources. Vegetation and climate both play integral roles in water availability, particularly for arid to semi-arid regions. Changes in these variables can lead to extreme shortages in water for regions that rely on water for crop irrigation (i.e., the Great Plains). The objective of this study is to evaluate the impacts of vegetation on water availability in the Republican River basin in central Nebraska. Understanding feedbacks of ecosystem carbon sequestration to climate change is an urgent step in developing future ecosystem models. Using 187 site-years of flux data observed at 24 sites covering three plant functional types (i.e. evergreen forests (EF), deciduous forests (DF) and non-forest ecosystems (NF) (e.g., crop, grassland, wetland)) in North America, we present an analysis of both interannual and spatial relationships between annual net ecosystem production (NEP) and phenological indicators, including the flux-based carbon uptake period (CUP) and its transitions, degree-day-derived growing season length (GSL), and spring and autumn temperatures. Benthic macroinvertebrate (BMI) assessments indicate alterations in physical and/or chemical factors making them valuable tools when attempting to assess agricultural best management practices (BMPs). The purpose of this study was to obtain pre-BMP land cover and macroinvertebrate community data in order to characterize temporal and spatial variation in three catchments: Little Strawberry (LS), Greasy Creek (GC), and Sandy Creek (SC) of the Strawberry River Watershed, located in north central Arkansas, in order to establish baseline conditions. We investigated the influence of climatic and environmental factors on variations in juvenile abundances of marine fishes in a river-dominated coastal system of the north-central Gulf of Mexico, where an elevated primary productivity sustains fisheries of high economic importance. Fish were collected monthly with an otter trawl at three stations near Mobile Bay from 1982 to 2007. Fish sizes were used to isolate juvenile stages within the data set, and monthly patterns in juvenile fish abundance and size were then used to identify seasonal peaks for each species.
