Oil spill models, ecological risks, response options, and costs were assessed for a discharge of Bakken crude oil into the Northern San Francisco Bay from a train derailment. This assessment was based on the risk of crude by rail derailments into the San Francisco Bay; in 2014, California oil refineries imported over 240 million gallons of Bakken crude oil by rail for processing. A hypothetical scenario was developed from a derailment on the Union Pacific Railroad Bridge and discharging 100,000 gallons of Bakken crude oil into the Northern San Francisco Bay. Cockatoo Sands are recognised as potentially suitable for irrigated agriculture because they are generally well drained and not subject to waterlogging or inundation. These characteristics allow them to be cultivated and prepared for planting various crops during the wet and dry seasons of northern Australia. Expanding agricultural production onto the Cockatoo Sands around Kununurra will increase opportunities for agriculture by increasing the overall scale of agriculture, allowing year-round agricultural enterprise, new crops and new market opportunities.
DAFWA has assessed the soil characteristics and agriculturally suitable areas of Cockatoo Sands in the Victoria Highway and Carlton Hill areas near Kununurra. Potential …

Over the last few decades coral reefs have faced unprecedented declines in health due to natural and anthropogenic sources. Until recently few studies have examined genotypic variation of growth and thermal stress resistance in Acropora cervicornis. This study aims to assess the potential for energy trade-offs between growth and thermal stress resistance by following 120 coral fragments from 12 genotypes of Acropora cervicornis over the course of 15 months to determine average growth rates for each genotype. Summary
This report describes the Air Quality Related Values (AQRVs) of the Northern Great Plains Network (NGPN). AQRVs are those resources sensitive to air quality and include streams, lakes, soils, vegetation, fish and wildlife, and visibility. This report also describes air pollutant emissions and air quality in NGPN, and their effects on AQRVs. The primary pollutants likely to affect AQRVs include nitrogen (N) and sulfur (S) compounds (nitrate [NO3-], ammonium [NH4+], and sulfate [SO42-]); ground-level ozone (O3); haze-causing particles; and airborne toxics.

Green leaf area index (LAI) provides insight into the productivity, physiological and phenological status of vegetation. Measurement of spectral reflectance offers a fast and nondestructive estimation of green LAI. A number of methods have been used for the estimation of green LAI; however, the specific spectral bands employed varied widely among the methods and data used. Timely and accurate monitoring of cropping intensity (CI) is essential to help us understand changes in food production. This paper aims to develop an automatic Cropping Intensity extraction method based on the Isolines of Wavelet Spectra (CIIWS) with consideration of intra- class variability. The CIIWS method involves the following procedures: (1) characterizing vegetation dynamics from time–frequency dimensions through a continuous wavelet transform performed on vegetation index temporal profiles; (2) deriving three main features, the skeleton width, maximum number of strong brightness centers and the intersection of their scale intervals, through computing a series of wavelet isolines from the wavelet spectra; …

Both observational and modeling studies clearly demonstrate that land-use and land-cover change (LULCC) play an important biogeophysical and biogeochemical role in the climate system from the landscape to regional and even continental scales. Without comprehensively considering these impacts, an adequate response to the threats posed by human intervention into the climate system will not be adequate. Public policy plays an important role in shaping local- to national-scale land-use practices. An array of national policies has been developed to influence the nature and spatial extent of LULCC. This chapter examines which levels of government handle various aspects of drought, as well as interactions between levels of government, providing examples from states across the western United States. It also takes a look at aspects of drought that fall outside traditional lines of authority and disciplinary boundaries. As part of a discussion on how states support local drought response, the chapter details and contrasts how California and Colorado track public water supply restrictions, and describes Colorado’s process for incorporating input from river basins across the state into its water plan. The Scott and Shasta rivers, Klamath River tributaries, experience spatial disparity in habitat quality in spring and summer as a result of historical and current land-use. Juvenile Coho Salmon (Oncorhynchus kisutch) born in the upper tributary reaches often rear in natal streams before migrating to sea. However, those born in the lower reaches often encounter unsuitable habitat and emigrate during their first spring to seek non-natal rearing habitats. It is assumed that these early outmigrants are population losses. This study evaluated first-summer survival, and contribution to the adult population, of non-natal rearing juveniles in the Klamath River Basin. …

Forests are more frequently being managed to store and sequester carbon for the purposes of climate change mitigation. Generally, this practice involves long-term conservation of intact mature forests and/or reductions in the frequency and intensity of timber harvests. However, incorporating the influence of forest surface albedo often suggests that long rotation lengths may not always be optimal in mitigating climate change in forests characterized by frequent snowfall. To address this, we investigated trade-offs between three ecosystem services: carbon storage, albedo-related radiative forcing, and timber provisioning. Climate change is one of the most significant dynamics of our time.The predominant contributor to climate change is combustion of fossil fuels by humans.This study deepened understanding of organizational leaders’ role in enacting one approach to addressing climate change:institutional fossil fuel divestment.The study used a qualitative research design to explore U.S.-based foundation leaders’ readiness to pursue fossil fuel divestment by their institutions.The study examined leaders’ motivations and actions in pursuing divestment, while simultaneously exercising their fiduciary duty to steward institutional assets.Research questions focused on the divestment behavior change process and the outcomes of divestment on leaders and their organizations.Data collection …

In an era of rising sea levels, costal land managers including land trust representatives, municipal planners, and others contributing to decisions about whether to develop or protect coastal parcels do not have viable means of evaluating future values on wetlands that will be created when sea levels rise. This project develops and tests a software modeling approach to help address this issue, in combination with a novel, expert-opinion driven benefit-cost framework. In this paper, we consider whether the current “state of the art” of environmental valuation is suitable for producing policy-relevant estimates of the benefits or costs of changes in marine and coastal ecosystems. We review recent changes in European legislation which has meant an increasing demand for economic valuation from the policy and regulatory community. The next section considers, at a more conceptual level, whether the economic “toolbox” and scientific evidence is up to the task of meeting the demand for more evidence-based policy. Executive Summary
Changes in climate create diverse challenges across the U.S. energy system. Some energy infrastructure assets have already suffered damage or disruption in services from a variety of climate-related impacts, such as higher temperatures, rising sea levels, and more severe weather events. In the absence of concerted action to improve resilience, energy system vulnerabilities pose a threat to America’s national security, energy security, economic wellbeing, and quality of life.

No time to waste: Crowdsourcing global wastewater treatment data
Worldwide, over 80 percent of wastewater is discharged into water bodies without undergoing treatment, severely impairing human well-being and ecosystem vitality along the way. National performance on wastewater treatment is difficult to quantify and is poorly understood due to a lack of common definitions, poor data collection standards, and limited historical data. To address this, the Yale Environmental Performance Index (EPI), a research group that produces a biennial ranking of country-level environmental performance, developed a first-of-its kind national wastewater treatment indicator.[1]

The Ord River Irrigation Area (ORIA) is located in the north-east of the Kimberley region of Western Australia, near the town of Kununurra. The irrigation area was established in 1963 and over time developed to the current extent of 14 000 hectares (ha). The Weaber Plain (Goomig Farmlands) area is located north-north-east of the existing irrigation area, 30km from Kununurra, and has been identified as being suitable for irrigated agriculture for many decades. Vegetation productivity metrics, such as gross primary production (GPP) may be determined from the efficiency with which light is converted into photosynthates, or light use efficiency (ϵ). Therefore, accurate measurements and modeling of ϵ is important for estimating GPP in each ecosystem. Previous studies have quantified the impacts of biophysical parameters on light use efficiency based GPP models.
