A pumped storage system consists of an upper reservoir and lower reservoir separated by an elevation difference. During low demand energy periods such as nights and weekends water is pumped from the lower to the upper reservoir using available energy from conventional steam electric power plants. During high energy demand periods, such as mornings and afternoons of weekdays, upper reservoir water is allowed to drop back down through the same system of water conduits and turbines, generating electricity to conveniently meet abrupt electrical energy requirements. The effective use of artificial wetlands for treatment of municipal wastewater is well documented; however, design and economic data for artificial wetlands development are limited (Gersberg et al., 1984a). This is due partly to regional differences in climate, soils, and vegetation and partly to the desired waste treatment. As a result, specific treatment levels and cost benefits relative to the use of an artificial wetlands for a particular site cannot be evaluated adequately without a pilot demonstration project. Understanding environmental threats posed as a byproduct of technology has become an important role for our federal governmental agencies. This study examined environmental hazard assessment in theory and in practice. Discussion established the unique nature of environmental hazard assessment as compared to financial or natural hazard assessment. This first section examined advantages and shortcomings of four methods to judge the tolerability of environmental hazards: Natural Baselines, Risk/Cost/Benefit Analysis, Revealed Preferences, and Expressed Preferences. The ability to collect weather data in near-real time has improved because of technological advances, enabling weather data users to obtain more weather data over wider areas, and in a more timely fashion. The number of near-real time climate networks is increasing as new applications are found for climate data. More than fifteen states in the United States have established automated weather station networks. This paper presents an overview of recent developments in automated weather data collection in the United States and gives a detailed description of the network in Nebraska.

CROPSTATUS is a series of programs residing in Nebraska's AGNET system using daily weather data to assess seasonal changes in crops, livestock, and other agricultural conditions. Assessments are based on parameters developed from accumulations of current daily temperature and precipitation data collected from a network of synoptic, climate, and automated micrometeorological stations in Nebraska in comparison with daily normals. The daily normals were derived from monthly summaries using multiple regression models to compute daily values as a function of Julian day numbers. Crop phenology models based on growing degree days were used to monitor and forecast the progress of different …

In a recent survey conducted by the University of Nebraska's Center for Agricultural Meteorology and Climatology of Agricultural Network (AGNET) users, the results of potential evapotranspiration (ETp) projections (calculated using the Blaney-Criddle approach, which employs "normal" climatic data to project ETp estimates up to three days into the future) were labeled "unrealistic." To improve these projections, National Weather Service (NWS) forecast variables were used as input into the Blaney-Criddle and Penman equations. ETp projections calculated according to the Penman equation, with data measured by automated weather stations as input, were assumed to represent the "best" …

A water quality modeling study of the Mohave Reach of the Lower Colorado River (from Davis Dam to the Nevada/California Stateline) was conducted to evaluate potential water quality impacts resulting from a proposed Laughlin, Nevada wastewater effluent discharge. Las Vegas Wash, a natural wash east of Las Vegas, Nevada, carries stormwater, groundwater drainage, and sewage effluent from two sewage treatment plants to Lake Mead. Over 80 percent of the normal discharge of approximately 3.4 m3/s (120 ft3/s) consists of effluent from the City of Las Vegas and Clark County sewage treatment plants. Beginning in the 1950s, a large wetland area developed along the wash that supported waterfowl populations and contributed to some water quality transformations. As people move toward the coasts in growing numbers, the coastal zone is faced with ever increasing development pressures. The Town of Westerly, Rhode Island is experiencing many of the problems associated with these pressures. In order to expand a motel in the Misquamicut section of Westerly, the current owner of the property has proposed to extend city sewer lines to this area at his own cost. Afterward the line would be turned over to the town. While extension of sewer lines may relieve some local septic system failure problems, it could also spur more rapid and extensive growth. The objectives of this study were to:
1. Establish baseline densities of benthic invertebrates and relative abundance of crayfish in Lake Mead.
2. Evaluate the distributions of benthic organisms and crayfish in relation to existing habitat conditions and 1imnological characteristics of Lake Mead.
3. Measure seasonal changes in abundances of benthic organisms and crayfish in Lake Mead.
4. Compare observations of Procambarus clarkii life history in Lake Mead to reports from other aquatic systems.

In February, 1982 I began a year-long study to determine if growth and reproduction in Daphnia Pulex were limited by the amount of food available in Boulder Basin, Lake Mead. To determine this, I made monthly collections of Daphnia Pulex and natural lake seston from an already established station in Boulder Basin. I cultured the Daphnia Pulex under simulated field conditions in a flow-through feeding apparatus using four different food regimes; 1-natural lake seston filtered through 80 um mesh to remove other zooplankton, 2-lake seston (as above) with an enrichment of 103 cells-ml-1 of Chlamydomonas reinhardti, 3-lake …

Ninety-three wildlife agencies were surveyed for information on their attempts to improve fish habitat. In addition, an annotated bibliography including over 100 summaries was completed on: 1. largemouth bass cover requirements and preferences, 2. use and effectiveness of artificial cover, 3. aquatic plant introduction and species requirements for germination and establishment, 4. terrestrial plant introduction and species requirements for germination and establishment, and 5. nutrient exchange between sediment, aquatic plants, and water. This study provides an examination of the existing United States Federal laws and international regimes regarding oil spill liability and compensation, and the manner in which they have been implemented by regulation and policy. The presentation concludes with discussion of and arguments concerning various proposed Federal comprehensive liability and compensation legislation. Microfaunal communities were studied in littoral (inshore) and limnetic (offshore) areas of the lower basin in Lake Mead to compare species composition and abundance between the two zones. Planktonic forms (zooplankton) dominated inshore and offshore habitats and the occurrence of littoral species was low. Therefore, high similarity in zooplankton species composition was found among all sampling stations. This was perhaps due to two main factors: (i) the physical and chemical environment among the stations were very similar and (ii) the lack of aquatic vegetation in the littoral zone reduced the occurrence of littoral species.

The growth of the chemical industry over the past 30 years has contributed significantly to the increased volume of hazardous cargo transported by ocean vessel. The properties of some chemicals in commerce, particularly intermediate products, are such that their movement represents a risk to society in terms of environmental damage, bodily injury, and carcinogenic effects that may not surface for years. An evaluation of a federal regulatory program administered by the Baltimore District Corps of Engineers (COE), governing certain development activities in Maryland's coastal zone, was conducted to (1) identify cumulative development and wetland impact outcomes that occurred over a 5-year (1981-1985) period; and (2) assess a component of the decision-making process that resulted in these outcomes. Fishes from the industrialized environs of the Elizabeth River, Virginia were surveyed for external evidence of disease during June through October 1984. A highly significant (p < 0.001) incidence of disease was found in demersal fishes collected by otter trawl from a site in the industrially contaminated Southern Branch compared to a less contaminated Western Branch site. Cataracts, fin erosion and dermal lesions were the most commonly occurring anomalies in the Southern Branch finfish.
Static, solid-phase toxicity tests employing sediment collected from the Southern Branch site resulted in an immediate toxic stress in the spot, Leiostomus xanthurus, which resulted in 100% mortality within 24 hours, compared with no mortalities in control systems. Spot exposed to control, i.e., pollution free, and diluted Southern Branch sediments innoculated with the pathogenic bacterial species, Vibrio anguillarium, developed significant (p ≤ 0.020) cases of fin erosion at a mean total bacterial community density …

Acid rain is more accurately referred to as acid deposition since acidity is deposited in both the wet and dry form. Acid rain results from the conversion of sulfur and nitrogen gases to sulfates and nitrates, respectively. In the United States, sulfur compounds are responsible for about two-thirds of the acidity in precipitation; nitrogen compounds, one-third. In 1980, man-made sources in the United States emitted approximately 26 million tons of sulfur dioxide and 21 million tons nitrogen oxides. The North pacific fur seals of Alaska's Pribilof Islands have been subjected to commercial harvest for nearly 200 years. The harvest has been regulated under international agreement almost continuously since 1911; first under the 1911 North Pacific Fur Seal Convention, and following that under the 1957 Interim Convention on Conservation of North Pacific Fur Seals. Both Conventions banned pelagic sealing and divided the restricted land harvest among the four member states, the United States, Canada, Japan, and the Soviet Union. On July 8, 1980, the Galveston district of the U.S. Army Corps of Engineers (Corps) issued the permits required for the construction of an onshore deepwater port. The proposed port expansion project has been the subject of extensive controversy and litigation. The primary conflict has centered on the exclusion of a worst case oil spill analysis, as required by recent Council on Environmental Quality (CEQ) regulations. The Salt Ponds Project scientific research and management efforts were designed to address the management issues typical to barrier beach-lagoon systems. It was anticipated that the finds of the project would be applied to the management of similar estuarine systems in Rhode Island and elsewhere. This paper presents findsings and recommendations relating to water quality and land use for the watersheds of Quonochontaug Pond, Winnapaug Pond, and Maschaug Ponds. This study evaluates the decision-making process of the U.S. Army Corps of Engineers (COE) as it applies to the selection of land or open-water disposal sites for sediment from dredging projects planned by the COE. The study seeks to illustrate: 1) the structure of the COE decision-making process as provided for in laws, regulations, and COE policies; 2) the operational, economic, and environmental variables that might influence COE decision-making; 3) how the New England Division of the COE makes decisions on disposal sites for dredged material through consideration of operational, economic and environmental objectives. Several limnological studies have been conducted in Lake Mead during the past decade. The recent studies clearly show that most of Lake Mead is deficient in nutrients, especially phosphorus, and very low in productivity. The reservoir-wide average total phosphorus concentration for 1981 - 1982 was only 9 mg/m3. This is below levels found In most oligotrophic lakes and reservoirs. Algal biomass, as measured by chlorophyll-a, averaged only 1.5 mg/m3. That also places Lake Mead in the oligotrophic range. Transparency, as measured by a Secchi disc, averaged 9-5 m in Lake Mead during 1981-1982. That far exceeds …
