Dredging Management: A Comparative Analysis Of Mid-Sized U.S. North Atlantic Ports, Matthew H. Masters

Dredging management within the states of Rhode Island, Maine and Connecticut is examined through an analysis of the ports of Providence, Portland, and New Haven. These ports were selected from a field of 30 Atlantic Coast ports through a multivariate statistical analysis, based on similarities in size, function and geography. Each port's dredging history was compiled to illustrate the frequency and magnitude of dredging activity among the three states. Pertinent state laws, regulations and policies regarding dredging and dredged material disposal were reviewed in an attempt to identify similarities and differences. This thesis examines the waterfront revitalization experience in Jersey City, N.J. In particular, the issue of gentrification, as perceived by the city administration, was examined to determine its impact on current city policies. A direct relationship between perceptions of gentrification and waterfront revitalization policies is suggested based on data obtained from detailed interviews and city documents.

This paper examines the adequacy of the enforcement efforts of the Rhode Island Coastal Resources Management Council (CRMC) in carrying out the rules and regulations of the Rhode Island Coastal Resources Management Program (CRMP). This analysis describes the Federal and State mandates and contributions to the enforcement of the Rhode Island CRMP, determines the legitimacy of the CRMC through Superior Court cases, examines CRMC enforcement activities, and determines the compliance to CRMC cease and desist orders. The research finds that the CRMC has not enforced its regulatory responsibilities well. Actual compliance to cease and desist orders was only 41%. It …

Trends in offshore fatalities and lost time accidents since the Outer Continental Shelf Lands Act Amendments of 1978 need to be identified to allow an evaluation of the safety of offshore operations. Fatality and accident data between 1975 and 1985 are analyzed in the context of the Federal regulatory structure. The safety data generated for oil and gas drilling operations on the Outer Continental Shelf varies according to the source of the information. A water quality modeling study of the Mohave Reach of the Lower Colorado River (from Davis Dam to the Nevada/California Stateline) was conducted to evaluate potential water quality impacts resulting from a proposed Laughlin, Nevada wastewater effluent discharge. Sport fishing at Lake Mead in Nevada and Arizona is a resource valued at nearly $100 million per year to southern Nevada. During the past two decades, salmonids, mostly trout, have disappeared entirely, the largemouth bass catch has drastically declined despite greater fishing pressure, and the condition factors for striped bass have steadily deteriorated. It appears that a major reduction in phosphorus loading caused by the upstream impoundment of the Colorado River to form Lake Powell in 1963 and advanced wastewater treatment removal of phosphorus from domestic wastewater inflows in 1981 are the principal factors responsible for decreased production at …

Studies conducted by the University of Nevada-Las Vegas (UNLV), the Nevada Department of Wildlife (NDOW), the Arizona Game and Fish Department (AGFD), The Nevada Division of Environmental Protection (NDEP), and the United States Bureau of Reclamation (USBR) have identified decreased algal production as a major factor involved in the decline of the Lake Mead sport fishery. Phosphorus-laden silt particles in the Colorado River have been sedimenting out in Lake Powell since the completion of Glen Canyon Dam 286 miles upstream in 1963. In addition, an annotated bibliography including over 100 summaries was completed on: 1. largemouth bass cover requirements and preferences, 2. use and effectiveness of artificial cover, 3. aquatic plant introduction and species requirements for germination and establishment, 4. terrestrial plant introduction and species requirements for germination and establishment, and 5. nutrient exchange between sediment, aquatic plants, and water. The nation's fishery management regime has three primary sets of players: the scientific advisors, the managers, and the fishermen. The advisors include federal agencies, state agencies, universities, regional and interstate bodies, and international bodies. The National Marie Fisheries Service (NMFS) has the lead role as scientific advisor. As used here "management" is defined broadly to include the instructions and funding that the researchers are given. "Fisheries research" is also defined broadly for the purposes of this paper. Zooplankton samples collected from throughout Lake Mead, in 1981-1982, demonstrate the presence of a statistically significant seasonal and spatial heterogeneity in zooplankton densities. Seasonally, the major zooplankton groups were most abundant in the spring and fall, coincident with maxima in chlorophyll-a concentrations. Successions among the various rotifers, cladocerans and copepods present in the reservoir were influenced by food availability, diapause, predation by planktivorous fish and, possibly, water temperatures. Spatial heterogeneity in zooplankton densities was unrelated to water temperature, pH, conductivity and dissolved oxygen concentrations, but was related to the abundance of phytoplankton (chlorophyll-a concentrations) and fish.
