There is a need for improved drought monitoring and assessment methods in the United States. Drought is the most costly natural disaster [Federal Emergency Management Agancy (FEMA 1995; Wilhite 2000)], but it is often neglected by developers of assessment and forecast products. Drought is more nebulous than other disasters and does not lend itself to traditional assessments or forecast methods. Its relatively slow onset and the complexity of its impacts are reasons for the new assessment methodology. Improvements in drought monitoring and forecasting techniques will allow for better preparation, lead to better management practices, and reduce the vulnerability of society …

The North American Great Plains have experienced a rapid overturning of natural grasslands to agricultural land use over the last century. Moreover, in some areas more than 80% of the land use has changed from dry land to irrigated agriculture during the second half of the twentieth century. It is speculated that these changes have modified near-surface atmospheric condition and our modeling study seems to support this. To identify changes in land surface- atmospheric modifications we have applied a soil moistureenergy balance model at three locations in Nebraska: Mead, York, and McCook. This is the fourth in a series of reports on the status of endangered biota and of environmental quality in Cave Springs Cave (CSC), Benton County, Arkansas (Brown et al., 1998; Graening and Brown, 1999, 2000), funded by the Arkansas Natural Heritage Commission (ANHC). As a result of these studies, Cave Springs Cave is now one of the most thoroughly studied cave ecosystems in Arkansas. This series of studies has spawned a renewed interest in cave ecosystems and their vulnerable condition. Lake Prince and the Western Branch Reservoir are two eutrophic bodies of water located in Suffolk, Virginia. Lake Prince and its two small tributaries join the Western branch via a constructed spillway. This lake system is a source of water for the surrounding municipalities, and a recreational area for community citizens. In the past, these bodies of water had repeated incidents of low oxygen and nuisance algal blooms, particularly cyanobacteria species. The Burakin Focus Catchment Project was developed between farmers and Agriculture _ Western Australia. The project was designed to give farmers an understanding of the salinity processes occurring within the Catchment and suggestions on appropriate management.
Work began in the Catchment early in 1999 and was complete at the end of 2000. Intensive hydrological investigations formed the basis of the study, which was complemented by surface water control and revegetation strategies. More and more of Western Australia's agnicultural lands are becoming saline. Currently it is estimated that about 18 milliion ha of land are affected to a greater or lesser degree by salinity causing production losses estimated at about $70 million a year.
Unless ways are found to halt and reverse the salinisation of land it is estimated that another 4.4 million ha could become saline over the next 50 years.

The aims of the hydrogeological study were to assess the characteristics of aquifers within the weathered zone, throughout the Dongolocking Reserves and in the surrounding farmland; provide baseline data on root zone salt store (EM38) and vertical distribution of stored salts (EM38) through the use of ground-based geophysical techniques; identify remnant bush at risk of salinisation; suggest management options to address any observed salinity problems; provide a groundwater monitoring network.

Nehru Focus Catchment is located in the upper reaches of the Arrowsmith Catchment. It is roughly bounded by Sunset Road in the north, the north-south Kadathinni Hills to the east, the Three Springs - Eneabba Road to the south and Reed Road in the west. It changes in elevation from 372 metres Australian Height Datum (AHD) at roughly the intersection of Nehru Rd the Kadathinni Hills to the east and 220 metres AHD near the outlet of the catchment into the Arrowsmith River.
The total area of the catchment is just over 7,400 hectares.

The National Land and Water Resource Audit (NLWRA), has identified Dryland Salinity as one of seven major themes for an audit of the nation’s land, water, vegetation and natural resource management. Within this theme, Project 3 has been developed to investigate a key catchment type and how management scenarios will impact on dryland salinity processes. The Lake Warden catchments have been chosen as one of four catchment water balance studies to be undertaken nationally. The catchment water balance analysis will be undertaken using numerical modelling by the CSIRO, Division of Land and Water.

Despite its location in Northwest Arkansas, the Arkansas Water Resources Center (AWRC) is active state-wide. This fact is underscored by the focus of the Center’s session on "Water Resource Issues in the Arkansas Delta" during its recent joint Conference. Water issues in the Delta include declining water tables, salt water intrusion, and water quality (especially suspended sediment, nitrate and pesticides). Presented papers focused on best management practices for cotton production, economics of on-farm reservoirs, chloride content of irrigation water, and landowner education. It is the clearing of native vegetation and replacement with lower water-use annual crops and pastures that is responsible for the developing salinity problem. Traditional farming practices have led to increased recharge to the groundwater systems resulting in increased storage and/or greater areas or rates of discharge. Groundwater monitoring has revealed variable rates of rise throughout the Fence Road catchment, from static to 0.6 metres per year, in a period of average to below average rainfall.

Droughts are difficult to detect and monitor. Drought indices, most commonly the Palmer Drought Severity Index (PDSI), have been used with limited success as operational drought monitoring tools and triggers for policy responses. Recently, a new index, the Standardized Precipitation Index (SPI), was developed to improve drought detection and monitoring capabilities. The SPI has several characteristics that are an improvement over previous indices, including its simplicity and temporal flexibility, that allow its application for water resources on all timescales. Satus Creek provides critical habitat for the Yakima River Basin steelhead. A diverse community of riparian vegetation is important for healthy fish habitat; vegetation changes can affect shade, cover, channel structure, water quality, and food availability. The purpose of this thesis is to analyze and illustrate riparian vegetation change, both temporally and spatially, along three separate reaches of Satus Creek. A Geographic Information Systems approach was applied to assess the vegetation change by comparing plant species composition and density on 1949 and 1995 aerial photographs. A study of the role of groundwater carriers and barriers in controlling salinity was carried out in the Westdale Catchment by Lewis and McConnell (in preparation). Although that study was primarily concerned with groundwater flow and discharge processes, the data collected also provided rudimentary information on the timing of groundwater recharge events and their distribution across the landscape.

A number of agencies sample Lake Mead and the Las Vegas Wash on a routine basis at several locations. In order to share and properly interpret the data, the Bureau of Reclamation, Southern Nevada Water Authority and the three Wastewater Treatment Facilities (City of Las Vegas, Clark County Sanitation District and City of Henderson) formed a committee to examine sampling and analytical protocols and to share information with the goal of maximizing the data quality. Cave Springs Cave, Benton County, Arkansas, was monitored from October 1997 to June 1998 to determine the chemical and physical environmental quality and the status of the population of threatened Ozark cavefish, Amblyopsis rosae. The majority of the chemical parameters measured were indicative of adequate environmental quality in the Cave Springs Cave ecosystem. However, several significant problems were revealed. A trend analysis of known water quality studies of this cave complex suggests that many organic and inorganic chemicals have increased in concentration in the last 14 years. This guide describes a practical step-by-step process for identifying actions that can be taken to reduce potential drought-related impacts before a drought occurs. Step 1 begins with making sure that the right people are brought together and supplied with adequate data to make informed and equitable decisions during the process.
