The Potential Of The Port Of New York In The Export/Domestic Coal Trade, Jane E. Mccallion

This paper researches the potential of the Port of New York in the Export/Domestic coal trade markets.The Port is faced with short-term and long-term proposals in order to enter these markets. On a short-term basis, the Port will be able to offer an advantage to export markets because of the backlog at the traditional coal ports of Hampton Roads, Baltimore, and Philadelphia. A modest export trade can develop this way. In the domestic trade, substantial inroads can be made due to the conversion of power plants in New England to coal-fired. The U.S. Army Corps of Engineers is authorized to permit or deny dredge and fill activities in the nation's coastal and wetland regions. Originally, responsible only for the maintenance of navigation, the Corps considered only navigational requirements in decisions to grant or deny permits. Now, however, the Corps must demonstrate, that the "public interest" is served as well. This study examines the scope of the public interest and attempts to evaluate the effectiveness of the program in a particularly controversial project. The initial phase provides evaluation criteria necessary to analyze the application of the public interest review. The second phase …

It is the purpose of this paper to investigate the techniques and designs for beach protection today, and to show that efforts are largely motivated by the economic value involved. The primary cause of beach erosion will be addressed through a discussion of coastal processes. The construction and purposes of the common engineering structures will be explored along with examples of the materials presently being used. The east-coast beaches of Florida with their traditional recreational lure will provide good examples of large-scale efforts to protect high-cost waterfront investments. It is the objective of this major paper to examine and assess the present status and future orientation of flood plain management in Rhode Island. The primary focus of this paper will address floodproofing (Building Code Regulations) of structures as a preventative measure against flood damages. Floodproofing, as an exercise of local police power, is applicable to desired uses of the flood plain; such as residential, recreational and commercial structures. Emphasis will be extended to recreational and residential buildings.

An account is given of the biological principles involved in decisions concerning duck-shooting seasons in the south-west of Western Australia.
The conditions for waterfowl which prevailed during 1980 are described through the use of rainfall statistics and data obtained from the Department's wetland monitoring programme.
1980 was the fifth consecutive year of below-average rainfall in all five Meteorological Districts of the south-west. 1976 to 1980 was thus' the south-west's driest five-year period since 1913 at least.

Irrigation is essential in many parts of the world to produce essential food and profitable cash crops. Generally, those areas of land with less than 360 mm of rain spread over a distinct wet season of several months cannot grow crops for food or cash on rainfall alone. Then irrigation becomes necessary unless some peculiarity such as an oasis exists.

The Federal Coastal Zone Management Act of 1972 (P.L.98-583) is currently being questioned on its validity, purpose, funding, wording, and accomplishments in carrying out national policies for the benefit of the U.S. coastal zones. All the legislation promulgated for management of coastal resources, the agencies involved in coastal zone management, and the groups participating in these actions have been challenged in recent months and have subsequently been evolving in their functions. The U.S. Water and Power Resources Service is considering reregulating Lake Mohave water levels to increase the net power benefit from Hoover Dam. Reregulation will not increase the generation capacity of the Hoover powerplant but it will enable the plant operation to be increased when the energy has greater monetary value. Energy generated at different times of the year has different market value, the highest being in January-March and July- September. By generating more power during these periods more net monetary benefit can be derived from Hoover Dam. The total volume of water released from Hoover Dam over an annual …
